It is the responsibility of each coach/ advisor to read the information contained in the handbook and abide by all policies contained therein. If you have any questions relating to policies and/or procedures, please feel free to ask questions or request assistance from the activities office. The phone number to the activities office is (406) 742-5265. Finally, thank you in advance for agreeing to be a coach/ advisor for Fairview Schools. Your assistance affords our students the opportunity to be involved in a wide variety of activities. Expectations and Responsibilities I. Coaches/ advisor s professional and personal relationships and expectations: The need for precise job description specifications is becoming obvious with the stronger emphases on credibility and accountability in coaching. There is a definite need for precise criteria to measure coaching accomplishments within the framework of the Fairview School District objectives for their activity program. These major performance areas stand out above others. A) Rapport - A coach/ advisor must be able to develop a good rapport with any number of individuals and groups; team personnel, the student body, the professional staff, the community as a whole, spectators, officials, fellow coaches - in and out of the district, media representatives and the parents of his/her players/participants. Good rapport and an image of competency are invaluable for the coach/advisor. B) Cooperation - The district expects a maximum of cheerful give and take among all individuals associated in any degree with the comprehensive program. Coaches/ advisor s must work hand in hand with their activities director, principal and all other members of the staff. C) Leadership - Diligence, enthusiasm, honesty and a love for the game/activity are all part of a professional pride that should be exhibited by any coach/ advisor. Personal appearance, dress, and physical condition all should be exemplary. Dressing appropriately at practices/meetings and following practices/meetings and building positive attitudes are very important. D) Discipline - Individually, the coach/ advisor becomes a model of all that the program represents. Observation of school policies, codes, training rules, rules of the game/activity, ideals of good sportsmanship, behavior of participants, both home and away and the conduct of the crowd, especially where the student body is concerned, is reflected to a large degree in the coaches/ advisors leadership qualities. A desire to do well, to win well and to lose well, should be emphasized. Staff, players/participants and spectators should be motivated toward goals that reflect positively on the school district. E) Improvement - A coach/ advisor must constantly take advantage of opportunities presented for self-improvement. Attendance at district meetings, rules clinics and Montana Coaches Association clinics is a positive way to develop and expand knowledge. Membership should be maintained in professional organizations and similar groups whose programs are geared toward greater achievement and positive performances. Keeping abreast of current literature in professional journals, newspapers, and magazines. Utilizing the experience and knowledge of fellow coaches/ advisors is also expected. II. Coaching /Advisor Techniques A) Use sound and acceptable teaching practices B) Run well-organized practice/meeting sessions C) Complete preseason planning well in advance of activity start dates D) Adhere to a highly efficient and technically sound program of injury preventions. When injuries do occur, follow a prescribed routine of rehabilitation, and maintain good communications with the participant, parents and doctor(s). E) Construct a well-organized game plan for sporting events F) Develop a sound system for equipment accountability, including seasonal inventory, repair, reconditioning, and replacement. All purchases must be discussed with and approved by the activities director. G) Keep assistants, participants, managers, and parents well informed as to what is expected. Cooperate fully with maintenance staff, transportation personnel and any/all persons associated with your activity III. Coaches/ Advisors Responsibilities A) The main reason for having student activities within the school is to help provide opportunities for young men and women to develop their respective capabilities to the fullest extent. Development of positive attitudes is an important means to accomplish this goal. The promotion and teaching of only clean, aggressive and fair play while stressing the importance of good sportsmanship must be a standard set for all competitive coaches at all times. For noncompetitive groups, the advisor must stress the importance of cooperation, communication, hard work and dedication. The coach/advisor must be the leader and set a positive example. The coach/ advisor should be fair and unprejudiced with participants, considering their individual differences, needs, interests, temperaments, aptitudes and environments. Participants have a right to expect coaches/ advisors to have a genuine and up-to-date knowledge of that which they propose to teach and direct. The safety and welfare of all participants should always be first in the coaches/ advisors mind. The coaches/ advisors primary responsibility is to the participant, however, consideration must be given to the participants family and parents, and an open line of communication will provide a proper avenue for such consideration. B) As a coach/ advisor you are a frequent topic of conversation at various community locations; the home, the workplace and at meetings of civic organizations. Your profession, as well as your reputation as a coach, is constantly under scrutiny. Your actions and statements should always reflect confidence and respect for the Fairview School District. Much can be done by the coach/ advisor, in public contacts, to build and maintain a high level of confidence in the activities programs and the school district. C) A coach/ advisor owes his/her school his/her efforts and loyalty at all times. He/She must constantly strive for excellence in all areas for his/her school. To be effective, a coach/ advisor must be respected. To be respected, good personal habits and a neat appearance are important, but most important are the examples set by the coach/ advisor . Being respected is much more important than being well liked. Treat the administration, faculty, participants and general student body with the same honor and respect that you desire to be shown to you. Private, firm, fair, and constant discipline must be maintained. The work of the coach/ advisor must be an integral part of the educational program of the school. The coach/ advisor should show mastery of the principles of education and consequent improvement in teaching and coaching. The coach/ advisor should give support to all endorsed activities of the school district. At every opportunity the coach/ advisor should urge the student body to be polite, courteous and fair to visiting teams/groups. D) A coach/advisor in the Fairview School District should continue professional growth in both the academic teaching area and the activities arena in which they are involved. To best accomplish this, the coach/ advisor should belong to various activities/associations dedicated to the professional well being of activities programs. E) The makeup of a coaching staff is basically a quasi-autocratic society. The head coach should always be in command. Despite the position of authority, the wise head coach/ advisor will encourage independent thought on the part of the staff. An important factor is human relation skills which provide for an open exchange of ideas in a respectful, courteous and thoughtful manner. A wise head coach/ advisor will praise the assistants and award recognition whenever possible. Misunderstandings between coaches/ advisors should be discussed as soon as possible and in an appropriate location away from student participants and other people not concerned with the program(s). A head coach/ advisor must always realize he/she is ultimately responsible for the program of which he/she is in charge. It is his/her duty to see that all tasks are assigned to assistants and/or carried out by him/herself, and remain accountable for any/all tasks that are not completed properly. The head coach/ advisor expects all staff to contribute a full measure of time, effort, thought and energy to the program. The assistant coach/ advisor must be willing and able to do things that they may not wish to do. They must fulfill the responsibilities assigned by the head coach/ advisor and remain accountable if the duties are not carried out appropriately. It is most difficult to be a good assistant coach/ advisor, however, the success of the school, program and student participants is dependent upon the quality and effort of the assistant coach/ advisor staff. F) One must always bear in mind that his/her activity is not the only program in the school setting. It is a part of a comprehensive activities program and it is the job of the coaches and advisors to assure the well-being of the total activities program. A coach/ advisor should support and serve fellow coaches/ advisors whenever possible. All remarks should reflect confidence in ones fellow coaches/ advisors. A strong, harmonious relationship must exist between coaches/ advisors and other faculty members. G) A coach/ advisor is responsible for cooperating with every faculty member on the staff. If the coach/ advisor cooperates with the teachers of academic subjects by allowing activity participants to make up a test or cover a missed assignment on practice/meeting time, he/she can be certain that cooperation and help will be returned twofold in efforts by other faculty members to keep the activities participant eligible and to lend an extra hand when the going gets tough. H) Each coach/ advisor is responsible for the following: 1) Keeping practice, meeting areas and locker rooms in order 2) Storing equipment neatly and using equipment properly. Pride in equipment and facilities is of primary importance to coaches/ advisors and student participants 3) Keeping all storage areas secured 4) Keeping the activities director informed of program progress and any/all unusual happenings within the coaches/ advisors program in a timely manner Other coaching/ advisor responsibilities: 1) Must fill out leave request(s) at least five (5) school days prior to the scheduled event 2) Must have travel request form filled out completely and to the activities director at least seven (7) days prior to the scheduled event. If this is not completed in a timely manner, it is highly likely that transportation will not be provided for your team/group. 3) If students will need to be removed from class(es) for early departure or will miss a days classes for games/activities, a complete list of those students must be submitted to the activities director and attendance office at least three (3) school days prior to the scheduled event date. 4) Receipts and purchase orders for all meals, lodging, etc. must be submitted to the business office immediately upon returning from the activity 5) It is the coaches/ advisors responsibility to see that all participants follow ALL regulations in the student activity handbook, respective school handbook and transportation handbook. 6) It is the coaches/ advisors responsibility to report ALL violations by participants of the activity handbook rules, student discipline handbook rules, and transportation handbook rules to the activities director and/or building principal. In the event of a serious violation of rules, the activities director and/or building principal should be contacted as soon as possible. 7) To supervise student activity participants at all times that the team/group has gathered for practice, meetings, games or any other type of activity or performance 8) To check locker rooms, meeting rooms, practice or game facilities, motel rooms, restaurants, etc., to assure that equipment has been properly put away and facilities have been left in an orderly manner 9) Require that all athletic participants have a current physical exam prior to allowing the athlete to participate in ANY practice session. The M.H.S.A. approved physical form should be given to the activities office to keep on file. 10) Require that each participant, (ALL ACTIVITIES), have a current, signed permission to participate form on file in the activities office before the first activity or contest. Coaches/ advisors should collect the signed permission forms, turn in to the AD Secretary, who will make copies of the forms, then give a binder to the coaches. A COPY OF THESE PERMISSION FORMS MUST BE IN THE COACHES /ADVISORS POSSESSION AT ANY TIME THE TEAM/GROUP GATHERS FOR PRACTICE, MEETINGS, TRAVELING 11) Check eligibility of all participants to see that they remain eligible under weekly and semester eligibility requirements. 12) If a coach/ advisor chooses to have additional rules beyond those set in the activities, student handbooks, a copy of those rules MUST be submitted to all participants at the FIRST meeting of the team/group and a copy MUST be on file in the activities office. 13) Head coach/ advisor must submit a post-season inventory and report in regard to the activities season/years events, successes, failures, win/loss records, special awards and recognition, participant list and unusual occurrences in a prompt manner at the conclusion of the specific activity season/year 14) Must collect ALL uniforms and equipment. Check that such uniforms and equipment are properly cleaned and stored prior to a final check off for your activity and before receipt of final payment for coaching/advising the group. Cell Phones There is an inherent risk of using a cell phone while driving. Employees that use District vehicles for school business should refrain from using a cell phone while driving. Though the District recognizes that employees may need to use their phones while driving, pulling over to a secure area is encouraged. Absolutely NO texting is allowed while operating a District owned vehicle. Failure to comply with the conditions set forth may result in disciplinary action. Coach/Advisor Guidelines Preseason Meeting: Every head coach and activity advisor will conduct a preseason meeting with the participants and their parents or legal guardians. The following is a list of items each coach/advisor should cover in their meeting. This is not an all inclusive list and coaches/advisors can add or subtract to fit their activity. Introduction of assistants. This introduction should be more that just giving their name. A brief description of who they are, their role in the program, etc. Overall philosophy of the program. Lower levels to the Varsity, In Season and Out of Season Expectations of the students in the program. Rules not in the student handbook Practice attendance and/or being excused Travel procedures to and from contests Appropriate dress for home/away contests Practice and Game Schedules - As complete as possible Lettering Requirements. A written copy will be kept on file by the athletic director. Procedures for reporting injuries and returning from an injury that requires missed practices/contests. Discipline not in the student handbook that results in suspension/denial of participation. Postseason Meeting: Every head coach will conduct a postseason meeting with the participants either as individuals or as a group. For seniors this meeting would include a review of the season and inquiry about playing beyond high school. For the participants returning next year, this meeting would also include a review of the season, expectations during the off season, date, time, and place of announcements about camps, open gyms, etc. and preview of next season. Every head coach will have a postseason meeting with the athletic director. At that meeting the head coach will provide the athletic director with 1) evaluations of assistant coaches; 2) rosters including managers of all teams in their program; 3) list of letter winners; 4) updated inventory; and 5) equipment and uniform request for next year. The athletic director will provide the head coach with a written evaluation with recommendation for rehiring or non-renewal. Junior High and Elementary Activity Guidelines A) Coaches will make every attempt to provide for reasonable interscholastic playing time for each participant B) Coaches will align teams to ensure positive experiences for participants in junior high and elementary athletic programs, including consideration of the athletic ability of the opposing teams. C) Distances traveled by junior high and elementary activities groups will be kept to a minimum to ensure meeting the physical needs of middle level students. D) Activities will be appropriate for young adolescents. High school activities will be reserved for high school age students. E) Coaching/ advisor philosophy must promote exploration and winning must be secondary to give students playing/participation experience. NFHS Certification All coaches will be expected to complete the Montana High School Association's on line "NFHS Fundamentals of Coaching (certification is good for five years) and Concussions in Sports (certification is good for one year) prior to contact with student-athletes. This is not required for SP/DR or junior high/elementary coaches, however it is recommended. All tests available at www.nfhslearn.com MHSA Rules Clinic The M.H.S.A. Rules Clinic is the only clinic that is mandatory and the school will be fined if not represented. If the coach does not attend the clinic, he/she will be responsible for the fine. A coach can satisfy the requirement of the mandatory MHSA Rules Clinic by accessing the MHSA website and completing the rules clinic on-line. Other clinics are offered and coaches are encouraged to attend. This is not required for SP/DR or junior high/elementary coaches, however it is recommended. Available at www.mhsa.org Extra-Curricular Travel Regulations Each coach/advisor, when traveling with a team, will stress the standard of behavior to be that of responsible adults. Remind the students that they are representing Fairview Public Schools, and to conduct themselves in such a manner that the school and community can be proud of them. Prior to departing on overnight trips, each coach/advisor will provide a tentative agenda with approximate times to the students and administration involved a minimum of three (3) days prior to the departure date. A motel rooming list MUST be provided to the activities office a minimum of three (3) days prior to departure for all overnight trips. The number of students representing a team/group at district/divisional/state competition/tournament will be limited to actual team members and number of tickets provided by the host. For state competition, only actual individuals/team qualifiers will be permitted to attend. If a coach/advisor wishes to take one or more non-qualifiers to state, a request to the building principal and activities director must be made for consideration. A coach may travel with a maximum of two managers. Students will be allowed to use cell phones (and other electronic devices) on school sponsored activities. Cell phones will be turned in to the coach/advisor at coaches discretion on an overnight trip. Inappropriate use of cell phone or other electronic device will result in immediate confiscation. Guidelines for an Activity Bus 1.Getting student, coaches, advisors, chaperones from point A to point B safely and responsibly and returning in the same manner. 2. Coaches, teachers, advisors, will be responsible for the behavior of the group that is being transported. 3. Students are required to clean up behind themselves. Garbage cans and bags will be on the buses. 4. Driver will be responsible to inform teachers, advisors, coaches, of misbehavior on the bus in order for them to take care of the matter for safety reasons. 5. If emergency weather conditions should arise, the bus driver may determine whether or not to proceed. The bus driver will contact transportation supervisor. The Coach/ Advisor will contact building principals, participants and parents. Additional Travel Rules All coaches/advisors and/or chaperons will accompany and remain in direct supervision of the team/group at all times while traveling. Coaches/advisors and/or chaperons must know the location of all students at all times. It is especially important that they are not permitted to run the streets during the evening hours. A reasonable curfew hour is to be set (if an overnight trip) and multiple checks are to be CAREFULLY made. If lodging is required, extreme care should be taken so that students do not abuse motel facilities and privileges. Room checks must be made prior to signing out of the motel. A chaperon for either/both genders of participants traveling will accompany all groups when the activity requires an overnight stay. Shuttle Bus If a coach/advisor drives the shuttle bus, they will be paid $10.00 an hour for drive time for any trip more than 20 miles one way from Fairview. See mileage chart in exhibits. Dress for Activities Coaches/advisors are hereby encouraged and authorized to establish exemplary standards and practices in fashion, grooming and taste that will tend to enhance the appearance of the group as a whole and help build a constructive atmosphere within the group. Such standards and/or practices must be of a reasonable nature, appropriate to the groups activity and reflect positively on the image of the group and school. Further, these standards and/or practices must be made known to all potential members at the beginning of the activity season for that group (or sooner if possible). Rules and Regulations A) The principal has the authority to exclude from any activity, practice and/or participation, any participant who is in violation of any school rule(s), either academic or athletic B) Students not maintaining grade requirements will be ineligible for the following week but will be allowed to practice in any activity (refer to a student handbook). C) Should any rule deviation occur, the coach/advisor will be held accountable to both the activities director and principal Supervision Practice Evening use of the Building There are from one to several different organizations that use the building at the same time during the evening. When any one group/team or several groups/teams are not supervised they disturb others. Directors, advisors and coaches cannot concentrate on their job when they are constantly disturbed by visitors. Rehearsals and practices are not for entertainment. In order to clarify and establish responsibility, coaches/advisors are asked to: Have administrative approval. Be in the building 15 minutes before the time your group/team is scheduled to meet. Permit only members of your group/team to enter the building. This can be done by checking at the door yourself or by having a dependable student check for you. You are responsible for every student you allow to enter. Keep your students in your designated area. Lock the door after they are there and keep it locked. When your activity is finished, it is your duty to see that your students leaves the building. Supervise until they are all gone. The coach/advisor will be the last one to leave. Be sure that you lock every door you unlocked. Students often leave by other doors, be sure ALL entrance doors are locked. Have students out of the building by 9:00 p.m. Wednesday night has been set aside as Family Night. All activities must be completed by 3:45 in the grade school and 6:00 in the high school. Understand that public school property cannot be loaned for personal use without the express approval of the superintendent. High School Practice Monday thru Thursday practices will begin at 4:30 pm. This enables students and teachers to have ICU time after school. Extenuating circumstances for a time change must be cleared through the Activities Director. Coaches and Advisors In an effort to provide more effective supervision and thus reduce the horseplay, damage to equipment and facilities, the condition of the locker rooms, as well as preventing the theft of property and assure the safety of student participants, all coaches/advisors will provide supervision of their participants in the locker rooms, meeting rooms, the gymnasium, on transportation equipment, and at all other times students are under the guidance of their coach/advisor. This will be accomplished through the utilization of the following procedure(s): 1) Since there are two (2) or more coaches in all sports, one coach will be assigned to the locker rooms the athletes enter and supervise until the last athlete has gone. 2) One coach/advisor should be in the practice/meeting area supervising students as the participants enter the practice/meeting area. When students are requested to move to another room in the building, they should be accompanied by one or more coach/advisors as the move is taking place. 3) When a practice/game/meeting is over, the participants should continue to be supervised until ALL students have departed the school property 4) A student must be in regular attendance on the day of the activity. Approval will be granted as a result of a previously scheduled medical/dental appointment, an appointment to meet requirements of the law, or for a family emergency. 5) A coach/advisor must be present at the bus pickup point until ALL students are loaded on the transportation vehicle and the vehicle has departed the school property. If agreed upon by coach/advisors of different activities, supervision duties at the bus pickup area may be shared, however, it must be understood that the coach/advisor assigned to a given date of bus duty will then be responsible for ALL students at the pickup point. 6) Once all participants have departed the school property, it is the responsibility of the coach/advisor to check all facilities that have been used for equipment left out, possible damage or any excessive mess that might have been left. The coach/advisor should then shut off ALL lights, lock all doors, and again make a final check that all participants have departed the school property prior to leaving. 7) At NO TIME should a coach/advisor leave a student(s) unattended while the student(s) is waiting for transportation home. This includes after returning from away trips. A coach/advisor MUST remain at the school (drop off point), until all students have departed the school property. 8) If a student group arrives home late, at the Superintendents discretion, the students may be allowed to arrive late for school the following day. High School Homecoming 1) The date will be determined by the activities director 2) Student Council will be responsible for organizing the Homecoming events, with approval of the activities director 3) All classes and clubs will be requested to participate 4) All plans must first be presented to the activities director and approval given before any supplies or materials are ordered for Homecoming activities ANY AND ALL RULES AND REGULATIONS IN THIS HANDBOOK ARE SUBJECT TO CHANGE AS THE NEED ARISES CRISIS PLAN Procedural Flow Chart 1. Coach/advisor/chaperon notifies medical personnel 2. Coach/advisor/chaperon notifies family 3. Coach/advisor/chaperon notifies building principal and/or activities director 4. Principal/activities director notifies other person if coach is unable 5. Principal notifies superintendent, answers concerns of family, faculty, and community groups/clergy 6. Activities director works with coach/advisor/chaperon dealing with the team/group involved 7. Superintendent notifies the trustees, approved press releases or designated someone to work with the press on the districts behalf and contacts a legal representative for advice on handling the specific situation In the event the principal is unavailable, the superintendent assumes those duties. In the event the activities director is unavailable, the principal assumes those duties. In the event the superintendent is unavailable, the principal and/or A.D. will notify the trustees and the principal will approve all press releases and contact legal representation. Any plans for cancellation and/or rescheduling of planned activities will be made in joint conference of superintendent, principal and activities director. Requisition Procedure The following procedures will be followed when ordering supplies for any extracurricular activity 1. A requisition will be requested from the activities director. 2. Requisitions will be filled out completely with vendor name, address, phone, item name, item number, quantity, cost, shipping cost (if available), date needed, person/group submitting request and date requested. 3. All requisitions must be completed and submitted a minimum of five (5) school days prior to the date they need to be ORDERED. 4. Once the completed requisition is turned in, the activities office will verify funds are available for purchase, then place the order as requested. We cannot guarantee delivery!! 5. All invoices should go directly to the activities office. In the event an advisor/coach receives a bill or invoice, they should immediately turn it in the activities secretary. 6. It is ABSOLUTELY FORBIDDEN for any coach/advisor or representative of a group to place orders for any goods or services without proper paperwork. This will be handled by the requisition process through the activities office. Purchase Orders/Credit Card On purchase orders you receive for meals and motel rooms you will need to: 1. Fill in the name, address, zip code of the restaurant/motel/business where the PO is being used 2. Fill in the number of meals/rooms purchased and the total price 3. Return the white copy with a RECEIPT ATTACHED to the activities office If you forget to get a receipt, it will be necessary for YOU to call the vendor and request a copy of the receipt be mailed or faxed to you to complete your paperwork. Requisitions and Purchasing All requisitions will be on the approval of and through the appropriate principal, supervisor, and/or superintendent and on a requisition form provided for that purpose. All purchases will be made through a purchase order system. All orders must have a purchase order, even those on approval. Any deviation from this system will be at the personal expense of the person making the order. This also means telephone orders or orders not approved; extracurricular activities, meals for away games, dances, etc. and fund raising supplies after the fund raising activity has been properly approved by the Administration. If your team/group would like to order team items, please talk to the activities office before proceeding. Extra Curricular Funds All monies received from student activities and organizations will be given to the activities office to be deposited in a central banking place; recorded in a complete, permanent, and uniform system of accounts and audited each year. School Property The Board will cause a complete, accurate inventory and audit of all school properties to be made each year. Such records of the inventory will be kept in the main office. Cash Boxes When an advisor requests a cash box for an activity, it will contain a cash sheet. The advisor is responsible for filling out the cash sheet before sending the money to the activities office. Be sure to count accurately. These cash sheets will be part of the receipt file for auditing purposes. Meal Requests Prior approval is necessary with the Activities Director if your team/group will require meals during their travel. The AD office will assist with arrangements, credit cards and POs if needed. Tip up to 18% to 20%. EXCERPT FROM STUDENT HANDBOOK Extra Curricular Guidelines Activity Code of Conduct: No one is required to participate in any extra-curricular activity; therefore it is a privilege to represent Fairview High Schools. Along with this privilege, there are rules, which must be followed since certain practices are undesirable and harmful to the participant. Among those rules is the requirement to sign and adhere to established extracurricular guidelines intended as a deterrent to undesirable and harmful practices and as a means to teach self-discipline. Extra-curricular activities include those activities, which do not occur during a normal school day. Those activities include the following: Football Basketball Volleyball Track Cheerleading Golf Cross Country Speech and Drama Student Council FFA FCCLA Science Club Math Club Honor Society Music (small groups at district and state competition) Explore America Yearbook Academic Olympics We encourage our students to be honest at all times; therefore, students who self-report any violations will receive one half (1/2) the number of days suspension for the level of violation. Self-reporting pertains only to students who come in on their own volition. Reporting by the students parent or guardian is also considered self-reporting. However, the student will be suspended from any and all athletic and non-athletic extra-curricular activities that fall within the parameter of the suspension. Self-reporting constitutes notification of one of the following people: Superintendent or Principal, Athletic Director or Activities Director, and Coach/Advisor. Disciplinary consequences and suspension from any and all athletic and non-athletic extra-curricular activities will begin immediately upon confirmation of the violation and will end at midnight on the last day of the suspension period. This policy is in effect from the first day of practice in the fall to the last activity in the spring or the last day of school, whichever is later. Requirements for Participation: Be regularly enrolled in Fairview School. Participation fees are due the first day of school for fall sports and before the first contest for winter sports. Be in regular attendance on the day of the activity, game or practice or on the school day preceding a weekend activity, and or at the discretion of the Administration. (This also applies to Friday/Saturday School.) All athletes in grades 5-12 will file a completed FHS Activity Form signed by the student and his/her parents/guardian and a MHSA Pre-participation Physical Examination/ Concussion form with the office before the first practice. The cost of the examination is the responsibility of the athletes family. Any student- athlete shall immediately be removed from practice or competition who is suspected of sustaining a concussion or head injury or other serious injury. Any student-athlete suspected of a concussion must be cleared in writing by a licensed health care professional to return to practice or competition. Policy #3415P ImPACT Assessment: Prior to the start of each athletic season all student athletes must complete or have completed an ImPACT baseline assessment. The ImPACT assessment establishes an athletes normal cognitive baseline. When a concussion is suspected, a follow-up or post injury assessment is required to determine if the results have changed from the baseline. The results of the two assessments will assist in the return-to-play decision. This screening or assessment is not an IQ test. Ride transportation provided by the school in order to take part in an out-of-town activity. Because of the legal implications regarding school district responsibilities and liability for any student involved as a participant in a school sponsored extracurricular activity, participating students will be required to ride school-sponsored transportation to and from any activity taking place away from Fairview. If the student athlete will be leaving the activity with their parent, that parent must contact the activity directors office. The parent must acknowledge the coach/sponsor at the end of the activity before taking their student athlete. If for some reason, the parent may want the student to leave an activity with someone other than them, a request must be made in writing 24 hours prior to the scheduled activity and must be pre-approved by the Activities Director or another Fairview School administrator. Activities eligibility lists will be sent out to coaches and advisors on Monday. A student who is failing in one or more classes will be placed on the warning list. A second consecutive week of failing in the same class(es) will result in the student being ineligible (for extracurricular activities) for that week. If a student receives a failing grade because of cheating, he/she will not be given a warning week. Students will become eligible when they are receiving passing grades on the Monday grade check. The second semester grade will be used to determine eligibility for any student that competes beyond their regular school year. If a student fails a quarter they will be ineligible for the 1st two weeks of the next quarter. If a student is identified as an ICU Tier 2 or 3, ICU will take precedence over events and activities. 10. Not be 19 years of age before midnight August 31 of the current school year. 11. Not be in his/her 9th semester of high school. 12. Not attend a wedding dance, picnic or other function where alcohol or illegal drugs will be present unless approved in advance by the coach/advisor. In these cases, the advisor will establish conditions under which the student may attend. 13. Not possess (the knowing control of anything for a sufficient time to be able to terminate control, Mont. Code Ann. 16-11-302) or consume: a. Alcoholic beverages b. Tobacco products- including alternative nicotine and vapor products c. Or illegally use drugs. 14. Students who receive an MIP (minor in possession) will be immediately suspended from all extra- curricular activities pending the outcome of the due process procedure. Students present where alcohol, tobacco- including alternative nicotine and vapor products, or drugs are illegally present are considered guilty by association. The spirit of the rule allows for a student who finds himself or herself in a situation in which alcohol, tobacco, or drugs are illegally present that they are unaware of, when they initially arrive. Students, who find themselves in such a situation, have the obligation to leave the situation immediately and to self-report within the allowed time frame. A committee (minimum of 2) composed of a Coach/Advisor, the Athletic/Activities Director, and a member of the Administration will handle all guilty by association violations on an individual basis. Violations of rules 11, 12 and 13 will result in the following consequences, and are cumulative throughout a students high school career: a.First Offense: Four (4)-competition week*suspension from all extracurricular activities. Students who self-report will receive a two (2) competition week * suspension from all extracurricular activities. During this period of suspension, students will be expected to attend meetings, rehearsals, and/or practices. Students must enroll and participate in an approved chemical dependency class before they will be eligible to participate in any activity. This will carry over from spring of one year to the fall of the next school year. All costs associated with the chemical dependency class shall be the responsibility of the student and or his/her parents/guardian. b.Second Offense: Eight (8)-competition week*suspension from all extracurricular activities. A second offense will result in a four (4)-competition week* suspension from all extracurricular activities if self-reported. During this period of suspension, students will be expected to attend meetings, rehearsals, and/or practices. If the suspension is the result of a drug (alcohol included) offense, the student must enroll and participate in an approved chemical dependency class before they will be eligible to participate in any sport or activity. All costs associated with the chemical dependency class shall be the responsibility of the student and/or his/her parents/guardian. c.Third Offense: A third offense will result in a twelve (12) month suspension from all extracurricular activities including meetings, rehearsals and practices. If the suspension is the result of a drug (alcohol included) offense, the student must obtain a professional drug/alcohol/tobacco evaluation and follow the evaluation recommendations. Upon completion of the evaluation, the student is then eligible to participate in the next sport/activity season. All costs associated with this evaluation (and any other evaluations) shall be the responsibility of the student and /or his/her parents or guardian. d.Fourth Offense: A fourth offense will result in a permanent suspension from all extracurricular activities including meetings, rehearsals and practices. If the suspension is the result of a drug (alcohol included) offense, the student must obtain a professional drug/alcohol/tobacco evaluation and follow the evaluation recommendations. All costs associated with this evaluation (and any other evaluations) shall be the responsibility of the student and /or his/her parents or guardian. A student may, after serving 24 months of this type of suspension, petition the school board for review and relief. e.Possession or use of alcohol, tobacco or illegal drugs, being found guilty by association on a school trip, or stealing will result in consequences that may include, but are not limited to, immediate suspension from all extracurricular activities for the remainder of the school year. f. If a suspension occurs at the end of the school year and there are not enough competition weeks to carry out the suspension, the suspension will carry on to the next year if the student has not graduated. 15. Extreme Misbehavior: Student conduct is expected to conform to reasonable standards and socially accepted behavior. Unacceptable behaviors include, but are not limited to, theft, incidents, involving lewd conduct, extreme insubordination, and destruction of property, violent behavior, and flagrant violation of any school or activity regulation. Any of the unacceptable behaviors may result in suspension from activities for a period of up to twelve calendar months. 16. Curfew: Sunday Thursday: participating students must follow the City of Fairview curfew rules. Friday Saturday: participating students will be advised as to the curfew regulations. A committee composed of Coaches and Administration will handle all curfew violations on an individual basis. 17. Students will be allowed to use cell phones (and other electronic devices) on school sponsored activities. Cell phones will be turned in to coach/sponsor at coaches discretion on an overnight trip. Inappropriate use of cell phone or other electronic device will result in immediate confiscation and return to principal. 18. All athletes will display good sportsmanship at all times when dealing with teammates, coaches, opponents, officials, and spectators. Inappropriate language and behavior will not be tolerated. 19. Individual coaches/advisors may impose additional rules with the approval of the Superintendent, Principal, and/or Activities Director. 20. Students may not participate in activities if they have an outstanding debt with the district. 21. No refunds of activity fees will be given to students who quit or are removed from activities because of disciplinary action. 22. At all stages of the disciplinary process, students will be accorded due process of law. Admission of guilt will waive the hearing procedure. 23. If there is a possibility of the student returning to active participation it is the discretion of the coach/advisor as to whether or not the student will be allowed to travel with the team/group/organization, be on the bench or sideline during any contest while the student is serving his/her suspension. Under no circumstances will a student under suspension go on a school sponsored overnight trip. 24. If a student group arrives home late, at the Superintendents discretion, the students may be allowed to arrive late for school the following day. Note: The Coaches, Advisors and Administration have as their prime concern the safety and wellbeing of each student. It is imperative; however, that students and parents of students involved in extracurricular activities realize that inherent in these activities is the possibility of injury, paralysis or death. Coaches will follow the following procedure: Notify parents, if possible. Administer necessary first aid. If, in the judgment of the coach, the injury is serious, the school will take the responsibility for calling an ambulance, if one is not present. A coach, or designee, will accompany the injured athlete to the hospital and arrange for treatment if the parent is not there. Sports schedules may be picked up in the high school office prior to each season. School Insurance When an injury occurs to a student in relationship to an activity/athletic event, Fairview School does not carry the primary insurance coverage for the student. Your personal health plan is the primary carrier, and all bills must be submitted to them before the schools insurance becomes involved. Fairview School carries Catastrophic and Concussion Insurance through Montana High School Association. Extra-Curricular Due Process The following due process will be followed in the extra-curricular guidelines: A signed incident report must be turned into the sponsor/coach/activity director or administration. Questioning of the student will be done by the Superintendent, Principal, Activities/Athletics Director or Coach/Advisor. If the student admits guilt, a call will be made to the parents to inform them of this. This will be followed up with a letter stating the same. If the student does not admit guilt, a hearing time, place and date will be set. This hearing will include: The Accuser The student His/her parents Other representatives the student wants present Activities Director The students coach/sponsor Principal Superintendent No public performance, athletically or other, will be permitted until the guilt or innocence is determined by the hearing or by the courts if that course of action is requested by the student/parent. Following the hearing the student and parents will be informed of the decision. After notification of the decision, the parents may appeal the decision to the Fairview School Board in writing to the Superintendent within TWO (2) school PI days. The Fairview School Boards Due Process Policy will then be followed. *COMPETITION WEEK: A week where the student is part of a team/activity and the team/activity has a scheduled competition/event. Cancelled or postponed events will not count toward a competition week. If two events are originally scheduled for the same week and one of them is rescheduled to another week which previously had no competition scheduled for that week, the rescheduled week does not count as a competition week. If only one competition is scheduled for that week and it is rescheduled to another week, then the rescheduled week counts as the competition week, not the original scheduled week. Lock all doors behind them and turn off the lights. Care of the Injured Student - REMEMBER- MOST IMPORTANT - the injured athlete takes priority over everything! Coaches are cautioned to exercise great care in dealing with all injuries. In all cases, the coach should assure himself/herself personally, that the injured athlete is receiving competent medical care. The following procedure should be followed: Notify parents, if possible. Administer necessary first aid. Send someone to call for an ambulance (if necessary) Keep student still, comfortable and reassured When in doubt, do not move injured athlete Stay with injured athlete Contact Activities Director If, in the judgment of the coach, the injury is serious, the school will take the responsibility for calling an ambulance, if one is not present. A coach will accompany the injured athlete to the hospital and arrange for treatment if the parents are not there. The coach should remain at the hospital with the injured athlete until the parents arrive. Brief the parents upon their arrival. The head coach, or designee, should file an Accident Report with the Activities Director within one day of any injury. The coach should follow-up on the progress of the injured athlete. The coach should provide the parent or the person receiving the injured athlete with aftercare instructions. Insurance Information The following information contains the procedure that must be followed when requesting insurance coverage from District #13 & #3 schools, when an injury occurs in relationship to an activity/athletic event. Please understand that Fairview Schools does not carry the primary insurance coverage for students. Your personal health plan is the primary carrier, and all bills must be submitted to them before the schools insurance becomes involved. Students MUST tell the coach/sponsor of the injury so that the coach/sponsor can file an accident report. Notification to the coach/sponsor PRIOR to seeking a physicians care is very important. The insurance carrier for Fairview Schools WILL NOT process any paperwork without first having an accident report on file. Submit all bills to your personal insurance company first. Any remaining balance that exists AFTER your carrier has processed the claim will be the only amount the district carrier will CONSIDER (be sure to keep a copy of the original bill). DO NOT SEND THE BILL TO THE SCHOOL After your personal insurance has covered their portion of the bill, request an insurance form from Jacklyn Young, District Clerk (742-5265 ext. 3). Fill the form out completely, following all instructions on the form The completed form, your original bill and a copy of what your insurance carrier has previously paid must then be submitted to the address on the insurance form provided by the school Proof of claims must be submitted within 90 days from date of injury. Benefits are payable for expenses incurred within one year from date of accident. ***NOTE*** The injured student must seek medical care within 30 days following the injury. Fairview School General Responsibilities for Advisors Schedule necessary meetings, including a prompt meeting at the beginning of the school year to elect officers for the year. Review meeting format with all officers (parliamentary procedure, meeting agendas, officers duties, etc.) Instruct organization secretary/treasurers on how to take proper minutes and keep a record of all cash receipts and expenditures. It is their responsibility to keep their records and then check them periodically with the activity clerk. All purchase orders must be signed by the advisor and approved by the Principal prior to the purchase being made. Be sure to keep office and activity director informed and place all scheduled activities on the activity calendar in the office. Communicate with other activity advisors. Meetings and activities cannot be scheduled during class time unless prior approval made by the principal. All responsibilities are subject to change with administrative discretion Specific Responsibilities Elementary Classes Supervise all class activities. Junior Class A minimum of one money-making activity must be conducted. Raising enough funds, combined with prior years, to support the prom and Jr/Sr banquet. Elect officers (President, Vice-President, Secretary/Treasurer) at beginning of school year. Supervise all class activities. Conduct meetings as needed. Coordinate homecoming activities for class (float construction/decoration, competitions etc.) Responsible for organizing and supervising Prom (publicity, planning, chaperoning, decoration, entertainment, picture-taking, collecting fees, selecting an announcer, clean-up, etc.) No water fountains may be used at prom. Responsible for organizing and supervising Junior/Senior Banquet (publicity, planning, decoration, food, serving, entertainment, clean-up, etc.) Senior Breakfast (senior class and parents) will be sponsored by the Junior class mothers. Organizing the writing of the senior class prophecies and wills to be read at the Junior/Senior Banquet. All wills and prophecies must be approved by the high school principal. Coordinate the purchasing of class rings and class keys (if the class choses to purchase). All activities must be approval by high school principal. Senior Class A minimum of one money-making activity must be conducted. Elect officers (President, Vice-President, Secretary/Treasurer) at beginning of school year. Supervise all class activities. Conduct meetings as needed. Coordinate homecoming activities for class (float construction/decoration, competitions etc.) Coordinate the purchasing of graduation announcements, caps, and gowns. Conduct meetings as needed. Organize, plan, and attend math competitions. Organize and plan annual field trip. All activities must be approval by high school principal. FFA A minimum of one money-making activity must be conducted. Supervise all organization activities. Conduct meetings as needed. Attend District FFA competitions. Supervise and prepare students for FFA competitions and leadership conferences. Organize, plan, and chaperone trips to State and National FFA Conventions All activities must be approval by high school principal. National Honor Society A minimum of one money-making activity must be conducted. Supervise all organization activities. Conduct meetings as needed. Plan, organize, and arrange Annual Induction Ceremony. Oversee and conduct the voting procedure for potential candidates. Organize and oversee service projects for the school and community. Explore America Organize and oversee all concessions for activities (football, volleyball, basketball, tournaments). Supervise all organization activities. Conduct meetings as needed. Manage money and maintain records for student fundraising activities. Coordinate and organize Explore America trip. All activities must be approval by high school principal. School Annual (Yearbook) Oversee ordering, delivering, ad sales and sales of yearbook. Supervise all organization activities. Conduct meetings as needed. Organize and plan layout of yearbook with annual staff. All activities must be approval by high school principal. Music Director Conduct annual calendar sale upon approval by principal. Supervise all organization activities. Coordinate pep band performance in homecoming parade and homecoming games Coordinate pep band performance at pep rallies Coordinate pep band performance at weekly home games and post-season competitions. (when directed by activities director) Coordinate concerts upon approval by principal. Coordinate district and state music festival solos and groups Arrange practice schedule with students for festival events. All activities must be approval by high school principal. Activity Transportation Because of the legal implications regarding school district responsibilities and liability for any student involved as a participant in a school sponsored extracurricular activity, participating students will be required to ride school-sponsored transportation to and from any activity taking place away from Fairview. This will apply to any student who is a member of a team, club, music group, cheerleading squad, pep bus or any other school-sponsored activity involving students as assigned participants. It does not include student spectators, except those riding on a pep bus. The only exception will be a written request by a parent for their son/daughter to ride with THEM to/from the activity. The parents must SEE the coach/sponsor and sign a release at the time of the request. If for some reason, the parent may want the student to LEAVE an activity with someone other than themselves, a request must be made in writing PRIOR to the scheduled activity and must be pre-approved by the activities director or another Fairview Schools administrator. Any person providing transportation for student activity members, with a specific request from the parent as previously outlined, must meet one of the following qualifications: An immediate family member; sister/brother, grandparent, and/or adult 21 years or older. This person(s) must SEE the coach/sponsor and sign the student out prior to leaving the activity. Any participant who arrives late for a coachs/sponsors announced leave time will NOT be allowed to participate in the activity for that day. IT SHOULD BE UNDERSTOOD THAT: Under no circumstances is a student permitted to drive the vehicle; Students are expected to use seat belts (when available) at all times the vehicle is in motion; Students must comply with ALL School District #3 rules. IF A SCHOOL BUS IS TO BE USED: Students are to remain in seats while the bus is moving, (this must be strictly enforced); Students must properly dispose of all waste material in the receptacle supplied (if food or beverages are allowed on the bus); Students must keep the noise level below that which disturbs the driver; Students must comply with all behavioral requirements of the bus driver, coach/sponsor and chaperone(s); Beverages will be allowed in District vehicles only if they have lids. No dairy products are allowed on the bus. Overnight Trips Students will be given an agenda and a tentative time schedule for student and parent information. Students will be responsible for seeing that their parents receive this information. No student will remove, damage, or deface the property of any motel, restaurant, etc. Riding in vehicles other than school provided or sponsored will not be permitted. It is recommended that Coaches and Sponsors confiscate cell phones prior to lights out. Students then can collect their personal cell phone at the beginning of the next day. Parents will be provided with cell phone number of coach/sponsor as well as the motel number in case of emergency. Lodging When student travel requires overnight accommodations the activities office will make arrangements in advance of the group/team departing Fairview. In severe weather situations, poor road conditions or mechanical difficulties, arrangements may need to be made without prior knowledge. Motel/hotel reservations will be made on the basis of availability, appropriateness and cost. Rooms will be reserved to allow not more than five (5) students to a room, but in all cases, each student will be provided a bed for sleeping purposes. Not more than two (2) students per double bed will be allowed. (Ex. 5 students would have 2 double beds plus one roll-away). Separate accommodations for male and female students will be provided. If any emergency should arise on a trip, (e.g., adverse road conditions, injuries or major infraction of rules), the activities director and/or principal will be contacted by phone as soon as possible. Parents will then be notified by the most efficient method. If there is a major infraction of rules by a student, parents/guardians will be asked to come pick up their child. FAIRVIEW PUBLIC SCHOOLS ACTIVITY RULES Students who participate in any activity at Fairview Schools are required to abide by all district rules and policies. The penalties for non-compliance are contained in the district discipline policy and it is the duty of each student participant and his/her parent to read and understand the rules. All reports of a rule violation will be investigated and dealt with by the respective coach/advisor and activities director/principal. Coaches/advisors may have additional rules for his/her sport/activity. A copy of these rules will be provided for the student participant at one of the first practices. The program of interscholastic activities shall include all activities relating to competitive sport or intellectual contests, games or events, or exhibitions involving individual students or teams of students of this District when such events occur between schools outside this District. All facilities and equipment utilized in the interscholastic activity program, whether or not the property of the District, shall be inspected on a regular basis. Participants will be issued equipment that has been properly maintained and fitted. An activity coach must be properly trained and qualified for an assignment as described in the coach's job description. A syllabus which outlines the skills, techniques, and safety measures associated with a coaching assignment will be distributed to each coach. All personnel coaching intramural or interscholastic activities will hold a current valid first aid certificate. The Board recognizes that certain risks are associated with participation in interscholastic activities. While the District will strive to prevent injuries and accidents to students, each parent or guardian will be required to sign an "assumption of risk" statement which indicates that the parents assume all risks for injuries resulting from such participation. In addition the activity fee must be paid and an extracurricular policy signed by both the student and parent. Each participant shall be required to furnish evidence of physical fitness prior to becoming a member of an athletic team sanctioned by the Montana High School Association (MHSA). A participant shall be free of injury and shall have fully recovered from illness before participating in any event. Coaches and/or trainers may not issue medicine of any type to students. This provision does not preclude the coach and/or trainer from using approved first aid items.
