Flow testing shall be conducted by an engineer licensed in the state of Florida, a third-party certified testing laboratory or a Department employee. Test results shall be certified by the engineer, laboratory or state employee. (e) Designs shall be submitted to the State of Florida Department of Health, Bureau of Onsite Sewage Programs.
