Hord, Chairman, called the Business Meeting of the Maryland Elevator Safety Review Board to Order at 10:07 a.m. Approval of Minutes The members of the Board reviewed the minutes of the Business Meeting held on October 25, 2019. Upon Mr. Yeatmans Motion, and Mr. Morans second, the Board unanimously carried that the minutes be approved without corrections. Chairmans Report Mr. Hord wished the members of the Elevator Safety Review Board and staff Happy Holidays and Happy New Year! Licensing Report Update Applications/Qualifications Review Committee There were no applications for review at this time. Review of Examination Statistics and License Totals Ms. Bailey reported that one (1) candidate were tested in November 2019, and one (1) candidate failed, with a 0% passing rate. In October 2019, zero (0) candidates were tested and zero (0) candidates passed, with a passing rate of 0%. Since January 2019, the passing rate is 17%, since the inception of the test the overall passing rate is 48%. There are currently 1,064 active licensees. Complaint Committee Report There were no complaints to report at this time. Old Business Temporary Elevator Mechanic Regulations Mr. Yeatman inquired about the status of the temporary licensing regulations. Ms. Bailey informed him that the 45 day comment period had expired and there were no public comments. Mrs. Ward stated that the final regulations will be published in the Maryland Register in January 2020 and become effective 10 days after they are published. Mr. Yeatman suggested elevator companies should be contacted about temporary licensing. Ms. Bailey stated that she will send letters to all elevator licensing companies. She agreed to courtesy copy Mr. Yeatman to inform these companies that temporary elevator mechanic license applications are now available. New Business Ms. Bailey stated that the new mileage rate is .575 per mile for full rate. The reimbursement rate for fiscal year 2019 was .58 per mile. There has been a decrease in mileage rate effective January 1, 2020. Correspondence Ms. Bailey called the Board members attention to the Memo in their packet from Secretary Robinson regarding Board member participation in the 2020 Legislative Session. The Maryland General Assembly begins its legislative session on Wednesday, January 8, 2020, and ends on Monday April 6, 2020. The Department welcomes Board members to offer testimony. Board members interested in testifying must complete the notification one week prior to testimony and email the Departments Legislative Director Grason Wiggins. The Department should be made of aware of a Board members participation in Annapolis even if the Board member is there to testify as an individual and/or not for a Board Bill. Mr. Hord reiterated that any members of the Board testifying cannot testify on behalf of the Board without prior authorization from the Secretary. Ms. Bailey informed the Board that Commissioner Victoria Wilkins, Division of Occupational and Professional Licensing has been participating in the National Conference of State Legislators (NCSL) licensing consortium. Ms. Bailey stated that she sent out an invitation for a guest speaker and if any member of the Board would like to participate, please contact her to RSVP no later than January 7, 2020, via email. Executive Directors Report Ms. Bailey stated that the Department will not be moving July 1, 2020. The Department announced last month plans to move forward with the redevelopment of the State Center complex. This will take place within the next 18 24 months. There is still no parking available at the 500 N. Calvert Street building as the garage needs extensive renovation. Ms. Bailey informed the Board of the winter weather policy for Boards and Commission meetings. If Maryland State Government, Baltimore City jurisdiction, has liberal leave of two hours or more or is closed due to inclement weather, the Board meeting and any hearings scheduled for that day are cancelled. The Board will reconvene on the next regularly scheduled meeting date and hearings will be rescheduled. Ms. Bailey stated that the District of Columbia (D.C.) Board of Industrial Trades reached out to her regarding reciprocal licensing for Master Electricians. Ms. Bailey inquired whether the Board would be interested in reciprocity with D.C. Mr. Hord stated that would be a good idea to make licenses more portable. Mr. Yeatman stated that D.C. is similar to Virginia and they have a reciprocal agreement. Mr. Yeatman inquired as to how an individual would pay for a license with the Board. Ms. Bailey stated that under the provisions of reciprocity the Board waives the qualifications and examination required for licensed individuals in a reciprocal state and that state waives those requirements for individuals licensed in Maryland. Mr. Yeatman stated that Metro does not have an exam. Mr. Moran suggested a reciprocal renovator licenses for D.C. Mr. Hord stated that it has to be similar to our license and asked if they would have to create their own exam. Ms. Bailey confirmed that they would have to create their own exam. She stated that the issue with the renovator license is that the Board only has a few licensees in this category. Mr. Yeatman stated that the elevator industry has seats on the D.C. Board of Industrial Trades. You have to be a resident of D.C. to sit on that Board. Mr. Hord agreed he would like to see reciprocity with D.C. After a brief discussion, the Board agreed that Ms. Bailey should contact the D.C. Board of Industrial Trades with regard to a reciprocal licensing agreement with Maryland.
