Does a sailor have to complete a BCA?
Sailors are required to complete an official BCA, regardless of ability or authorization to participate in the PRT portion of the PFA. This requirement includes a Sailor whose PHA, DHA or NAVPERS 6110/3 is overdue or incomplete.
