The Secure En route Communications Package-Improved (SECOMP-I) will be procured and fielded using a block approach. Block I will provide the basic Very High Frequency/Ultra High Frequency voice and data capabilities using current Department of Defense (DOD) radios provided by the using units. In Block I, the Command configuration uses three VHF/UHF radio terminals and will provide up to three voice or data networks simultaneously. A Standard configuration of the system has two VHF/UHF radio terminals and will provide the same capabilities as the Command configuration but on only two VHF or UHF channels. Both configurations are equipped with two notebook computers pre-loaded with relevant mission related information, maps and data. Block I capabilities are maintained within a single transit case or rack that will be employed in the ground mode. (1) Provide two notebook computers to send and receive joint standard National Imagery and Mapping Agency digital topographic maps, controlled image based products, photographs, intelligence and other mission related information (threshold). Block II will provide 5 Warfighter positions capable of performing collaborative En route Mission planning, and rehearsal (EMPR), while en route to an area of operation. (2) Provide five Warfighter stations and one system administrator position, remote control/intercom system with noise canceling earphones and voice activated, noise suppressing, microphone worn by the user as one unit to interconnect the commander, staff and system operator. Each station will be capable of intercommunications, remote selection and operation (communicate voice or data) of the radios (threshold). Provide the same service with a wireless remote control system (objective). (3) Provide a small, lightweight plain paper color printer capable of loading and printing military colored maps and digital pictures. Printer resolution must be such that it produces legible 1:50,000 color military maps and map overlays with military map symbols (threshold). (4) Initially provide a multiband antenna system with receiver preamplifiers that support up to three UHF Demand Assigned Multiple Access (DAMA) voice/data Single Channel Tactical Satellite (SCATSAT) terminals and/or VHF voice on non-frequency hopping channels simultaneously (threshold), or any combination of these while operating on C-130 and C-17 USAF aircraft with frequency hopping VHF voice as an objective. Provide wideband multi-channel satellite antennas capable of accessing X, Ku and Ka band military and commercial satellite networks (objective). 1 b. Block II will build on block I and provide full EMPR capabilities similar to the ground Tactical Operations Center (TOC) systems using advanced wideband commercial or DOD provided radios, satellites and approved army and Joint Command and Control systems. The Army is pursuing with the USAF Special Projects Office the possibility of adding additional antennas for Block II. These antenna modifications will support both Joint and Army en route communications. Block II incorporates a Flying Local Area Network (FLAN), wideband high speed satellite communications and an approved automated Command and Control (C2) system to attain full EMPR functionality in three packages tailored to support different levels of command: a fully capable EMPR C2 node normally manned by Corps and Division staff; a less capable Brigade/Battalion package; and Company package. c. First Unit Equipped Date (FUED) : TBD 2. target audience. a. The proposed target audience for the SECOMP-I will be from the existing Army military force; enlisted personnel, signal officers, and warrant officers who will install, operate and maintain the SECOMP-I. Changes to the target audience, if required, will be identified as data and information matures. Initial training will be conducted in the units when they are fielded the SECOMP-I. b. The following Military Occupational Skills (MOS) may be impacted by the fielding of the SECOMP-I: (1) MOS 31U Signal Support Systems Specialist. (2) MOS 25A Signal Operations officer (3) MOS 18E20 Special Forces Communications Noncommissioned Officer (NCO). (4) MOS 35E Radio/Communications Security Repairer MOS 35J Computer/Automation Systems Repairer 3. assumptions. a. Fielding of the SECOMP-I will not cause an increase of manpower. b. The SECOMP-I devices will not require any new MOS or Additional Skill Identifiers (ASI). c. Training equipment and technical publications will be provided in the required quantities and within the specified time frame. d. Resources will be made available to the Signal Center for the development of Soldier Training Publications (STP) and Army Training and Evaluation Program (ARTEP). e. Personnel for installing, operating, and maintaining the SECOMP-I will come from current U.S. Army force structure. 2 f. Training development resources, manpower, and equipment will be available to support SECOMP-I training and development over the life cycle of the SECOMP-I. g. The material developer will provide required training equipment and Instructor and Key Personnel (I&KP) training prior to start date. h. The proponent school will provide Tactics, Techniques, Procedures (TTPs) for units being fielded SECOMP-I. The TTP will address changes in the units doctrine and tactics because of the fielding of SECOMP-I. 4. training constraints. a. Currently Training and Doctrine Command (TRADOC) restricts increases in resident training hours and funding of functional courses is limited. Constraints are applicable to both active and reserve components and units. b. All currently envisioned training is contingent upon the availability of the resources outlined in the System Training Plan (STRAP) and its appendices. c. Personnel resources required for SECOMP-I training must come from Department of the Army (DA) resources. The training, equipment, components and SECOMP-I must be provided in sufficient quantities and within the appropriate time frames to support operational testing. The material developer will provide required resources and facilities defined in the STRAP. d. Manpower and Personnel Integration (MANPRINT) considerations and constraints will influence total system performance, as it reflects impact of the user on system effectiveness. A System MANPRINT Management Plan and a MANPRINT assessment will be conducted. 5. training concept (ac/rc). The focus of the training concept for SECOMP-I is to identify the individual and collective task, and the training required, to support mission execution at each echelon by duty position (operator, maintainer, staff, and commander). The SECOMP-I shall be designed so that formal operator training shall be minimized. The design shall limit the sophistication of the skills required to operate and maintain the equipment to those already possessed by designated personnel. Training and Doctrine Command (TRADOC), United States Army, will develop and apply the standards to all phases of training for SECOMP-I. The STRAP for the SECOMP-I will establish the concepts and methods that the material provider will use to train users in field units, and at the institution, The SECOMP-I product, and the established concept and method of training, will be compatible with the Automated Systems Approach to Training (ASAT). Task analysis and individual and collective task development will be performed using the ASAT database software that will be provided as Government Furnished Equipment. 6. training strategy. The USASC&G will enforce TRADOC policies and mandates in five categories that define the training strategy for the SECOMP-I. The categories of training will be active and reserves component training, new equipment training, instructor and key personnel training, institution training, and training on devices and aids and simulations. The USASC&FG will verify the training materials and products that will be used to support all categories of SECOMP-I training. 3 a. Active Component/Reserve Component. The required training projected for the SECOMP-I at each echelon will be targeted for System Users (SU), System Administrators (SA) and network managers. The PM will design the SECOMP-I so that the cost to train, and the amount of time to train, will be kept to a minimal. The training developer will produce a STRAP that puts emphasis on Distance Learning (DL) Technology, Placing emphasis on DL will reduce travel needs for trainers; and emphasis on DL will reduce cost for people who require training. The PM will support the SECOMP-I with Training Aids, Devices, and Simulators and Simulation (TADSS) products. Tactics, Techniques, and Procedures (TTP). The proponent for the SECOMP-I Will develop the TTP for units that are being fielded SECOMP-I systems. (2) Unit Sustainment Training. All NET training products will be easily adapted for unit sustainment training. These products will support rapid train-up of replacement personnel in support of contingency operations. An Electronic Reference Package (ERP) will be developed. This ERP will be developed for the Signal officer, operator and unit level maintainer of SECOMP-I and revised as necessary as new technology is inserted or changes to the system are made. SECOMP-I training products will be prepared IAW the Training Requirements Analysis System (TRAS) process, the TRADOC Systems Approach to Training (SAT), TRADOC Reg. 350-70, and AR 350-35. Task Selection Matrices (TSM) for the SECOMP-I will be provided, IAW TRADOC Pam 351-13, and will meet the appropriate Training Directorate (TD) critical task selection board requirements. All task development products will be delivered using the Automated Systems Approach to Training (ASAT) database software, provided as government furnished equipment. All training development products shall be entered into TRADOCs Database. (3) Combat Training Center (CTC) Instrumentation Systems. Requirements for the SECOMP-I to interface with CTC instrumentation systems exists. Live Force on Force training at home station, local training areas, maneuver CTC, and deployed training sites will be required to validate the ability of units to employ SECOMP-I within the force, and mission rehearsal needs. b. Net Equipment Training (NET). Initial NET for the units being fielded SECOMP-I will use the same training programs developed for IKP training. The Computer Based Training (CBT) programs will be made available to the units concurrently with the SECOMP-I fielding. The Material Developer/Training Developer will perform verification/validation of NET materials. c. Institutional Training. There will be no institutional training at the Signal Center for Block I but may be required for Block II. Initial Individual system training will be conducted through NET during the system deployment. It is essential that all training products be developed by the materiel developer consistent with the delivery schedule of SECOMP-I. A qualified new equipment training team (NETT), and initial key personnel (IKP) training, to include maintenance/repair will be required. (1) Training Materials. The materials and computer programs will be designed so that the training can be accessible by computer diskette, CD-ROM (threshold), and the World Wide Web (objective). 4 (2) Material Maintenance. The material developer will maintain and update the training materials at the institution throughout the system life cycle of the system. (3) Combined Arms Training Strategy (CATS). The CATS will be the reference source for developing, assisting, and sustaining short and long-range individual and collective SECOMP-I training. The individual soldiers with the job title of SU, SA, and maintainer will require SECOMP-I Training. The collective training requirements are for staff, crew, team, and unit. TRADOC will advise trainers on correct usage of doctrine and tactics. d. Instructor and Key Personnel Training (I&KPT). The material developer will provide a series of system training products, conduct Instructor and I&KPT and support NET during developmental testing, The Materiel Developer will require the contractor to develop and support SECOMP-I training which will utilize existing training materials to the maximum extent possible. The material developer along with the TRADOC training proponent will verify and validate the training materials before Army instructors and training developers attend the IKPT event. The material developer will be responsible for the validation, and the TRADOC training proponent will be responsible for the verification. Task analysis and individual and collective task development will be performed using the Automated Systems Approach to Training (ASAT) database software, provided as Government Furnished. The material developer will maintain and update the training materials throughout the systems life cycle. The training products will prepared in accordance with the Requirements Analysis System process, and TRADOC Regulation 350-70, Systems Approach to Training (SAT) Management Processes, and Products. e. Training Aids Devices Simulators and Simulations. TRADOC will require the material developer to augment the SECOMP-I with TADSS products will be compatible with and augment, distance learning technology. The PM will support the life-cycle maintenance for TADSS. The TADSS life-cycle maintenance will include the upgrade and replacement of software and hardware modules, to include COTS and GOTS that the PM provides. The Signal Center will require that the TADSS products be fully operational prior to fielding the unit/organization and institution. 7. Training products. a. Interactive Multimedia Instruction (IMI) Performance Support System (PSS) will be developed and integrated into the SECOMP-I system software. The use of CBTs will be employed in the training process for non-resident courses, as well as the use Interactive Electronic Technical Manuals (IETM) and exportable training support material. All training and support requirements will be in accordance with TRADOC 350-70. b. Training devices, network simulators, CBTs and training aids to include CD-ROMs will be upgraded to accommodate the SECOMP-I. 5 c. The PM will support the TADSS life-cycle maintenance. The life-cycle maintenance support includes but not limited to upgrade, revision, and repair of software and COTS and GOTS platforms peculiar to the SECOMP-I. The life-cycle maintenance support is not an operational requirement prior to the fielding of SECOMP-I. The life-cycle maintenance will include and training requirements or training upgrades or revisions as a result of upgrading, revising, or repairing SECOPM-I software. 8. training support. a. Distance Learning. The training system analysts envision that interactive courseware instructions, CBT, and IETM training, or a combination of these products, will be delivered to augment the distance learning. b.
