So in 2014 the Workforce Innovation Opportunity Act was signed by President Obama. Part of the Act went into existence automatically and the remainder went into effect the following year, which was the summer of 2015. At the start of 2015 the State Employment Training Commission and LWD started working on the State Plan around the major policy implications that were seen in WIOA. It was done with the partners including the department of Education, Higher Education, Corrections, Youth Services, DVR, as well as the SETC subcommittees. Work Groups were created to look at the various areas: Governance & Planning, One-Stop Services, Individuals with Disabilities, Career Pathways, Youth and Performance. So as they start to create the state plan the five (5) strategic intents should be imbedded throughout. The importance for us is that it should be imbedded in the Local Plan as well. Intent #1- Confluence of strategy, how do we make sure the local plan is consistent with the regional plan and the State Plan. Essex County is included in the Northern Region, which includes the Hudson, Jersey City, Passaic, Newark, Morris, Sussex, Warren, Union and Greater Raritan areas. Intent #2-High Quality Partnerships, if there is going to be a partnership with businesses then each needs to understand their role and responsibility and what their deliverables are. Intent #3- Career Pathways, blending literacy along with industry valued credentials to create career pathways. Giving youth career awareness to make better choices. Intent #4- Community alliances building strong partnerships, making sure the right people are at the table. Making sure there is adequate participation from the private sector in the Workforce Development Board meetings. Intent #5- System Intent, making sure the data is helping us build a better system and communicate better. The plan was created and adopted by the SETC in June of last year. A consultant was hired, Thomas B. Miller & Assoc. out of Indiana to help them with the state plan and also writing the regional plans. The State plan is currently in the Governors Office waiting for his approval. They are looking at policy in the plan and there are some concerns with Triage, assurances, veterans services. Once they get the plan back, it will be on the website and he suggests everyone read the section that pertains to them and take the time to comment. The plan will then be sent to the Federal Government in April. Thomas B. Miller & Assoc. will be coming in next week for a key partners meeting to start regional planning, as the regional plans are due October 3rd and the local plans are due in December. We are also going through a recertification now that is due in June of this year. Al Bundy asked for an explanation of the SETC for new Board members in attendance. Kirk stated that the SETC is the equivalent of the State Workforce Development Board. We convene the same type of members 51% business participation. They have subcommittees SCALES (literacy) as well as Shared Youth Vision Council (YIC), as well as Disabilities Issues committee. The Disabilities committee has a different set-up where they coordinate with the State Rehabilitation Councils. The SETC is the State body which provides technical assistance and oversight through policy, planning and performance for the workforce system as a whole. Directors Report Howard Weiss stated that the official name of the Board has been officially changed to the Essex County Workforce Development Board. There has also been a change to the composition of the Board and that is now twenty (20) percent of the makeup need to be Union or Community Based Organizations. We have over fifty (50) percent for business members but we are a little short on the CBO, though there are two new candidates that should be approved in the next month or so. With the new legislation we had to request designation and we requested that Essex County area be designated a recipient area. Under SNAP (Supplemental Nutrition Assistance Program), which was known as Food Stamps, it is required that certain people were required to work at least 20 hours to be a recipient and certain others were exempted and didnt have to work. So ABAWD (Able Body Adult Without Dependent) is a type of food stamp recipient that is required to work. The State of NJ in the past has filed for a waiver for high unemployment states that didnt have to insure that recipients complied and there were no penalties issued for not working. Since 2009 the State of NJ was operating under a waiver. However this past year the governor did not make that waiver request and therefore everyone have been scrambling around. The State has required the Directors of the Workforce Development Board to oversee efforts to make sure people are in activities at least twenty (20) hours a week. So if individuals fail to comply for three (3) straight months they will lose all of their SNAP benefits. Julius Montford stated that it began on March 14th in Essex County, where they are calling in all recipients that fall with in that category for an information session. These sessions will be held at Essex County College, 50 South Clinton, East Orange and 990 Broad St. Newark, There will be two (2) sessions held weekly and individuals will be assessed for exemptions or if they are already in a training program There was agreement to put the ABAWD situation on the agenda for the Welfare to Work Committee. Janine Schaeffer stated that we are working towards the deadline of April 1st to get all the required paperwork in to the State for the 2016 certification. We are about fifty percent complete. The Board is expected to be at full membership with the two new individuals who are expected to be approved by the end of the month. Davetta Lane stated that they are going through the recertification as well and in the process of submitting all required documentation. Also, as a result of the changes they are rebranding as the Workforce Development Board and will be having an event in May. The Joint WDB retreat will be taking place May 17th and the goal will be to take the plan which was completed last year and incorporate business engagement into it. There will be a presentation on what roles and responsibilities board members have with the new regulations. Julius Montford stated that March 16 is the Project Homeless Connect Day at Branch Brook Park Skating Rink. The point in time homeless count took place in January, and that count determines how much money the Federal Government assigns the State and the County for the homeless. There is still funding for Adult and Dislocated Workers, there is also still funding available for out of school youth as well. They also had the first meeting to discuss the release of the RFP for WIOA services. They did lose three (3) points on the participation rate, so its down to 23. This year RFPs will lose points for various things that are lacking and vendors will be able to know why they lost points. Diana Longo asked that there be more notice and some accommodation given to business members who would like to participate with the RFP process. Jackie Johnson announced that the Essex County Job Fair held at Essex County College on May 26th. This is the sixth annual job fair. Last year there were one hundred and fifty nine vendors and thirty five hundred attendees. It is entirely free to participants and she thanked those members who sponsored the event. There were three hundred jobs attained. There was discussion around possibly doing something pertaining to industries at the Job Fair. Committee Reports: Business & Economic Development Committee Mitch Cahn stated that his committee is focused on the question of how to make the workforce system more attractive to employers. They are always looking for new private sector members and came up with an idea that they needed a package to present to employers. We would promote that we could find workers for them, certify that they were work ready, train them, get employers ready to hire them and help them get to work. Planning on putting these in a content library and get it on-line and make it available. But the plan will be to find a host for this web site. The second project is on developing a workforce readiness credential that businesses can agree to accept. Kirk Lew stated that the work the committee is doing is great. The State is creating a list of industry credentials and that all of the providers and all of the one stops should be using that list of state approved credentials. Kirks suggestion is to wait until that list comes out at the end of the month to make sure to use only those that are on the list. Basically if the credential isnt on the list then it doesnt make sense because you want something that is recognized by the entire state. Kirk also stated that there is a State web-site called Jobs4Jersey which will be changing to career connections. The new web-site will not just be for a job search, but also for career aspirations, skills profiles, industry data, and also be a place for professional development. Mitch requested a County co-chair for the committee. Disability Committee Rebecca Shulman stated that they are working towards having an Employer Recognition Event where they will acknowledge four employers who went above and beyond to hire individuals with disabilities. They are looking at a date the beginning of June and received a grant from the Kessler Foundation for food, location, awards, invitations etc. Literacy Committee (Chair Lynn Sternstein) Lynn Sternstein announced that there is a new co-chair for the committee Tanya Wright from Training Inc. The next NGO for Title II literacy will be for a continuation grant. At the last literacy round table there were report cards given out and Essex County received an A and the state as a whole received a B. There is concern about federal outcomes with WIOA and about lower level learners. Right now the outcomes are High School Equivalency, job attainment, and certifications which are not realistic for this group. NJ ALL is working on this and will be submitting comments to this effect. There is new software for the TASC version of the high school equivalency. They are hoping to release the new platform of the test in August. The student only needs to wait sixty (60) days before retesting on the same version of the test. The next meeting is scheduled for March 21st. Welfare to Work Committee David Weiner stated the name of the Division of Welfare has been changed to the Department of Family Assistance and Benefits. He also stated that his committee will be getting more involved in the RFP process. The committee has been inviting the non-profits that are vendors to come in and discuss their programs. They also have been discussing the sanctioning of clients. He stated he was happy about the discussion on the ABAWD situation. The Committee meeting will be on April 12th. Youth Investment Council Apryl Caldwell stated that she has been working with Mitch on the work readiness credential. They have been working on a Carols Closet or Dress for Success but they havent come up with a name yet. They are trying to create it in a way that it becomes a business opportunity for the youth. They are looking into a mentorship program to help the youth get the work experience in order to make them work ready. One-Stop Committee Howard Weiss stated that the committee meets every month and produces a report that shows what the various partner agencies have been doing.
