      13th- prohibits slavery- can be violated by individuals. 14th- no state can make laws abridging privileges and immunities of citizens; equal protection- can only be violated by states. 15th- voting rights for former slaves. Congress attempted to implement them through the Civil Rights Act, which guaranteed equal access to inns, etc.
