PRACTICAL EXERCISE 2 TRAINING EXERCISES TSP 181-A-1001 EXERCISE #2: 15 minutes ( The Rules of Engagement for the Peace Enforcement Operation on which you are deployed define a detainee as “a person involuntarily taken into custody for murder, rape, aggravated assault, or any act or omission as specified by the Task Force Commander which could reasonably be expected to cause serious bodily harm to (1) civilians, (2) non-belligerents, or (3) coalition personnel.” Given that the Geneva Convention on Prisoners of War does not apply to these persons, describe the rules you would establish to govern their treatment by soldiers under your command.
