Stephenson Virginias Gateway Region Renee Wyatt Welcome and Introductions Ms. Brown welcomed everyone to the Economic Development Summit and introduced the presenters for the morning, Mr. Robert McClintock, Mr. Jay A. Langston, Mr. Ralph A. Langston. Ms Renee Wyatt was welcomed as the newly appointed director of the Virginia Gateway Region. Today was her first day on the job. Mr. McClintock will be the first presenter. Objectives for the Session Role of Economic Development in the Community Mr. McClintock discussed the Basic Tenets of Economic Development. Incentive philosophy Changing Face of Economic Development Change from Manufacturing to Non-manufacturing projects; internet usage, consultant usage, compressed timeframe, process of elimination, rather than selection. Langston presented the following section: Product Analysis Site and Building Comparisons Southpoint Business Park Prince George County 545 acres, water/sewer on site, located on I-295, M-1 Zoning (light industrial) natural gas available, shell building on site. Roanoke River Regional Business Park Mecklenburg & Brunswick Counties 230 acres, water/sewer on site, located on US 58, 2 miles from I-85, natural gas available, enterprise zone, 28 acre graded parcel available. Shirley T. Holland Commerce Park Isle of Wight County 310 acres, water and sewer on site, zoned commercial/light industrial, natural gas on site, water capacity upgrades planned. Southpoint Building #2 Prince George County (private developer) 108,960 square feet, expandable 13-acre site, 35 ceilings, utilities on site, located on I-295, constructed in 2002. Triumph Industrial Center City of Suffolk 135,000 square feet, 10.57 acre site, 30 ceilings, utilities on site, access to U. S. 58 & 460 and I-64 & I-664 via Suffolk Bypass; under construction. Sussex County Available Sites. Wakefield Airport Site, U.S. Route 460 Industrial Park, Chambliss Site, Carden Site, Route 640 Site, Winfield Site, Lessel Site Grayland Site Sussex County Available Buildings. Davis Oil, BSV Building 2, BSV Building 1 (and other buildings in the Town of Waverly not in the inventory) Mr. Robert McClintock presented a comparison of Sussex County to the Richmond MSA for Percent Employment by Sector (2003) and Occupational Distribution (2000). Sussex County has the 2nd highest unemployment rate in Gateway Region. The unemployment rate was 8.1% as of January, 2005. The Gateway Region rate is 4.2%. Total labor force for Sussex County is 4,333; unemployed is 352. 56% of the labor force commutes out for employment. Top destinations are Peterburg, Greensville County, Prince George County, Chesterfield County and Richmond. The per capita income for Sussex County was $18,756 in 1995. At that time Virginias per capita income was $24,056. In 2002, the per capita income for Sussex County was $21,199, for the State of Virginia is was $33,671. Educational attainment was also discussed as presented by the census figures. Mr. Ralph A. Stephenson discussed tips for an existing industries program. 89% of new job creation last year in Virginia was from expansion of existing businesses. Visitation as a team was an important part of an existing industries program. Discovery what the issues are from the existing firms. Create partnerships with these individuals. Existing firms are very important in attracting new industries to the area. Minimum readiness standards (documentation, infrastructure, environmental, marketing materials; Minimum infrastructure standards for nine industry categories. Right Now Sites Industry Groups Light manufacturing, general manufacturing, heavy manufacturing, business/industrial parks, warehouse/distribution, office, research and development, mega sites, motorsports. Handling Prospect Expectations Prior to the Prospect Visit, most consult websites before contacting the locality, have all sites and buildings entered into VirginiaScan, have ability to update marketing materials, have a go to person in the locality, concise, accurate information, ease of access from northeastern U.S. locations. During the Community Visit Plan route to selected sites or buildings, any buildings need to be unlocked and lighted, adhere to schedules, minimize stressing quality of life, offer one-on-one meetings with prescreened existing businesses. Next Steps This item will be placed on the agenda for the April regular monthly meeting for discussion by the board members. Ms. Brown thanked all the participants for their presence.
