You received the Notice to Proceed on November 9, 2009. This project consists of converting the chilled water piping system to a Primary-Secondary Pumping System. The owner, Defense Mapping Agency, DMA, outsourced the design work to a local engineering contractor. In an addendum issued prior to the bid date, DMA changed the chilled water piping specification to carbon steel welded construction. As the construction project manager you will be responsible for estimating the cost of the work; executing the work in strict accordance with the contract documents safely, on time, on budget and within the quality standards established by the contract documents. Your management expects you to prepare monthly reports to monitor budget and schedule. Risk and Resource Allocation Assumptions: Your company traditionally subcontracts/out sources the trades listed below. Their fixed price quotations for their work scopes are so noted too. Insulation $21,667 Electrical $14,845 Instrumentation $35,980 General Construction $46,678 Millwright $ 400 Sheet Metal $ 3,000 Of these contractors, your company has good relationships with all except the General Contractor with whom you do not have any history. Your cursory review of his work record is not favorable but his price is $7500 less than the next bidder. You received firm price quotations for pumps, hydronic specialties, variable frequency drives, inertia bases, and seismic protection hangers. The total cost for these items is $50,250. All these vendors are reliable but the pump manufacturer indicated that the pumps could not be shipped until 45 days after receipt of an approved shop drawing. Manpower availability appears good at this time except for pipe welders. All welders save one are committed for the proposed project schedule. You will have to hire any additional welders you may need. TERM PAPER DELIVERABLES Each student will prepare the following deliverables based on the Problem Statement, Risk and Resource Allocation Assumptions found herewith; and contract documents for DMA Project AC-90-0053. Fixed Price Estimate that responds to RFP for Project AC-90-0053 including overhead and profit. Proposal Cost should be based on the complete scope of work prepared by class. Estimate portion of Term Paper should include what job conditions did not conform to standard labor efficiency assumptions, what labor correction factors you had to use to correct for these conditions, and any contingencies upon which cost is based. Proposal for the work as if the work were being contracted by a private entity. Your proposal should include a narrative as to how you plan to perform the work, cite the contract documents used, and include any language you deem necessary to clarify any ambiguities regarding schedule, technical and commercial conditions. Proposal for Change Order Request (COR) 001. DMA issues COR 001 to complete the design found on the contract documents at the same time they transmit the notice to proceed. The proposal should include time extension you deem necessary to complete the project. Project Planning Documents that include design activities that establish project objectives and milestones; and delineate interrelationships of all project activities. Each team will prepare a 30 minute PowerPoint Presentation describing their topic and how it relates to Project Management. Teams are encouraged to present what if scenarios associated with their presentation area to demonstrate their knowledge of Project Management and to include CII Best Practice materials. Particular emphasis should be given how their particular topic enables the project manager to effectively manage and minimize the impact that change has on projects. Teams should also integrate learnings derived from course texts in their presentations. Presentations will be made during Week Nos. 15 and 16.
