India still contributes to ~25% of global TB population, 25% of global neonatal deaths, 20% of global maternal deaths, 15% of global NCD deaths and 6 % of people living with HIV globally. Increasing Non-Communicable Disease burden is estimated to cost close to $5 trillion due to loss of productivity. Over 39 million Indians are pushed to poverty annually due to healthcare expenditure. Research shows that provision of Comprehensive Primary Health Care (CPHC) reduces morbidity and mortality at much lower costs and significantly reduces the need for secondary and tertiary care. ($1 invested in Primary Health Care saves $13 in overall Health expenditure). The Primary Health Care (PHC) has an important role in the primary and secondary prevention of several disease conditions, including non-communicable diseases. Government Initiative for CPHC: Under the Government of India (GoI)s Ayushman Bharat initiative, 150,000 Health and Wellness Centres (AB-HWC) are being created by upgrading existing Sub Health Centres (SHCs) and Primary Health Centres (PHCs) to provide comprehensive primary health care (CPHC) services. This transformation is expected to enable these HWCs to serve as the first port of call for a range of primary health care services spanning preventive, promotive, curative, rehabilitative and palliative care. Potential for private sector in CPHC: Over a period of time, policy makers have realized that the public sector alone cannot address the challenges to strengthen the primary health care and universal health coverage in India. While for the Government, there is opportunity to address the challenges in primary health care through collaborations and partnerships with private sector, there are opportunities for private sector to invest in primary health care, to address the gaps and to enhance their reach in the market. There are examples of private sector investments which are addressing the challenges encountered in the primary health care. The investment through private sector is in different forms ranging from, investment in social good through corporate social responsibility (CSR), strategic investment in public sector health programs, providing services to the public health sector at cost etc. During recent COVID-19 pandemic situation, it is becoming evident that the public and private health care systems must be coordinated to fight healthcare challenges in India. The Government has shown openness than ever before inviting private sector entities to invest funds into the primary health care structure under Ayushman Bharat program. Further there are CSR policy frameworks supporting the engagement and contribution of corporate sector in social goods as part of corporate social responsibility (CSR) work. II] NISHTHA Project: Jhpiego is an international non-profit organization ( HYPERLINK "http://www.jhpiego.org" www.jhpiego.org). Jhpiego works in India across various health areas such as maternal child health, family planning, comprehensive primary health care (CPHC) in collaboration with Government of India (GOI). NISHTHA is flagship health systems strengthening project supported by USAID and being implemented by Jhpiego. NISHTHA aims to transform, redesign and re-engineer primary healthcare in India to meet the goals of provisioning equitable, comprehensive and client-centred primary health care that contributes to improved health outcomes for Indias marginalized and vulnerable populations, especially women and girls. NISHTHA is working closely with National and State Governments to strengthen the Ayushman Bharat-Health and Wellness Centres (AB-HWC) platform to achieve the goal of strengthening comprehensive primary healthcare. The project is providing technical support to MoHFW at national level and state governments across 12 states, Madhya Pradesh, Chhattisgarh, Odisha, Jharkhand, Assam Meghalaya, Manipur, Sikkim, Tripura, Nagaland, Mizoram and Arunachal Pradesh. One of the objectives of NISHTHA Project is to facilitate strategic partnerships with private sector and unlock/mobilize resources from the private sector for strengthening comprehensive primary health care. III] Geographical Areas: NISHTHA supported states viz Madhya Pradesh, Chhattisgarh, Odisha, Jharkhand, Assam, Meghalaya, Manipur, Sikkim, Tripura, Nagaland, Mizoram and Arunachal Pradesh. IV] About the Request for Proposal (RFP): Jhpiego-NISHTHA intends to engage local, for profit/ non-profit organizations, start-ups, management consulting firms, industry associations or CSR aggregator firms, registered in India to establish an aggregator platform. The platform is envisaged to aggregate demand and needs in strengthening CPHC and leverage, mobilize partnerships and resources by engaging various players in the private sector for CPHC. The purpose of this Request for Proposal (RFP) is to invite agencies fitting in above categories with a proven track record of raising resources, engaging public private partnerships, mobilizing private sector for investment in public health programs etc. This document provides information to enable the agencies to understand the requirements for submitting their "proposals". The selected agency would be responsible for working closely with NISHTHA project in delivering the mandates under the scope of work. V] Scope of Work: The scope of work for the agency would be in following three broad domains. a] As aggregator for aggregating needs in CPHC and mobilizing resources/partnerships from private sector to address the needs Aggregator: In collaboration with NISHTHA team assess the challenges/needs in strengthening CPHC in NISHTHA intervention states Develop the menu of investment options for private sector in the CPHC in collaboration with NISHTHA team. Overall strategy development for engagement of diverse private sector such as PSUs, corporate sector, private health sector etc for CPHC Developing go to market plans for reaching out and engaging private sector (corporates, corporate foundations, philanthropic organizations, public sector units) for mobilizing resources/partnerships for CPHC. Act as aggregator for demands and needs from the states and scout for resources, solutions from the private sector (corporates, corporate foundations, philanthropic organizations, public sector units) for the demands and needs identified Outreach: Develop communication, marketing material, for the private sector engagement in CPHC in collaboration with NISHTHA team Reach out to different segments for mobilizing resources from private sectors for CPHC Mobilize resources from the corporates, foundations, PSUs, philanthropic organizations under CSR as per the agreed milestones and targets Fund management: Act as secretariat/ fund manager for managing funds mobilized by engaging the private sector (corporates, foundations etc, under CSR). Facilitate the end to end partnerships and provide support in management of partnerships. Establish monitoring mechanisms for providing the feedback to the private sector (corporates, foundations, PSUs etc) on an ongoing basis Document the project reports, success stories, for corporates, foundations etc in various formats as per the specific needs b] Transactional support to State Governments as per the need for strengthening private sector engagement in CPHC in collaboration with NISHTHA project. Provide state specific strategic TA for private sector engagement in CPHC as per state requirements in NISHTHA states in collaboration with NISHTHA and State Government Support state Government in collaboration with NISHTHA to develop state specific policy frameworks for private sector engagement in CPHC, instruments for private sector engagement through approaches such as strategic purchasing and public private partnerships (PPP), contracting and monitoring of contracts and establishing mechanisms for effective coordination with private sector. c] Secretarial support for Grand Challenges for CPHC: NISHTHA will design and host the Grand Challenges to attract the innovations to address some of the challenges in CPHC. Identified innovations and solutions will be supported for proof of concept testing. the ideas incubated as green house will be developed in collaboration with Government and will be scaled up with support from Government basis the lessons learnt. On behalf of NISHTHA, the selected agency would play following roles in Grand Challenges. The grand challenges would be of the value of around INR 15,00,000 INR 25,00,000/-. Provide support for hosting the grand challenges Act as secretariat for the Grand Challenges, for selecting the winners, awarding, management of awards in collaboration with NISHTHA project Provide support for monitoring of grand challenges implementation in collaboration with NISHTHA project Documentation and dissemination of lessons learnt from Grand challenges VI] Support under NISHTHA: NISHTHA project will select the partner agency. The support will be for establishing the secretariat and project management for private sector engagement as per the SOW. The support would include for the human resources, outreach to private sector, documentation, developing materials and monitoring. VII] Deliverables/Milestones: Clearly measurable deliverables would be developed and linked with payments milestones for the subaward. Overall deliverables for two years period would be as follows. $ 3 million USD leveraged from the private sector in cash and kind 8 partnerships developed and rolled out through private sector engagement in CPHC in NISHTHA implemented states 1 grand challenge implemented 2 Innovative projects/solutions developed and rolled out through Grand challenges in the NISHTHA project geographies Technical Assistance provided at least to four State Governments for private sector engagement in CPHC These deliverables would be divided on yearly basis and would be assessed at periodic intervals. Proposal Preparation Costs: The agency shall submit proposal at its own cost and Jhpiego shall not be held responsible for any cost incurred by the agency. NISHTHA Project:
NISHTHA is USAID/Jhpiego India’s flagship health systems strengthening project being implemented by Jhpiego that aims to transform, redesign and re-engineer primary healthcare in India to meet the goals of provisioning equitable, comprehensive and client-centred care that contributes to improved health outcomes for India’s marginalized and vulnerable populations, especially women and girls. The resulting primary healthcare system will be well resourced, resilient, robust, responsive and client-centred, especially for the marginalized, vulnerable communities, women, and girls from these communities. The project is providing technical support to MoHFW at national level and state governments across 12 states, Madhya Pradesh, Chhattisgarh, Odisha, Assam, Jharkhand and seven north eastern states (Meghalaya, Manipur, Sikkim, Tripura, Nagaland, Mizoram and Arunachal). Apart from strengthening the primary healthcare service delivery system, as part of COVID-19 emergency response funding (ERF) NISHTHA is also supporting Government of India (GOI) and state governments for putting a comprehensive response to COVID -19 at primary care and community level. The COVID-19 Emergency Response Funding (ERF) will be used to strengthen existing health systems to respond to the COVID-19 emergency in India.
 
Introduction: Hiring an Agency for Mobilizing and Managing Private Sector Engagement for Comprehensive Primary Health Care (CPHC)
Submission Procedures:
The Applications should be as per the following before closing date:
  • Proposal must be submitted through mail on above mentioned with Annexure I duly filled, signed and stamped by the authorised representative.
  • Jhpiego reserves the right to waive irregularities and to reject any or all bids. 
  • Jhpiego also reserves the right to negotiate with the selected bidder in the event that the price exceeds available funds.
  • Jhpiego may consider informal any Proposal not prepared and/or not submitted in accordance with the provisions hereof and may waive any informalities or reject any and all Proposals.  Any Proposal may be withdrawn prior to the above scheduled time for the opening of Proposals or authorized postponement thereof.
  • Responses to this Request for Proposals are required to be submitted On or before 17:00 hrs on November 15, 2020
  • Delay submitted proposal shall be rejected only Procurement committee will have to right to consider in specific situation.
  • Incomplete application forms are liable to be rejected. No further correspondence will be entertained from rejected applicants.
Opening, Evaluation and Agreement:
 
Quotation may be opened by Jhpiego at any time after the submission deadline.  All quotations satisfying the requirements of this RFP will be evaluated to establish which of the applicant(s) best fulfils the needs of Jhpiego.
  • Jhpiego anticipates entering into an agreement with this/these applicant(s) to execute the proposed work.
  • This RFP does not commit Jhpiego to award a grant or to pay any costs incurred in the preparation of a Proposal for the goods and/or services offered. 
  • Jhpiego reserves the right to accept or reject any or all Proposals received as a result of this request, to negotiate with all qualified applicant(s) or to cancel this RFP, if it is in the best interests of Jhpiego to do so. The decision of Jhpiego shall be final.
  • Only shortlisted vendor/s shall be contacted.
  • Selection will be based on evaluation criteria.
Proposal Contents: Please check SOW attached/linked with this RFP for detailed instructions on the requirements of technical and financial proposal.
Proposals should include vendor’s description of the work that would be performed along with following information:
  • Contact information: i) name of the vendor; ii) postal address; iii) telephone/Fax; iv) email address
  • Copy of registration certificate, GST, PAN Card, etc.
  • The contact information of a representative of your firm with whom Jhpiego can contact on a daily basis
  • ITR or Audited financial report for last two financial years.
  • Brief note on relevant past experience of your firm along with clientele
