All property owners are automatic and mandatory members of the Association and are entitled to all the benefits and responsibilities of membership. The Association is governed by Covenants filed with Oconee County, South Carolina, Bylaws, and policies adopted by the Board of Directors of the Chickasaw Point Property Owners Association (POA.) The Board consists of 7 officers elected by the members in a pattern of 2-2-3 over a 3-year cycle. President & Administrative Director: The members of the Board of Directors elect the president each year from among the elected officers. He/she is responsible for the overall operation of the Property Owners Association's business, typically taking a personal role in administrative functions. This includes: chairing monthly and special public meetings at which formal motions to approve POA actions are made and acted on in accordance with the Covenants, Bylaws, and Policies; appointing ad hoc and special committees to carry out projects and resolve problems; supervising directly or indirectly, the employees of the Association; and assuring that all necessary actions to maintain, improve, and secure the community are accomplished. Upon election to the Office, the President sets the assignment of the other Board Members to the key committees and functions of the Board based on their experience and interest. The President works closely with and through the Property Manager who is responsible for administrative and operation functions of the POA. The Property Manager provides support to all Board Members and members of the Chickasaw Utility Council and CPGA Management Team. Finance & Budget: This Board Member serves as the Association's Budget and Finance Officer and Treasurer. Duties include preparing for approval, then administering an annual budget to control the expenditures of the POA; overseeing the collection of accounts receivable (primarily dues and assessments); and managing the expenditure of the Association's funds. Functions include chairing the Budget Committee; guiding the Office Manager (an employee) in accounting and record keeping; and reviewing and approving expenditures (checks) as approved by the members within their budget allocations or by formal motion of the Board (for larger amounts.) The budget process begins in September. Estimates of expenditures are received from each Board Member after consultation with their committees as to needs. Decisions are made about increases in regular assessments based on the CPI and whether special assessments are necessary. A Preliminary Budget Presentation is made at the POA meeting in October. A December POA Budget Presentation meeting reviews the proposed budget for members, and a final presentation and approval of the next year's POA Budget is completed at the December POA meeting. Current year assessments are mailed April 1st and become delinquent on June 1st. The Treasurer and the Office Manager work closely throughout the remainder to the year to follow-up on the collection of delinquent assessments. At year's end, unpaid assessments are turned over to a collection agency or have liens filed with Oconee County. Income and expenses are reviewed monthly with a Mid-Year budget adjustment completed each July. The Chickasaw Utility Company budget and expenses are separate from the POA and are managed by the Chickasaw Utility Council (CUCo.) The POA Board of Directors approves the annual CUCo budget and reviews expenses on a regular basis. Architectural Control: An assigned POA Board Member serves as the Chairperson of the Architectural Control Committee. This Committee is charged by the Covenants to (1) administer and enforce the building related covenants and restrictions and (2) assure that the installation, construction or alteration of any structure on any lot is submitted to the committee for approval as to whether the proposal is in conformity and harmony of external design and general quality with the existing standards of the subdivision, and, as to the location of structures with respect to topography, finished ground elevation and surrounding structures. The Committee meets at the call of the Chairperson. The committee shall approve, deny, or approve subject to amendment, any submitted house plans or other improvement plans, any request for variance or waiver concerning set back or easements or building location or other such matter. Detailed requirements are set forth in the Covenants and in the ACC Policies and Procedures. Amenities: This committee is responsible for the maintenance and operation of all amenities owned by the Property Owners Association (POA) to insure that they are maintained in an attractive, safe and usable manner. Amenities under this committee's scope include all buildings, furnishings, pool and related equipment and structures, playground, campground, boat ramp, beach, picnic area and shelter, tennis courts, courtesy dock, covered and open dry docks and all common areas including landscaping and gardens.  IN addition, the committee's scope includes grass mowing and tree trimming on common areas and along road rights-of-way. Roads: The management of the existing road and drainage systems, and their associated facilities resides within the Roads Committee.  It is the purpose of said committee to maintain the roads such that vehicular and pedestrian traffic move safely within the community. The committee shall be responsible for planning, design, maintenance, inspection, securing contracts and budgeting for all aspects of the road facilities, including road drainage, ditches, catch basins, drop inlets and all culverts on road rights-of-ways and POA property.  Standards for and inspection of drainage structures on private property that are a continuation of, or do, or can influence drainage from roadways is the responsibility of this committee.
