MORNINGSIDE DRIVE RANGES CLOSED FOR MAINTENANCE The Morningside Drive rifle and pistol ranges will be closed on Saturday, April 23, 2005, from 1200 to lights out (thats noon to dusk for you civilians) for maintenance. The usual maintenance items need to be addressed, including target frame maintenance, trash clean up, new range perimeter signs, and brush removal. We also need to plant some grass along the periphery of the road repair from last fall, and spread a few additional loads of crusher run. If you can spare a few hours, please come and support your club. Your help is appreciated. We have tremendous facilities built and maintained with 60 years of volunteer help. Keep the tradition alive! Grilled hot dogs and drinks will be provided. STILL WHEELIN AND DEALIN on the land purchase adjacent to the Morning side Drive ranges. The sellor has not yet resolved the lien against his property. We continue to file extensions to our purchase contract. We will keep you posted as progress develops. Late breaking news. The sellor has pulled the property from the market and the deal is dead. More later SNAKE DIES AFTER BITING FHRPCS MEMBER It was a sunny day last September when Royce Duckworth and his buddy were at the Warrior Mountain range checking their rifle sights in preparation for a hunt out west. They had things squared away at 100, 200, and 300 yards when they decided to check their 600-yard zeros by lobbing a few shots at the gong. So back to the 600-yard line they went. Duckworth dropped into the prone position and warped a shot into the gong. At that instant, he felt a sharp sting on his right thigh. His immediate thought was that he had been bitten by a yellow jacket. He rolled to his left side and his buddy noticed a small copperhead in the grass where Duckworth had been laying. The serpent was dispatched in short order. The pair of shooters grabbed their gear and hightailed it to Memorial Hospital. Duckworth estimates that it took them about 15 to 20 minutes to get to the hospital. The emergency room doctor looked at the snake and confirmed their suspicion a copperhead. Duckworth had the anti-venom within five minutes of his arrival at the hospital. The doctor drew a six-inch diameter circle around the bite, which by this time had become red and hot to the touch. They then waited to watch the progress of the anti-venom. After six hours, the involved area started to recede and Duckworth was released from the hospital. The Warrior Mountain range is a relatively remote location. A bigger snake or a different bite location may have made things much worse. For sure, Duckworth is glad his buddy was with him that day. On numerous occasions, we have seen folks step off the beaten path at the Warrior Mountain range, sometimes for a nature break, sometimes to fetch a stick for the dog to chase, sometimeS to pick up that neat looking rock loaded with fossils. If you do step off the beaten path or the mowed deck of the range, please be careful of where you put your feet. And make lots of noise. We do a great job of keeping things mowed on the deck of the range. But, over the course of the summer, the fringes do get a little overgrown. Duckworths encounter was on the mowed firing line. It looked like a well-manicured front lawn. The snakes are there. Talk to some folks who live in the Oldtown-Warrior Mountain area and you will find encounters with snakes to be commonplace. Spring is upon us. The snakes will be moving about. Be careful of where you put your feet. LOCAL LEGISLATORS SPONSOR PRO-GUN LEGISLATION Our local legislators have sponsored legislation in the current meeting of the Maryland General Assembly to protect western Maryland gun clubs from nuisance lawsuits related to noise from sport shooting. Senator John Hafer has sponsored senate bill 685. Delegates Kevin Kelly, George Edwards, and LeRoy Myers have sponsored House bill 756. We asked for the status of this legislation on March 16. Senator Hafers office responded with some information. House bill 756 has had a hearing in the House of Delegates but has not yet been voted on in committee. Senate bill 685 is scheduled for a hearing on March 23 in the Senate Education, Health, and Environmental Affairs committee. This legislation will prohibit political subdivisions in Allegany, Garrett, and Washington counties from adopting noise control ordinances, rules, or regulations that prohibit target shooting between the hours of 9 AM and 10 PM by shooting sports clubs that are chartered and in operation by January 1, 2001, and are in compliance with existing regulations as of January 1, 2005. This legislation is critical to our long-term survival as a sport-shooting club with outdoor facilities. Our legislators are trying to help. Twenty-four members attended the meeting. Old business was discussed first. The Treasurer reported income and expenses, with an ending balance in the club treasury of $35,881. The major expenditure for 2004, approximately $10,000, was for road improvements at the Morningside Drive ranges. A significant investment was also made in the Warrior Mountain range, with approximately $6000 spent for concrete pads at the firing lines. The status of our attempt to acquire the eight-acre parcel of land adjacent to the Morningside Drive ranges was discussed in some detail. New business began with election of officers. The FHRPC officers are listed in another section of this newsletter along with their phone numbers. The motions made during this meeting best describe other new business. A motion was made to accept the 2004 annual meeting minutes as reported. The motion was seconded and unanimously approved. A motion was made to accept the 2005 Treasurers report. The motion was seconded and unanimously approved. A motion was made to conduct 600-yard matches on the first Saturday each month, from April to October, in 2005. The motion was seconded and unanimously approved. A motion was made to conduct a 20-gun raffle in 2005. The motion was seconded and unanimously approved. A motion was made to conduct one additional 300-yard match prior to raffle day in 2005, with the date and organization of the match to be defined by the Executive Committee. The motion was seconded and unanimously approved. A motion was made to buy additional gravel for the Morningside Drive road and distribute behind the pistol range and to the right of the rifle range, with the objective of providing more parking. The motion was seconded and unanimously approved. A motion was made to increase the membership limit by 50 members (from the current 300 to 350). The motion was seconded and approved. A motion was made to increase the annual dues by $15 in $5 increments over the next three years. The motion was seconded and not approved. A motion was made to buy twenty, 800-minute phone cards from Sams Club for $27 each, and donate to the veterans at Walter Reed hospital. The motion was seconded and unanimously approved. We are an NRA approved league and CMP (Civilian Marksmanship Program) sponsored program. We only require that you be a SAFE shooter and comply with all directions of the range officials. NRA highpower rifle rules apply to all NRA style matches (21) and the NRA rules as modified by the CMP apply to the CMP style matches (5). Scores are eligible for recognition by the NRA and CMP for Highpower classification and EIC awards. Starting time for most matches is 0800. 600-yard matches start at 1000. Be at the range 30 minutes minimum before the start time to allow for registration and squadding. JCG,SPR 300 aggregate score (30 total shots) CMP approved John C. Garand match and Springfield matches. 5 sighters allowed prior to starting the following record course. Course repeated for military semi-auto rifles (JCG) and bolt-action rifles (SPR). 10 shots fired prone at the 200 yd SR target in a 20 minute time limit 10 shots fired in a rapid fire string in the prone position at the 200 yd SR target in a 70 second time limit. 10 shots fired offhand at 200 yd SR target in 10 minute time limit. 600-YARD 600 aggregate score (60 total shots) fired at the 600 yd MR target. Match consists of three 20 shot strings fired in a 25 minute time limit each. 2 sighters will be allowed prior to firing each 20 shot record string. CMP EIC 500 aggregate score (50 total shots) CMP sanctioned Excellence-In-Competition (LEG) match. No sighters allowed in this National Match style match fired as follows. 10 shots fired offhand at 200 yd SR target in 10 minute time limit. 10 shots fired in a rapid fire string in the sitting or kneeling position at the 200 yd SR target in a 60 second time limit. 10 shots fired in a rapid fire string in the prone position at the 300 yd SR3 target in a 70 second time limit. 20 shots fired prone at the 600 yd MR target in a 20 minute time limit. Equipment Any rifle with any sight is allowed for any of the NRA style matches (REG-800, NMC-500, 600-YARD). F-class will be allowed in the 600-YARD matches. The CMP approved John C. Garand matches will be restricted to standard grade, classic 30 caliber service rifles as required by the CMP (M1, M1903 and variants, M1917 Enfield, M1941 Johnson, M1 carbine). The CMP approved Springfield matches will be restricted to any military grade bolt-action rifle. The CMP sanctioned EIC matches will be restricted to rifles compliant with the CMP regulations for service rifles. All rifles must have an Open-Bolt-Indicator (OBI) inserted into the rifles chamber at all times when uncased and not involved with firing preparation or actual firing exercises. Match Fees as follows. REG-800 and NMC-500 match fees are $5 for FHRPC members and $10 for non-members. JCG,SPR combined match fees are $10.
