Staff from the California Department of Education (CDE) and WestEd consulted with the Technical Design Group (TDG) to identify other potential methodologies that expand upon the existing graduation rate analyses and present a comparison of options to consider as the basis for setting standards in a manner that differentiates LEAs. This differentiation incorporates the two dimensions of performance (improvement and outcome), and applies the LEA performance standard to the school and student subgroup levels. Summary of Key Issues The March analysis provided a descriptive overview based on four distinct points in the distribution of LEA and school outcomes for all students (the 5th, 10th, 30th, and 60th percentiles) to illustrate the effect these selected points have on the number and types of schools and student subgroups that fall above and below each of these points. This analysis demonstrated the potential number and percentage of LEAs and subgroups that may be identified for technical assistance and intervention based on these thresholds ( HYPERLINK "http://www.cde.ca.gov/be/pn/im/documents/memo-sbe-feb16item04.doc" http://www.cde.ca.gov/be/pn/im/documents/memo-sbe-feb16item04.doc). In addition to the methodology used for the simulation presented in the March analysis, staff analyzed multiple alternate methodologies for combining the two dimensions of performance (improvement and outcome). Based on the series of analyses and the recommendations provided by the TDG, the various methodologies were found to be valid and reliable for use to differentiate LEAs, schools and student subgroups. But one of the methodologieswhich is described in more detail in Attachment 1more effectively controls for variation and is therefore likely to yield a more reliable measure of improvement. Additionally, that methodology is easier to explain than many of the alternative approaches and will support reporting the results in manner that is transparent and accessible. Accordingly, staff recommend proceeding with that methodology and have focused the analysis presented in this memo on potential options for defining the bands of performance using that methodology. Using the selected methodology, staff completed additional scenarios to illustrate different ways that the bands of performance could be set and the implications of those options. This memorandum focuses on two options for illustrative purposes. The first option sets the range of distribution at the 10th, 25th, 50th, and 75th percentile. This is in contrast to the second option that sets the distribution at the 5th, 25th, 75th, and 95th percentile. As explained in greater detail in Attachment 1, as part of the methodology, the graduation rate or amount of improvement associated for each point in the distribution under either option were smoothed (i.e., rounded to a whole number) and were also adjusted to a value that has particular meaning or application within the system, if such an opportunity presented itself (e.g., 67% graduation rate to align with ESSA). These percentile points were set using the LEA distribution, and then applying these percentile points to the school and student subgroup level. Applying the first option and focusing on the 10th percentile, for illustrative purposes, identifies 73 (6.2%) schools, 22 (5.1%) LEAs, and 55 (24.7%) students with disabilities as eligible for technical assistance and support. The change in differentiation among schools and LEAs occurs for the yellow, green and blue categories. For example, 327 (27.7%) schools and 110 (25.7%) LEAs are identified as blue in the first option (75th percentile). In contrast, 79 (6.7%) schools and 17 (4.0%) LEAs are identified as blue in the second option (95th percentile). In essence, there is little difference between the 5th and 10th percentile distribution points as a potential signal for the technical assistance and support standard. But there is more differentiation among the 50th, 75th, and 95th percentile points. Therefore, if the SBE plans to review the full range of performance, and in particular, the higher ranges of performance to support continuous improvement, there are implications of selecting one option over the other (75th percentile versus 95th percentile). The analysis in Attachment 1 also summarizes the results when the percentile points are applied to the student subgroup level. So if the lowest band of performance is used as the assistance and support standard, i.e., identifying LEAs for assistance and support, 22% of LEAs might be eligible for technical assistance if they also had the same student subgroup(s) were in the lowest band of performance. Pending further guidance from the SBE at the May 2016 Board meeting, staff anticipate running further simulations and analyses based on this methodology and presenting a recommendation at the July 2016 Board meeting about where in the distribution to set the bands of performance and how those bands would be used for determining eligibility for assistance, support and/or state-directed assistance/intervention and for recognizing excellence or significant improvement. Staff also anticipate presenting this information to the California Practitioners Advisory Group (CPAG) at its June 2016 meeting and incorporating feedback from that meeting into the final recommendation. Conclusion Based on the series of analyses and the recommendations provided by the TDG, staff have identified a proposed methodology that is valid and reliable for use to differentiate LEAs, schools and student subgroups. Staff will present additional information detailed in Attachment 1 to the SBE at the May 2016 SBE meeting. In doing so, the Alberta approach calculates performance based on two dimensionsoutcomes and improvement over timeand sets the percentile distribution based on a combination of both dimensions. Once a standard is set, it is held constant for seven to ten years. These percentile points were selected to illustrate the implications of setting a performance standard (combining outcome and improvement) based on all students and then applying that standard individually to student subgroups within an LEA or at the school level. Using the composite score, 113 LEAs (24.7%) with one or more student subgroups fell below the 5th percentile compared to 26 LEAs with three or more student subgroups fell below the 5th percentile (5.7%). The SBE requested additional analyses be completed using different distribution points and to also model these options at the school level. The current example is based on a methodology selected after analyzing multiple methodologies and based on feedback from the Technical Design Group (TDG). The methodology, and how it differs from other methodologies considered, is described in greater detail below. The current example expands upon the March analysis by applying the 10th, 25th, 50th, and 75th percentiles, in addition to the 5th, 25th, 75th, and 95th percentiles in the overall distribution for LEAs. These same percentile points are also applied to the school and student subgroup levels. The selection of the two additional options are for illustrative purposes, as variations on the analysis completed in March (5th, 10th, 30th, and 60th percentiles) and the percentiles used in the Alberta model (5th, 25th, 75th, and 95th). The results from the current analysis are in a lookup table, similar to the table used by Alberta, to review improvement and outcome on separate dimensions rather than a standardized composite score. Below is a summary of the analyses along with the discussion and recommendations from the staff from CDE and WestEd, and the TDG. The lookup tables are presented in Figures 1 5. Level of Analysis. Analyses were completed for both the school and the LEA as the unit of analysis. The distribution was established with LEA as the unit of analysis, so the percentiles within the distribution of graduation rates were similar throughout. Options for Measuring Improvement Categories. Comparing the most recent 4-year cohort graduation rate against the prior years rate or the rate from two years ago was considered. However, due to the fluctuation in single-year results, staff and the TDG concluded that comparing the current graduation rate to a three-year average of the graduation rate would produce more valid and reliable results. A concern arose about the measurement of improvement and fairness to schools with high graduation rates. After considering multiple ways to define improvement, staff and the TDG recommend to report actual change (improve or decline)the difference between the current rate and the three-year averagewith the proviso that any school with a current graduation rate of at least 95 percent would be assigned to an improvement category no lower than Maintained (or the middle of five categories). The middle category of improvement would also include all LEAs, schools, or subgroups whose actual change was 1.9 percentage points. Analysis of the remaining distribution would determine the other categories of change. Determining Categories for Outcome. The proposed methodology determines categories from an initial distribution and mayhold them fixed for a number of years, as Alberta does under its approach. Two options were considered for setting the bands of performance: breaks at the 10th, 25th, 50th, and 75th percentiles; and breaks at the 5th, 25th, 75th, and 95th percentiles. After categories were smoothed and adjusted (see below), the bottom two categories of status were identical under the two options. However, the highest two categories of status are substantially different: Option 1 placesjust overhalf of schools in the top two categories of status, while Option 2 places roughly 30% of schools in those categories. Smoothing and Adjusting Categories. Calculating a percentile answers the following question: looking at a set of data, what is the value such that a certain percentage of the dataare below that value? The most commonly used percentile is the 50th percentile, or median, the placein adistribution of which exactly half of all units fall on either side. The raw percentiles are unwieldy (especially as they are percentiles of graduation rates, which are themselves presented as percentages), and the lookup table will be easier to understand with rounded numbers to differentiate between categories. The term smoothing is used because other considerations than rounding were also applied. For example, the underlying graduation may be adjusted by a few points to account for clumping or grouping within the distribution. Finally, choosing the categories provides the opportunity for coherence, and greater alignment between LCFF and the federal Every Student Succeeds Act (ESSA), for example to correspond to the graduation rate specified in ESSA (67%) as prompting comprehensive support at the school level. Since the lowest category was near 67% at both the 5th and 10th percentiles, the initial distribution was adjusted to correspond to 67%.The results are in Figures 1 and 2 below. Implications for LEAs, Schools and Subgroups.In addition to the school level results shown in Figures 1 and 2, the LEA resultsunder Option 1 and 2are shown in Figures 3 and 4, respectively. Option 1 results in just over half of LEAs in the top two categories of status and about 30 percent in the middle category. Option 2 results in just over a quarter of LEAs in the top two categories of status andjust over half in the middle category. An example of the lookup table is provided in Figure 5 that delineates the distribution for students with disabilities (SWD). This example is based on data for the 223 LEAs that have a graduation cohort of at least 30 students with disabilities in each of the last three years. The same analysis was applied to the subgroup level. Consistent with the simulation presented in March, application of the performance levels calculated based on results from all students to individual student subgroups in LEAs and schools results in more LEAs that have at least one student subgroup in the red and orange performance bands than at the all student level. Standard Setting.InFigures 1-4, the lookup tables result in a performance level associated with a color: blue, green, yellow, orange, or red. Staff recommend that the tables be reviewed by the California Practitioners Advisory Group (CPAG), who would confirm or adjust the assignment of performance levels in its recommendation to the Board. Staff also recommend that the lookup table ultimately reflect more descriptive labels than the color designations that are shown at present. In this standard setting process, the CPAG would make the meaning of performance levelsmore explicit, including what a performance level means in terms of the support and continuous improvement process. Staff and TDG Recommendations. Staff presented to the TDG the March analysis of a composite score (e.g., calculating a standardized improvement and outcome score and combining them to yield a single value for performance) along with the Alberta-like lookup approach of a color-coded table that presents improvement and outcome separately. While both approaches were determined as technically sound, the lookup table was judged to be a much more intuitive and flexible way to communicate improvement and outcome results. Staff also reviewed several approaches to calculating improvement. As noted above, the TDG and staff ultimately concluded that the most reliable approach was to calculate change relative to the three-year average and to create distributions above and below a range that reflects maintaining (i.e., no or minimal change). The TDG also recommended changing the descriptors improvement and outcome to change and status and revising the terms that are used to designate the range performance. Finally, staff and the TDG recommend a continued conversation on the implications of standard setting on identifying LEAs in need of technical assistance with the CPAG. Figure 1.
