This act created the 14th amendment federal citizen under section 3 of the federal constitution. All who hold public office fall under this section as UNITED STATES citizens. Those who hold office have knowingly and willingly given up their citizenship to this country under Title 8 Section §1481 to become a foreign state agent under 22 USC.

14th Am, § 5: The Congress shall have power to enforce, by appropriate legislation, the provisions of this article. §5 is another independent source of congressional authority that it can enact legislation that enforces the 14th Amendment. Congress cannot regulate all persons under the 14th Amendment, only those enumerated in §1 (citizens).
