To meet this goal, all educators must be able to implement, use, and integrate technology. The Technology Integration Specialist (TIS) program will provide and/or coordinate appropriate professional development activities for all teachers and administrators on a school level basis. The WVDE has piloted the TIS program through Title IID technology funds provided by the United States Department of Education (USDE). Unfortunately, these funds have been decreased this year and are scheduled for elimination next year. The USDE also funded a 3-year research and evaluation grant to study the effectiveness of the TIS model. The preliminary results have been very positive and indicate that the successful program should be expanded. Parameters: Calculation for Technology Integration Specialists (TIS) in Schools: Assumption 1: A TIS salary and benefits are estimated to be $50,000 annually. Assumption 2: Based on USDE research being conducted in West Virginia schools, the WVDE recommends the following: Districts will select the TIS by following their local personnel procedures. Each TIS must be a certified teacher, be able to attend all professional development dates, have a working knowledge of technology integration, and meet the qualifications set by the district and the WVDE. Districts must allow time for the equivalent of 40 days of professional development for the TIS. Districts will meet other financial matching stipulations as indicated on page 3. Cost Model: The cost model for the program is as follows: Schools with 20 or fewer teachers must have at least a half-time TIS during the entire school year. Schools with more than 20 teachers must have a TIS full time during the year. The model assumes that 20,245 teachers in 747 schools will be served by 675 TISs over a 5-year implementation based on the ratio listed in 1 and 2 above. Although research has indicated that 675 TISs are needed to serve 747 schools, the proposed model only requests funding for 405 concurrent TISs. It is intended that the trained TISs will be relocated to new schools in years 4 and 5, assuming the current school has reached proficiency in implementing 21st Century skills. The required professional development costs and all travel must be paid by the county as part of their match to the project. Each county would match their allocation annually to pay for: Required professional development $5,000 Appropriate equipment for the TIS $10,000 Supplies, building expenses, utilities $3,000 Travel $2,000 Total $20,000 Each county is encouraged to match state provided personnel with county funded personnel in order to implement the TIS program at a faster pace. In order to accomplish this, counties may not reduce the present level of any technology related support. WVDE Coordination of TIS Program: The WVDE will make allocations to the counties. The WVDE requests an annual 1.5% of the year 1 allocation to provide supportive professional development.
