Fan entry is also at the east end, nearest to the parking lot. Parking Team bus parking will be in a designated area on the North end of the stadium parking lot, next to the Tennis Courts. Field Surface Harry E Lang playing surface is an artificial turf manufactured by FieldTurf. Soccer lines are inlaid in yellow. Team Benches Both team benches will be located on the North side of the field. The Home Team bench will be located west of midfield, and the Visiting Team bench will be located east of midfield. Only participants (coaches, players, managers, trainers, and cheer staff in uniform), non uniformed team members must have a wrist band on to be allowed on the field. Each school will be allowed two field passes for student reporters or photographers. Uniforms The Home Teams will wear light-colored jerseys. The Visiting Teams will wear dark-colored jerseys. Shoes Most of our players wear the same cleats they would use on a natural grass field. No metal, or metal tipped cleats allowed. Dressing Rooms The dressing rooms are located at the stadium, under each grandstand. Home teams will be in the South, under the home team grandstands. Visiting teams will be in the East, under the visiting grandstands. Dressing rooms will be open one hour prior to game #1. For succeeding games, the dressing rooms will be available directly after halftime of the previous game. Teams should plan to carry their bags to and from the field during their games. Administrator Supervision Each school should have an administrator or designee on site to supervise and assist with crowd control. Please enter the names of the supervisors on the tournament information pages located on the WIAA website. The names of the supervisors will be placed on a pass list. Only those supervisors, whose names appear on the pass list, will be allowed free entry. Once on site, the head supervisor should check in with the tournament manager. Pre-game Schedule Pre-game warm up will be a minimum of 15 minutes. If time allows, teams will be given up to 20 minutes of pre-match warm up time. If extra time is needed, teams may warm up on the grass fields adjacent to the stadium. Do not have your players warm up on the track surface of the stadium. The following time schedule will be kept, using the stadium scoreboard clock: Five minutes remaining teams line up at their respective team benches Four minutes remaining introduction of officials Three minutes remaining Team introductions, as follows: Visiting team reserves, starters, and coaches Home team - reserves, starters, and coaches When introduced, individuals should run from the sideline to the 40 yd line and face the middle of the field Two minutes remaining Teams turn to face the American flag on the East end of the field. The National Anthem will be sung or played before each match. One minute remaining teams face each other and advance to midfield to shake hands before returning to their bench Note: The stadium scoreboard clock will be set with the five extra minutes to allow for introductions Awards Academic State Champions The soccer team with the highest team grade point average in each WIAA classification will be presented a plaque in recognition of academic achievement. If one of the teams in the tournament is a recipient, the presentation will take place prior to the Saturday game during team introductions. If the recipient is not a tournament participant, the presentation will take place during half time of the championship match for their classification. Participation Certificates All participants in the state tournament will receive participation certificates. These certificates will be issued to the coach at their first pre-match meeting. Trophies Trophies will be awarded to all teams, 1st through 4th. The trophies will be presented at the conclusion of each match on Saturday. A WIAA traveling trophy will also be presented to the championship team. Banners Only one official school banner made of cloth or vinyl may be posted for the event. Balls All WIAA tournament matches require the team to use the Baden SX751 Perfection Elite. The WIAA will be providing the tournament soccer ball. Brackets The 2009 Soccer brackets are available on the WIAA website  HYPERLINK "http://www.wiaa.com" www.wiaa.com . An up-dated bracket will be displayed on-site, and will be presented to the champion of each classification as part of the post-game awards ceremony. Clock The official time will be kept on the stadium clock. National Anthem The National Anthem will be played prior to each game as part of the team introductions. Crowd Control Security and site supervisors will be provided. Crowd control is the responsibility of the participating school supervisors. Ball Holders The site manager may provide Ball holders. If you have some students or siblings that would like to be ball shaggers, have them check in with the tournament manager when they arrive at the game. Concessions Concession stands will be operated under the management of the tournament manager and the school district hosting the event. Programs and apparel will be sold by the WIAA. Fan and Student Spectators The tournament manager will assign each participating school a rooting section. The supervision of this section will be the responsibility of the school. Spectators are not allowed on the playing field at any time, and are required to stay behind the fenced areas at all times. Half Time Intermission The half time intermission shall be 10 minutes. Lodging A listing of motels is available on request. Match Rules The 2008-09 National Federation rules will be in effect with the following exceptions: Each school will furnish their own warm-up balls. Tie Matches In all State playoff games the method of breaking ties will be as follows: Two (2) sudden victory five (5) minute overtimes. A coin toss shall be held prior to the first overtime as per NFHS Rule 5-2-2. At the end of the first overtime period, teams shall change ends. If still tied at the end of the second overtime, penalty kicks will decide the outcome. The head referee shall choose the goal at which all of the kicks from the penalty mark shall be taken. Each coach will select five (5) players, including the goalkeeper, on or off the field (except those who may have been disqualified) to take the kicks. A coin toss shall be held as in rule 5-2-2 with the winning team having choice of kicking first or second. Teams will alternate kickers. There is no follow up on the kick. The defending team may change goalkeepers prior to each penalty kick. Following the five (5) kicks, the team scoring on the greatest number of kicks shall be declared the winner. If the score remains tied, each coach shall select five (5) different players than the first five to take kicks in a sudden victory situation. Officials Four (4) WOA certified soccer officials will be assigned to each match. Officials are selected by their association to work at this tournament and are assigned by the WIAA. The officials will be head referee and two assistant referees along with a fourth official who acts as the timer and scorer. Official assessors may also be assigned. The assessor will provide the WIAA with an independent evaluation of the tournament as a WIAA event. Pictures The WIAA has contracted Northwest Sports Photography to be the official photographer for the state tournaments. A photographer will take a team picture approximately one hour before your teams first match on Friday. One complimentary 8x10 picture will be given to the school. Players will be able to order additional copies. Pre-Match Official's and Coachs Meeting The tournament manager will meet with the participating schools head coaches, officials, assessor (if assigned), and WIAA representative (if present) one hour before their first match starting time on Friday. The agenda will include: introductions, medical aspects, warm up procedures, pre-match procedures (including introductions, starting time, tie-breaker procedures, review rule issues, instruction for sideline ball holders, games committee, sportsmanship, and other items of interest). No meeting will be held on the second day. Pre-Tournament Practices There will be no scheduled practice times at Harry E Lang stadium. You can arrange a practice time with surrounding local school districts, i.e. Franklin Pierce, Curtis, Tacoma. Pre-Match Supervision Meeting The event manager will review supervisor expectations and issue supervisory passes at a meeting with the schools head supervisors 30 minutes prior to the specified first match starting time for that team. The supervisory list is limited to four people. Supervisors are required to sit in the student section representing their school and assume the responsibility of maintaining a sportsmanlike atmosphere. All spectators must remain behind the fenced areas of the playing field. No spectators are allowed on the sidelines or playing field before or after the match. Program Information The roster, team information, and season information sheets to be published in the State Tournament Souvenir Program are available on the WIAA Website @  HYPERLINK http://WWW.wiaa.com WWW.wiaa.com. Radio and Television Coverage Stations wishing to broadcast or televise the match must have the prior approval of the WIAA. Team Personel 22 Players, players must be in uniform to be admitted into the stadium and onto the field. 6 Designated school personnel (Coaches, managers, statisticians, medical, etc.) These people will have a wrist band for admission to the field. Sportsmanship Medallions After each semi-final match, tournament officials will award two sportsmanship medallions to players who displayed good sportsmanship throughout the match. Official Scorer The official scorer will verify each teams complete lineup, record all scores, record the number and reason for all players cautioned and disqualified, and will obtain the head referees verification of a score. The fourth referee is the official scorer. Team Physician/Athletic Trainer A tournament medical authority will be available during all tournament games. If a team will have a team physician and/or athletic trainer in attendance, please complete the attached form and present it to the tournament manager upon arrival at the site. The tournament medical authority will make the final determination regarding return to play. Video Taping/Filming All filming will be done from the spectator seating area. No special arrangements will be provided to schools. Duties of School Supervisors Report to the tournament manager at least 30 minutes prior to their teams first match. Must wear supervisor identification so that it is visible and easily seen. Sit with your schools student body and fans while your team is competing. Be active and visible in the cheering section with your student body and fans during all contests in order to discourage problems Be willing to approach students and/or community representatives who display inappropriate behavior. Notify tournament staff of potential problem individuals. Be of assistance as requested by facility security staff or tournament management staff. Be sure aisles and stairways are kept clear in the stands. Keep your students and fans from entering the playing surface. Assist in the orderly flow of traffic of fans entering and exiting the facility. At the conclusion of your game, assist your schools students and fans in leaving the bleachers.
