Public Communication - (No Speakers) Board of Supervisors' Agenda Items 1.SUBJECT: DEMANDING STRUCTURAL REFORM OF CALIFORNIAS BUDGET (DISTRICTS: ALL)  OVERVIEW: On May 19, 2009, the voters of California sent a strong message to the Governor and State Legislators demanding that they fix the States financial crisis but not on the backs of taxpayers or local governments. However, the Governors proposed budget is asking legislators to suspend Proposition 1A which would borrow $2 billion from local governments. The result is a $70 million hit to the County of San Diego. At the same time the Administration proposes to borrow money from local governments, the State is cutting funding for core service programs that counties provide to residents on the States behalf. In addition, the Governor proposes to release tens of thousands of criminals from state prisons, cut the budgets of CalFire and the California Emergency Management Agency and sell off State properties, just to name a few. Current State budget deliberations also include discussions about the suspension of transportation funding such as Proposition 42 and Highway User Tax Act subventions. This Budget proposal is filled with deceptive proposals and imprudent borrowing that continues the cycle of wild and reckless spending. It is time for the Governor and State Legislators to aggressively engage in a complete overhaul of the State budget and fix the States structural budget deficit. This means aligning expenditures with revenues, reordering priorities and cutting spending. Future cuts should begin with the huge bloated State bureaucracy and preserve public safety services as the number one priority. The County understands the seriousness of the States financial crisis, however stealing money from counties, cities, and other local agencies will not solve the deepening budget deficit. Todays action will send a strong message from this Board of Supervisors to the Governor and our local State delegation that we strongly oppose their taking more money from taxpayers and local governments and call on them for a comprehensive overhaul of the State budget. FISCAL IMPACT: There is no fiscal impact associated with this recommendation. RECOMMENDATION: CHAIRWOMAN JACOB Adopt the attached resolution urging the Governor and the California Legislature to reject proposals that would shift billions of dollars of local revenues from counties to the State and call for a comprehensive overhaul of the State budget aligning State expenditures with revenues and structurally balancing the budget. Direct the Chief Administrative Officer to draft a letter to the local State delegation to be signed by all members of the Board of Supervisors requesting their specific plans for addressing the States structural budget deficit and their position on the Governors proposed borrowing of local government revenues.
