Purpose and Background This RFP is to solicit applications for funding one or more delivery sites for Non-Traditional Licensure (NTL) teacher preparation instruction. Non-Traditional Licensure is an intensive, two-year teacher preparation program for college graduates who want to become teachers and help alleviate the teacher shortage needs in Arkansas schools. The NTL is sponsored by the Arkansas Department of Education (ADE) and provides specialized preparation and the support of a trained mentor to assist with guidance and professional growth of the novice teacher during the first year(s) of teaching in Arkansas schools. The performance-based NTL program supports and develops the knowledge, skills and dispositions needed by beginning teachers. ADE invites proposals consistent with the Arkansas Teacher Licensure Standards (Appendix A) that are designed to help P-12 students reach high academic achievement levels. II. Eligibility All Arkansas Educational Service Cooperatives, two- and four-year colleges and universities, and local school districts are eligible to apply for funding. II.a. Submission Applicants must submit three hard copies of the proposal. Faxed copies will not be accepted. ADE must receive proposals no later than Tuesday, March 15, 2005. III. Funding Criteria Each submission must include a proposal narrative that indicates how the delivery site will address the components indicated in Section IV below. Funding will be awarded based primarily on a point system; however, geographic location will be a consideration when necessary. Points will be awarded in the categories of: a) Teacher Preparation, b) Monitoring and Evaluation, and c) Administration and fiscal oversight. A Statement of Assurances and Institutional Endorsement are also required. A maximum of 100 points are available, and a minimum score of 75 points is required for a proposal to be considered for funding. Only those current sites receiving a satisfactory rating or above by external review will be considered for future funding. Proposal Narrative Each submitted proposal must provide a narrative explaining how the following components will be addressed in program delivery. a. Teacher Preparation and Instructional Delivery (maximum 50 points) b. Monitoring and Evaluation of the Modules and the Site (maximum 25 points) c. Capacity to Provide Fiscal and Administrative Oversight (maximum 25 points) Assurances and Endorsement (required) are addressed in Section V. The proposal narrative must be double-spaced, using 12 point Times New Roman font. Major headings must be bold and underlined. The narrative must not exceed ten pages in length. Syllabi, schedules of activities, timeline, and rsums must be attached as appendices. IV.a. Teacher Preparation and Instructional Delivery (50 points maximum) Each proposal narrative must provide a detailed description (including a schedule matrix) of how the proposed instruction will be provided for participants in each instructional module. The teacher preparation modules that must be included are listed in Table 1. The number of hours to be devoted to each topic appears with each. All topics must be covered and instruction must adhere to the times specified. Delivery at all sites must include 2 weeks of summer instruction, and 7 days of Saturday instruction (monthly) during the school year in both years of the program. Table 1. The entire training cycle must be offered. Because P-12 student learning is the driving force behind all preparation for traditional and non-traditionally prepared teachers instructors in this program must have successfully completed training in the Arkansas Pathwise Observation Mentoring Model. All instructional delivery must model best practice in use of technology, and various teaching and assessment methodologies. Program instructional delivery must focus on what new teachers should know and be able to do, with interwoven strands of meeting the learning needs for diverse P-12 student populations. The modules are to be linked to the Pathwise learning model, and the proposal must indicate how the module leader addresses the Pathwise domains. A syllabus for each module must be included in the proposal, and each syllabus must include candidate expectations and assessment methodology. Rsums of proposed instructors should also be included. Monitoring and Evaluation of the Proposed Site (25 points) The proposal narrative must include details for monitoring instructional effectiveness, including assessment methods planned for each instructional module. Each must also include internal methods and plans for monitoring and evaluating overall site effectiveness. Each funded site will self-report a year-end assessment of overall program effectiveness including how this assessment will be used for future program improvement. ADE will provide external evaluation. IV.c. Capacity to provide fiscal and administrative oversight (25 points) It is expected that approximately 500 new candidates will apply to the NTL program statewide in the year 2005/2006. If the proposal is funded, $575.00 per enrolled candidate, per year, will be awarded to the delivery site. In addition to completing Table 2 (below) each proposal must: provide details of the proposed physical facilities for housing the instructional setting(s) identify the person who will serve as the primary contact (Project Site Coordinator) for the NTL candidates (Include a rsum, and indicate the persons level of accessibility to candidates.) provide an explanation of budgetary expectations for both instructional delivery and administrative oversight of the program Table 2. The endorsement constitutes a commitment on the part of the institution to support the project. When two or more eligible institutions or agencies collaborate on a proposal, each institution must submit an endorsement. In such a case, only one institution would be designated as the custodian of the funds. An eligible institution may endorse more than one proposal.
