PROJECT REQUEST The State of Michigan, Department of Information Technology (DIT), and the Department of Community Health (DCH) are is exploring the potential procurement and implementation of a currently existing web-based* Women, Infants, and Children (WIC) system tofor Michigan. The system must support the State of Michigans administration of the USDA funded special supplemental food program for Women, Infants, and Children (WIC). The State of Michigan is issuing this Request for Information (RFI) to seeks this information to better understand the web-based WIC applications in the market and help determine if it would be cost effective for the state to pursue a contract and validate if a transfer system will address the goal of the Division to acquire a system thant enhances services to the participants, and streamlines clinical staff work effort. The information submitted will be for analysis purposes only and may or may not be used to develop a Request for Proposal (RFP). If an RFP is developed, it will be available on the website  HYPERLINK "http://www.michigan.gov/doingbusiness" www.michigan.gov/doingbusiness. No vendor will be selected, pre-qualified or exempted based on the participation in this RFI. The State of Michigan is not liable for any costs incurred by vendors in developing responses for this RFI. No party is bound by the information provided in response to this RFI. The responses will not be scored or formally evaluated in anyway. Nevertheless, because of the strategic importance of this initiative, we would strongly encourage the vendors to participate and assist the State. Based on the responses the vendors may be asked to provide a system demonstration at the Division office. II. BACKGROUND WIC is a health and nutrition program that has demonstrated a positive effect on pregnancy outcomes, child growth, and development. The United States Department of Agriculture (USDA) contracts with the Michigan Department of Community Health, to administer the WIC Program in Michigan. Department of Community Health contracts with local agencies to provide direct program services to the participants. Benefits provided through the WIC Program to the participants include Nutritious foods Nutrition education Breastfeeding promotion and education Adjunct health care and community resource referrals Forty-nine agencies with 248 clinics serve approximately 222,000 participants on average monthly in 83 counties throughout the state. Applicants are considered eligible if their economic units total income is no greater than 185% of the poverty guidelines issued by the United States Department of Agriculture (USDA) and meet Michigan residency requirements and have a nutrition risk condition. Applicants who meet the above requirements are assessed by a Competent Professional Authority (CPA) for Dietary, Anthropometric, Hematological, and Health History assessment. A CPA or a trained staff obtains participant nutrition and health characteristic data from the participant or authorized person (in the case of children and infants). Some of the information is obtained by interviewing the participant, while other information is obtained through measurements taken, referral information, immunization record, and health history and dietary assessment forms. The participants/applicants, who are eligible for benefits up to the time of certification expiration, may be recertified if allowed. The recertification process follows the same process as certification process, including income eligibility determination. The local agency issues a Michigan ID/VOC [Identification and Verification of Certification] folder to the family/participant. Nutrition Education is the education contact that the clinics provide to the participant (or to the authorized person) at least twice during a certification period or for infants on a quarterly basis. Nutrition education includes both the communication of food, nutrition facts, and practical uses for the information according to the needs of the participant. The Competent Professional Authority (CPA) prescribes supplemental foods in quantities appropriate to the participant based on participants age and dietary needs. The food package, which is most suited to the needs of the participant, is determined when the CPA assesses the participant for nutrition risk. Mothers are encouraged to breastfeed their infants. For those infants who are not breast-fed, WIC provides iron-fortified infant formula. In the near future for eligible WIC certified participants, a Michigan WIC EBT bridge card will be assigned to the authorized person in the family. For security purposes, a personal identification number will be selected by the authorized person, which will be used by the EBT host to validate when performing electronic benefit transactions. Participant, before purchasing WIC authorized food items, will swipe the Michigan WIC EBT bridge card at a kiosk located in the store and enter the pin for identification. The system at the store will download a shopping list from the EBT host. During checkout, the participant will swipe the card and the purchased food items will be validated against the downloaded UPC database at the store. As the family redeems benefits at authorized WIC vendors, the foods will be decremented against their original benefit amount and the obligation amount will be offset based on the total amount of the transaction. On a daily basis, EBT host will reimburse WIC vendors for the WIC foods redeemed (purchased) during the prior business day. DMB/Treasury will reimburse EBT host for the total paid to the vendors. Vendors are managed and monitored by the Vendor Management and Operation section in WIC Division. Note: The current system issues coupons for participant food benefits. Vendors send coupons redeemed by participants to WIC Division for processing and payments. The state pays the vendors through its Treasury system (MAIN). CURRENT TECHNICAL ENVIRONMENT The current WIC System M-TRACX is housed on the BULL DPS 9000 mainframe system at the Michigan Information Processing Center (MIPC), Lansing. Local Agencies, Clinics, and WIC staff operate the system through the GLINK interface provided by the state. The major modules in M-TRACX are Participant Record Keeping Coupon Generation Coupon Redemption Reporting Administrative Master Data Maintenance Vendor Management and Monitoring EBT Please refer to appendices A and C for more information. Questions and Answers Requested VENDORS: The State is requesting the following information from all interested parties: The department requests information to transfer a currently existing web-based WIC system to Michigan WIC program with the following objectives Transfer and customize a currently existing web-based WIC system to Michigan based on the Desired Functionality Checklist attached in Appendix B Provide a workflow system with queue management based on user roles and responsibilities in the WIC application. The system should be accessible for clinic management with 100% uptime during normal work hours for benefits issuance on demand. Integrate with other Michigan systems for faster and efficient services to the participants. Enhance data sharing and analyzing capability to local agencies and state staff. Enhance and customize messages to participants. Improve appointment scheduling for efficient service to participants. Provide management of data for participant and clinic flow analysis. Provide ad hoc reporting capability to local agencies to manage caseload and budget efficiently and to create decision support reports. Improve vendor selection and authorization process. Use Electronic Benefits Transfer (EBT). Based on a review of the existing functionality and technical environment and an understanding of the project request and background the State is requesting the following information from all interested parties.
