Page 17  Welcome to the Rancho Park Senior Golf Club, The Rancho Park Senior Golf Club (RPSGC) is the FIRST senior golf club among all of the Los Angeles municipal golf courses. We are thankful for the vision of five of members, Paul Baker, Mike Cervenak, Derek DSa, Bob Lenzie, and Cliff Marcus. They had the vision and spent countless hours working with many government agencies to accomplish their goal. The Rancho Park Senior Golf Club is open to amateur senior men and women (50 and over) interested in playing the game of golf. We enjoy competitive tournaments, but also value the social aspects of golf. We have a diverse group of golfers, some with low indexes and others with higher indexes. TOURNAMENTS AND EVENTS GUIDELINES EVENTS: All Rancho Park Senior Golf Club events are open to all current members. Each event consists of a round of golf and a tournament. Most tournaments are optional in that members can play golf without entering the concurrent tournament. Some events encourage players also to sign up for the tournament. For example, the 1-2-3 tournament format requires four person teams. In cases like these, priority will be given to players who sign up for the tournament. Players who prefer not to be in the tournament will be accommodated if space is available after all tournament players are accommodated. In addition to the tournament, there are also side pots for gross and net skins, low gross and low net, and closest to the pin for greenies on par 3s. For home and away events, the closest to the pin fee is usually included in the round of golf fee. TOURNAMENT/EVENT POLICIES: Signing Up: There are two ways to sign up for RPSGC events. The RPSGC web page, allows members to sign up and pay via credit card (with a $ .50 processing fee) for the golf portion of an event if the tournament is optional and for the full amount if the tournament is a required part of the event. Alternately, members can sign up for tournaments by sending a check for the appropriate amount to the tournament chairman, who will be listed on the web page. Members not having access to the internet can call any of the Club Officers to find out where to send the check. Currently, all checks for home events are mailed to Bob Lenzie, Club President. For away events, the check should be sent to the Away Tournament Chairman, Larry Hunt. Their addresses are included on the RPSGC Officers and Chairmen page of this Handbook. Tee Times: Check the RPSGC web site for your assigned Tee Time, by clicking on the Tournaments link at the top of the page. If you do not have web access, call the Tournament Chairman to get your Tee Time. Arrival Time: Be sure to show up at least 20 minutes prior to your Tee Time to provide adequate time to check in and make any payments that are due for the tournament. Be ready to tee off when called to the tee. Often, start times are a few minutes earlier than posted. You are still responsible to be ready to play when called to the first tee. If you are late for your tee time, you will only be allowed to play if there is an opening later in the event. Bad Weather: If you think a tournament may be cancelled because of bad weather, call the starter at the golf course. The phone number for the starter at Rancho Park is (310) 838-7373. But, be aware that, if the golf course is open and allowing golf carts, we are obligated to play. And, if we pay for you, you are obligated to reimburse the RPSGC for what we pay. Cancel Policy: If you must cancel your Tee Time, call or e-mail the tournament chairman. If its the day of the tournament, call the starter. You will be liable for the green fees (plus cart fees for away events) if you withdraw too late for RPSGC to receive a refund for your tee time or to find a replacement for you. If you are a no-show for a tournament and you were planning on paying for your green fees when you checked in, you will not be able to sign up for another tournament until you have paid your green fee for the cancelled tournament. Its possible you may not be liable for green fees if the tournament chairman or starter is able to fill your position with a paying golfer. HANDICAPS: All RPSGC tournaments, and the optional events such as skins and low net/low gross, require that each player possess a valid handicap. RPSGC members automatically will have a handicap maintained by the Southern California Golf Association (SCGA) through the Golf Handicap and Information Network (GHIN) as part of their membership dues. Until the member has established a handicap, he/she must play scratch (i.e. 0 handicap) if he/she wishes to play in the optional side events. RSPGC guests who wish to play in the tournament part of an event must have a valid SCGA (GHIN) index. In general, players who are not members of the RPSGC must play at least one round as a guest before they are allowed to enter the optional side events. RANCHO PARK SENIOR GOLF CLUB - RULES OF GOLF In order to pursue the Rancho Park Senior Golf Club goals of providing its members with fair and competitive golf opportunities conducted within an enjoyable social environment, it is important that all players know and follow the rules of the game. The United States Golf Association, or USGA, has adopted the set of rules and conditions of competition under which we play. These rules are found in the USGA publication THE RULES OF GOLF. All players should have a copy of this publication and make an effort to know and understand the application of these rules. The USGA Rules of Golf publication also offers guidelines on the manner in which the game of golf should be conducted. Knowing and following the etiquette of the game and appropriate behavior on the course is the best way to insure that we and our fellow competitors experience an enjoyable golf outing. There were several major rule changes at the beginning of 2019 that the player needs to be aware of. They affect many of the rules as you used to know them as well as terminology. For instance, there are no more water hazards. All those areas that used to be so defined are now penalty areas. The player can find the full rules of golf along with recent changes on the United States Golf Association web page  HYPERLINK "http://www.usga.org" www.usga.org. There is also a downloadable summary on the RPSGC home page under 2019 Changes to Rules of Golf. THE IMPORTANCE TO HOLE OUT The rules of golf specify that a hole is not completed by a player until the ball comes to rest at the bottom of the cup. This means, in a stroke play competition, players must hole out on every hole in order to remain in the competition. The penalty in stroke play (rule 3-2) for failing to hole out, and not correcting the mistake before teeing off on the next hole, is disqualification from the tournament. In order to conduct tournaments fairly for all players, it is most important that we adhere to this rule. Most of our tournaments will be a type of stroke play game. In match play format tournaments, players are allowed to concede holes and pick up without holing out. Special instructions will be provided by the tournament committees for those competitions based on a match play format. KEEPING SCORE AND POSTING After completing a tournament round, players are responsible for submitting a scorecard to the tournament committee indicating the actual strokes taken for each hole played. The player may also total up the gross score and indicate the net score (gross score minus official handicap) on the card. The tournament committee will provide scorecards and instructions for each tournament as well as a box or other depositary to collect the completed score cards. POSTING OF SCORES Each player is also responsible for posting an adjusted score following each game for the purpose of calculating an index and handicaps. Usually, the score can be posted on the posting computer at the course played. You can also go to the RPSGC web page or the SCGA web page and post your scores there. RPSGC uses GHIN through the SCGA to provide the handicap service. Rancho Park Golf Course and most other courses played provide a computer on which the scores are posted. Although some players may feel they do not wish to participate competitively in RSPGC tournaments, it is felt that the players golf experience can be enhanced by keeping a properly derived handicap. In addition to having the portable index allowing play in RPSGC and non-RPSGC events, it also provides personal satisfaction with an on going measure of the golfers skill level. EQUITABLE STROKE CONTROL The difference between the gross score submitted for the tournament and the adjusted score submitted on the posting machine is as follows: All scores for handicap purposes, including tournament scores, are subject to the application of Equitable Stroke Control (ESC). This mandatory procedure reduces high hole scores for handicap purposes in order to make handicaps more representative of a player's potential ability. Depending on the handicap for the course played, a player is limited to a maximum number of strokes to be posted for each a hole. This means that if there are adjustments, the posted score will be less than the gross number of strokes the player actually made to play the round. This does not mean the player should pick up once the maximum ESC number of strokes is taken for a hole. Picking up or failing to hole out will result in disqualification in stroke play. The maximum score allowed on a hole is net double bogey. This is computed by adding any strokes allowed, based on course handicap, to double bogey for the hole. Thus, if a players handicap is 10 on a particular golf course, his/her maximum score is triple bogey on the first ten handicap holes and double bogey on the remaining eight. Posting of Partial Rounds If 13 or more holes are played, the player must post an 18-hole score. Scores for unplayed holes must be recorded as  HYPERLINK "http://www.usga.org/workarea/linkit.aspx?linkidentifier=id&itemid=14370" \l "par" par plus any handicap strokes that the player is entitled to receive on the unplayed holes. For example, if you play 14 holes at Rancho Park and your handicap for the day is 17, you post as follows. First, apply ESC to the 14 holes that you have played. Add to that, 5 for the 15th hole, since you would normally get a stroke on that hole, 3 for the 16th hole, since you would normally not get a stroke on that hole, and 6s on 17 and 18 for a total of 20 strokes added to the total you scored (after ESC) for the first 14 holes. Type of Round to Post There are essentially three ways to post your round: Home, Away and Tournament. Any time that you are involved in the low net/low gross events, either at Rancho Park or at another course, you must post the round as a Tournament round. If you do not play in these events, you post the round as Home if you play at Rancho Park or Away if you play somewhere else. Posting the round incorrectly is the same as not posting your round. Please follow these rules for posting of your scores. It is the only way that the SCGA can continue to maintain a fair and accurate handicapping system. SENIOR CARD USE Under normal circumstances, golf courses do not honor any outside discounts for play in events such as the home and away events for the RPSGC. However, our President has negotiated a special deal with the Rancho Park Golf Course to allow the use of the LA City Senior Card during our home events. In essence, you can save $ 10 each time you use the card. If you live anywhere in the City of Los Angeles, you can get a Senior Card by submitting an application to the City of LA. The application can be picked up at Rancho Park or can be downloaded from  HYPERLINK "http://www.golf.lacity.org" www.golf.lacity.org. The card is $ 25 for one year or $ 65 for three years. Since you can save as much as $ 240 a year with the card, this is a good deal. When you play at Rancho Park, your costs are usually as follows: Green Fees $ 23 Administration Fee $ 5 Net/Gross Skins (optional) $ 5 Low Gross (optional) $ 5 Low Net (optional) $ 5 Total $ 43 If you do not have a Senior Card, you pay everything except the cart fee either in advance on-line or at the RPSGC check-in table. You pay the cart fee at the Starters Window. If you do have a Senior Card, you pay only the Administration Fee and any event fees on-line or at the table. Then, you pay $ 21 for Green Fees and your optional Cart Fee at the Starters Window, thus saving $ 10. RANCHO PARK LOCAL RULES In addition to The Rules of Golf, golf courses may institute local rules to deal with specific and unique features of the course. The local rules at the Rancho Park Golf Course are implemented in the interest of the safety and welfare of the players, to protect the condition of the course, as well as the application of the rules of golf to unique features of the course. OUT OF BOUNDS All golf course perimeter fences are out of bounds including the fences surrounding the driving range. OB is defined by the inside posts at ground level of white boundary stakes, fence posts, exterior wall of the maintenance yard left of hole #6, the fencing around the storage areas on holes #15 and #17, and the small nursery fence on the left of hole #18 fairway. PROTECTIVE FENCES When these fences interfere with your stance or swing, you may take a free drop within one club length of the nearest point of relief. No line of sight relief allowed. There are three protective fences: 1) to the left of hole #1 fairway; 2) to the right of hole #1 fairway; and 3) on the right of the # 3 fairway and behind hole #4 tee box. Special rule for area left of hole #1 fairway. Should your ball come to rest between the boundary perimeter fence and protective fence, not having crossed out of bounds, the ball is deemed unplayable and must be played from the designated drop area near the end of the protective fence nearest the tee (west end), with one stroke penalty. When the drop area is not clearly marked, which is most often the case, the player drops within two club lengths from the nearest point of relief from the end of the protective fence nearest the tee (west end), with one stroke penalty. Special drop area right of hole #1 fairway. Should your ball comes to rest between the cart path and the protective fence to the right protecting the #4 green, AND if the nearest point of relief is on the cart path, you may drop without penalty one club length from the nearest point of relief that is left of the cart path. Do not drop to the right of the protective fence WOOD CHIP AREA BETWEEN HOLES # 14 & 15 The sloped area to the right of fairway 14 is designated as a lateral penalty area. The edge of the aera is the inside edge of the posts and fence at the ground level. In areas where there are gaps in the fence the area is at an imaginary straight line drawn between the inside (fairway side) edges of the posts at the gap. The player may play from the area without penalty following rule 13-4 (not grounding club, etc.) or may proceed under the options of rule 26-1 with a one stroke penalty. Because the posts and fence are inside the penalty area, a ball lying under the fence or against a post or the fence is in the penalty area. The fence and posts are immovable obstructions and the player my take a free drop in accordance with rule 24-2ii, but must drop in the penalty area. If the ball is lying on the fairway side of the fence in such a fashion as to affect a players swing or stance, the fence is played as an immovable obstruction. IMMOVABLE OBSTRUCTIONS Includes drainage swales, all artificially surfaced roads and paths, including sides, any flower beds contiguous to any cart paths, the protective fences behind hole #4 green and tee box, snack shop, benches, sprinkler heads,"Kirby Marker System" yardage markers,drinking fountains, irrigation control boxes, the fence to the right of hole #14 fairway as well as the wood pilings on right green of hole #16. Note: If any of the above conditions interferes with your stance or swing, the ball may be lifted, cleaned, and dropped without penalty within one club length from the nearest point of relief not nearer the hole. The nearest point of relief must be determined on the same side of the obstruction where the ball lies. No line of sight relief must be taken. WRONG PUTTING GREEN, APRON, TEE BOX AND FLOWER BOXES In accordance with Rule 25-3, the term "putting green other than that being played" includes all practice pitching putting greens, temporary and alternate greens including the apron and collar surrounding the green. If a ball comes to rest on any of the described or any defined tee box, other than that of the hole being played, all flower beds, stance or swing, ball MUST be lifted and dropped without penalty, within one club length from the nearest point of relief not nearer the hole being played. PENALTY AREAS The only penalty area at Rancho Park is defined by the red stakes to the left of hole #17 fairway approaching the left green. No relief without penalty. Other courses will have penalty areas defined by red or yellow stakes depending on the type of penalty area. GROUND UNDER REPAIR "GUR" is any portion of the golf course so designated by the clubs representatives. GUR includes organic material piled for removal even if not marked. Play is prohibited from any area marked GUR. Nearest point of relief must be taken, including the stance, outside the area marked by paint or roped off, without penalty, and dropped one club length from relief not nearer the hole. PROTECTION OF YOUNG TREES These trees are identified by a blue stake ribbon. If such a tree interferes with a player's stance or area of his/her intended swing, the ball MUST be lifted, without penalty, and dropped one club length from nearest point of relief. EMBEDDED BALL Anywhere in the general area, which used to be called "through the green" and includes the entire golf course except for sand traps and penalty areas, a ball which is embedded in its own pitch mark in the ground, except in loose sand, may be lifted without penalty, cleaned and dropped as near as possible to the spot where it laid not nearer the hole. DISTANCE MEASURING DEVICES Per the changes in rules for 2019, devices that measure distance only are allowed in all events. USE OF CELL PHONES Cell phone use while playing golf is discouraged at all RPSGC events. It is not allowed at SCGA events. Use of a cell phone during an SCGA event makes the cell phone user subject to immediate disqualification and removal from the golf course. If you cannot be away from your cell phone long enough to play a round of golf, perhaps you should reconsider whether you really want to play golf. It is rude and inconsiderate of your fellow golfers to talk on your cell phone while playing a round of golf. In some cases, people have been seen to talk so long on their phones that they delay play of their group. While there is no official policy yet on cell phone use for the RPSGC, if there is a consistent abuse of cell phones reported to the Board, a policy may be established banning them. USE OF ELECTRIC CARTS Please remember that you must observe the following rules whether or not you have a handicapped cart: All carts must be kept at least 30 feet from all greens, tees and traps. Carts must not be driven through wet areas. Whenever there is a cart path within 30 feet of the green, the cart must be kept on the cart path. The Board will respond to violations of these THREE rules as follows.The first violation will result in a warning.The second violation will result in the Board informing the golf course that the offender is no longer allowed to use a handicap flag.The third violation will result in the Board informing the golf course that the offender is no longer allowed to rent a golf cart. GOLFER ETIQUETTE Guidelines for the behavior of golf players on the course are available from many sources including the USGA The Rules of Golf manual and may also be found at the USGA website:  HYPERLINK "http://www.usga.org/playing/etiquette/etiquette.html" http://www.usga.org/playing/etiquette/etiquette.html. The RPGC scorecard also offers advice on pace of play and some general regulations. RPSGC members are encouraged to review and follow these guidelines. The clubs website and newsletter will be used to periodically discuss some of this advice. Golfing etiquette guidelines generally fall into three categories: Safety of Players Care in taking practice swings, making sure players are out of range before hitting, warning Fore when hit may endanger others. GOLF TOURNAMENT FORMATS POSTABLE INDIVIDUAL MEDAL PLAY (STROKE PLAY): A round of golf in which the score is kept by adding the cumulative total of strokes taken throughout the round. BEST BALL (BETTER BALL): Each team consists of two players. Each player on the team plays their own ball throughout the round, and on each hole the low score of the group serves as the team score. 1-2-3 BEST BALL: 4-person teams keep score using the lowest score on the first hole, then the two lowest scores on the second hole and three lowest scores on the third hole. On the fourth hole it is back to the lowest score and so on throughout the round. 5. BEST TWO OF FOUR: 4-person teams keep score using the lowest two scores on each hole. The total score of the team is the sum of the two low scores for each of the 18 holes. NON-POSTABLE SCRAMBLE: Usually played with 4-person teams, but 2-person scrambles are popular also. In a scramble, each player tees off on each hole. The best of the tee shots is selected and all players play their second shot from that spot. The best of the second shots is determined, then all play their third shots from that spot, and so on until the ball is holed. ALTERNATE SHOT: A format for 2-person teams. The two players on a team alternate hitting shots, playing the same ball. TRIATHLON (3 FORMAT COMBO): 2-person teams play the first six holes in a scramble format, the second six holes as best ball, and the last six holes in the alternate shot format. Lowest score wins.
