TRAINING AIDS, DEVICES, SIMULATIONS, AND I-1 SIMULATORS (TADSS) REQUIREMENTS I SYSTEM TRAINING PLAN FOR A LOAD HANDLING SYSTEM COMPATIBLE MOBILE MODULAR FUEL FARM (MMFF) 1. SYSTEM DESCRIPTION: Petroleum fuels will continue to be the primary fuel for military equipment well into the 21st century. The MMFF will be the primary fuel storage system used by the IBCT. The MMFF provides the IBCT the ability to rapidly deploy (1-hour using 4 personnel) and recover a fuel storage and distribution capability. The MMFF will be used by the Brigade Support Battalion (BSB) to receive, store, and distribute fuel for use by the IBCT. Fuel will be delivered to the BSB in tankracks or by commercial or military tankers. If delivered by tanker, fuel will be transloaded into the MMFF tankracks. Fuel in the MMFF will be used to resupply IBCT HEMTT tankers. When the order to change locations is issued, the MMFF tankracks will be loaded onto the organic PLS trailers and HEMTT LHSs and moved to the new site by the organic HEMTT vehicles. The MMFF can also be used by the BSB to provide retail refueling of vehicles. The MMFF includes all of the equipment necessary to establish an eight-point retail refueling system capable of refueling all types of vehicles and aircraft. The MMFF will also be the primary fuel storage and distribution system used by Division units for storing quantities of bulk petroleum. Expansion of the battlefield, increased unit movements, and the requirement to rapidly relocate has made it necessary to develop a fuel storage system that can replace the existing Fuel System Supply Point (FSSP) in Division and below units. The development and fielding of brigade combat teams that provide the Army with the ability to respond anywhere in the world with a brigade size force in 96 hours dictates the need for a new fuel distribution and storage capability. The MMFF provides the ability to rapidly establish a fuel distribution and storage capability at any location regardless of the availability of construction equipment. The MMFF consists of two different modules, a pump filtration module and a tankrack module. The modules of the MMFF can be recovered and moved by organic assets of the using unit. An HEMTT-LHS and PLS can recover the tankracks and pump module, transport them to the new location and redeploy. The pump module can be used with a collapsible storage tank to provide increased storage capacity. The MMFF tankracks can also be used for line haul of bulk fuel throughout the theater. A PLS or LHS can transport two tankracks, one on the truck and one on the trailer, for a total of up to 5,000 gallons of bulk petroleum. The increased mobility and capability of the HEMTT LHS and the PLS allows direct delivery of bulk fuel to the brigade area using fewer assets than the current 5,000 gallon tractor trailer combination. b. First Unit Equipped (FUE) Date: FY 03 TARGET AUDIENCE: Training is required for Military Occupational Specialty (MOS) 77F (Petroleum Supply Specialist) and their supervisors (BNCOC, ANCOC). Using units will conduct sustainment training with the New Equipment Training NET) package left by the Materiel Developer with the using unit during fielding. MOS 63J (Quartermaster and Chemical Equipment Repairer) will maintain the MMFF. 3. ASSUMPTIONS: MOS 77F personnel will operate The MMFF. The quantity and quality of target audience will not increase as a result of the MMFF. The first production MMFF including a Palletized Load System (PLS) truck will be utilized for training purposes. An embedded training capability will be considered. MOS 77F AIT course will plus up 2 days training for the addition of the MMFF. 4. TRAINING CONSTRAINTS: Potential constraints as related to MANPRINT domains are provided below: a. Manpower. The fielding of the MMFF will not result in a requirement for additional personnel. The MMFF will be operated and maintained by soldiers currently operating and maintaining the FFSP. MOS 77F will operate the MMFF and the primary maintainer will be MOS 63J. No new MOSs will be required to operate or maintain the MMFF. The MMFF will require fewer personnel to deploy and recover than the existing FSSP. A MANPRINT assessment will be conducted for the MMFF, if any change in unit structure (manpower and/or personnel) appears necessary to facilitate system deployment. MANPRINT issues will be developed and tracked by the system MANPRINT management plan or comparable document. Appropriate issues and criteria will be attended to in technical and operational testing. Personnel Capabilities. The MMFF will not require any increase in the physical, sensory, or mental abilities of the personnel who operate, maintain, or support the system. 2 Training. The materiel developer will provide a complete training package to support institutional and unit sustainment training. All training support manuals, training literature publications, and other training products will be concurrently developed and delivered in draft prior to fielding. ETM/IETM will be considered for the MMFF. An embedded training capability will be considered. Instructor and key personnel training will be provided for the initial transfer of information and training methods from the materiel developer to the trainer. New equipment training (NET) will be provided. A distance learning capability will be provided with the MMFF system. Distance learning will be considered a method of providing NET. The first production MMFF system including an HEMTT-LHS truck will be provided to the Quartermaster Center and School for use in training. The Ordnance Center and School shall provide a pump filtration module and tankrack for maintenance training. Human Factors Engineering. Special emphasis shall be given the HFE aspects of the MMFF. The target audience must be capable of assembling, operating, and recovering the MMFF. A human factors engineering analysis shall be completed prior to fielding the MMFF. The soldier/machine interface for this system shall promote safe and effective operation and maintenance for 5th percentile female through 95th percentile male soldiers while wearing the full range of military clothing. System Safety. The MMFF will be designed in accordance with all applicable safety standards so as to minimize safety risks associated with operating, maintaining, or supporting the system. Particular emphasis will be placed on minimizing risks of shock, fume exposure or physical strain. A functional system safety program will be established and maintained to ensure that the above requirement is met and that integration does not compromise safety. Health Hazards. A HHA program shall be initiated IAW AR 385-16. Noise levels resulting from system operation shall meet OSHA requirements. The MMFF shall not include any category I or II safety hazards as defined in MIL-STD-882. Soldier Survivability: The MMFF operating characteristics shall not increase an operators likelihood of detection, targeting or attack, or injury if attacked. The MMFF is not designed to counter any specific threat, rather it is designed to be an efficient means for storing and distributing fuel. 3 Although not a primary target for threat forces, the MMFF may have to operate in an NBC-contaminated environment. It is also vulnerable to a wide range of weapons systems that may be used against the using unit. Those weapons systems may range from small arms to artillery, armored vehicles and aircraft. 5. TRAINING CONCEPT: The training program for the MMFF will be implemented and accomplished in two phases: Institutional and Unit (Sustainment) Training. The Materiel Developer will provide a complete Training Support Package (TSP) that will support all phases of training for the MMFF. The system TSP will be concurrently developed with the system and delivered in draft prior to Test Player training for the Operational Test and Evaluation. The System TSP will include technical manuals (ETM/IETM), program of instruction, lesson plans, student guides and a instructional videotape or self-contained Web-based interactive multimedia package on the operation and maintenance of the MMFF. A distance learning capability will be provided with the MMFF system. The Materiel Developer will examine New Equipment Training (NET) delivery by Distance Learning. TRAINING STRATEGY: War-Mod XXI: The Materiel Developer will develop a NET Support Package to support all training. The NET Support Package will include technical manuals in Electronic Technical Manuals/Interactive Electronic Technical Manuals (ETM/IETM) format, task list, Program of Instruction (POI), and Lesson Plans. Also, the NET Support Package will include an instructional videotape, or a self-contained Web-based Interactive Multimedia Instructional Package on the operations and maintenance of the MMFF. The NET Support Package should be developed concurrently with the system and provided to the trainer six months prior to the start of the test player training for the operational test and evaluation. The initial transfer of knowledge from the Materiel Developer to the trainer will be accomplished by Instructor and Key Personnel Training (IKPT). Institutional Training (Warrior XXI): Institutional training for this system will be provided. New Equipment Training (NET) will be provided for this system where it is determined to be necessary. This training will be supported by the system Training Support Package (TSP). A Distance Learning capability will be provided with the MMFF system. The Materiel Developer will examine NET delivery by Distance Learning, where possible, or by contractor. 4 Unit (Sustainment) Training (War-fighter XXI): Unit sustainment training will be conducted IAW the units ARTEP Mission Training Plan (AMTP) and the Combined Arms Training Strategy (CATS). The CATS report will be generated using the Automated Systems Approach to Training. These reports will capture the critical gates/tasks for the MMFF. Unit training will be supported by the system TSP left with the unit(s) during fielding of the system. Unit commanders will use the TSP and the appropriate soldier training publications to conduct individual sustainment and collective training in the unit. Training Devices: The first production MMFF including a Palletized Load System truck will be provided to the Quartermaster Center & School for use in training. 7. TRAINING PRODUCTS: a.
