The laws and executive orders seldom define the specific number of hours of training or the method by which it must be delivered, though they frequently suggest topics to be covered. Thus, agencies and bureaus determine the number of hours for a course, the method of delivery, and sometimes the subject matter. To assist managers and employees in determining what mandated training applies to their situation, Training and Development has prepared the attached list. The list does not identify training mandated by States. Regions and parks will have to research these. Questions about the mandated training in a specific career field should be directed to subject matter specialists at the park, Region or Washington Office. Because we live in a changing world, it is all but impossible to create a comprehensive list on any subject that will remain up-to-date for any length of time. The HAZCOM standard specifically requires the preparation of a written hazard communication program that addresses employee training. This training at a minimum must include: (a) methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area (such as monitoring conducted by the employer, continuous monitoring devices, visual appearance or odor of hazardous chemicals when being released, etc.); (b) the physical and health hazards of the chemicals in the work area; (c) the measures employees can take to protect themselves from these hazards, including specific procedures the employer has implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures, and personal protective equipment; and (4) the details of the hazard communication program developed by the employer, including an explanation of the labeling system and the material safety data sheet, and how employees can obtain and use the appropriate hazard information. All personnel are required to undergo training upon employment and when a new chemical or hazard is introduced into the workplace. Parks should perform routine HAZCOM refresher training for their employees at least annually. 4-8 hours for initial HAZCOM training. Routine refresher training should occur at least annually. Update Training (required whenever new hazards are presented into the workplace) should be of sufficient length to allow proper communication of hazards to employees. An annual inventory of all hazardous materials stored at the facility must be completed and a copy of this inventory shall be maintained in the written HAZCOM Plan. The HAZCOM Plan shall be made available to all employees.Hazardous Materials/Emergency Response Actions for Hazardous Material Releases 29 CFR 1910.120 OSHA HAZARDOUS WASTE OPERATIONS and EMERGENCY RESPONSE TRAINING (HAZWOPER TRAINING) The OSHA regulations at 29 CFR 1910.120 requires parks to prepare and implement an Emergency Response (ER) Plan, if the park intends to perform emergency response actions in the event of a hazardous substance release, a substantial threat of release, or a voluntary operation involving the cleanup of hazardous substance.* For the purpose of this regulation hazardous substances include: (1) any hazardous substance listed under the Comprehensive Environmental Response Compensation, and Liability Act (CERCLA) Statute (otherwise known as the Superfund law): (2) any biological agent and other disease-causing agent toxic to humans and/or the environment (3) substances listed by the Department of Transportation (DOT) as hazardous materials; and (4) hazardous wastes. One key element of an ER Plan is the provision of training for personnel involved in ER activities. **The three different levels of emergency response (as well as associated training requirements) outlined in this regulation include. First Responder Awareness Level (Level I) Required for all employees who are likely to witness or discover a hazardous substance release and whose actions would be limited to initiating an emergency response sequence by notifying the proper authorities. First Responder Operations Level (Level II) Required for all employees who would respond to releases or potential releases of hazardous substances as part of the initial response for the purpose of protecting nearby persons, property, or the environment from the effects of the release. Actions are limited to defensive measures to stop the release. Level II requires an 8-hour annual refresher session to ensure skills and knowledge are maintained Hazardous Materials Technician (Level III) Required for all employees who would respond to the release of a hazardous material in a more aggressive way than a Level II Responder, such as plugging or patching containers. The personnel can also participate in the cleanup of released materials. The training requirement is 40 hours. Level III requires an 8-hour annual refresher session to ensure skills and knowledge are maintained. *Releases of known hazardous substances that can be controlled at the time of release by employees in the immediate release area are not considered an emergency response operation covered by Hazardous Waste Operations Emergency Response (HAZWOPER) standards at 29 CFR 1910.120. ** Please Note: In lieu of the ER Plan, parks that elect not to perform hazardous substance emergency response actions can prepare and implement an Emergency Action Plan in accordance with 29 CFR 1910.38. All personnel must be trained on evacuation procedures in the event of an emergency.
