Scully is currently a Strategic Planning Analyst for the Federal Emergency Management Agency (FEMA) and serves as lead for the Agencys Strategic Foresight Initiative. The purpose of the initiative is to better understand how the world will change over the next 15 to 20 years and how those changes will impact emergency management. Mr. Scully has been with FEMA for more than 7 years, beginning his Federal career as an Intergovernmental Affairs specialist just prior to the formation of the Department of Homeland Security. Most recently, he coordinated the Quadrennial Homeland Security Review (QHSR), Resilience to Disasters Study Group on behalf of FEMA. Prior to his work on the QHSR, Mr. Scully led FEMAs transition to the new Presidential administration, serving as a special assistant to the Acting Administrator Nancy Ward and to Administrator Craig Fugate. He also served as a special assistant to then Administrator R. David Paulison in the aftermath of Hurricane Katrina. In addition to these positions, Mr. Scully has served as special assistant to the U.S. Fire Administrator, North Atlantic Treaty Organization lead, and Deputy Director of FEMAs Transformation Management Division. Mr. Scully has experience in the private sector as well as State and local government. He came to FEMA from Merck-Medco, then a subsidiary of Merck, where he led the companys effort to establish a new corporate brand identity. He has also served as an executive assistant for Media and Public Affairs for Broome County Executive Jeff Kraham and as policy assistant to New York State Senator Tom Libous. Mr. Scully holds an M.S. in national security strategy from the National War College and a B.A. in political science from the State University of New York at Albany.
