PAGEREF _Toc475813101 \h 30GENERAL PROVISIONS The ToR herein regulate the work on repair and maintenance of FOCL, certification of individual cable sections and the work on taking inventory stock in CPC-K cabling infrastructure.JSC Caspian Pipeline Consortium-K, hereinafter referred to as the Customer is represented by CPC-K telecommunications group. Contractor is a company selected to carry out repair and maintenance of FOCL, as well as to engage into certification of individual cable sections operations and taking inventory stock of CPC-K cabling infrastructure.The Contractor proposal should include ad hoc project cost estimates for each type of work individually for each regionIn case of necessity Contractor should request sending Technical specifications from the Telecommunications group for the project work before engaging into operations.The Contractor provides CPC-K Telecommunications group with the following information:A certificate on instrument availability to service FOCL and communications systems indicating the type, name, model and the time of manufacture, as well as the date of the last validation;A certificate on available equipment indicating the manufacture year;Information confirming the competence level of the technical personnel to be engaged into carrying out work (Certificate of Education, competence certification, certificates on graduating professional training courses, the certificates granted by oversight inspectorates, etc.). The rates on work on introducing adjustments into as-built documentation in initial formats (PDF, AUTOCAD, Visio, WORD) reflecting corrections to be introduced into a Changes Sheet for each registry document should be submitted in the technical bid proposal of Contractor and contain information about the labor costs expressed in man/hours.The rates on equipment repair should be submitted by Contractor according to the registry of the equipment used (see Addendum No. 2, the REGISTRY OF DOCUMENTATION) for the following options.Option 1. Provides for repair when the Customer sends a faulty equipment to the Contractor factory; the physical replacement of the faulty equipment is made by the Customer independently after receiving repaired equipment from Contractor. The place of delivery of equipment from repair: Atyrau, CPC-K Office.? Transportation costs to send the equipment to repair shop are born on the Customer. Transportation costs for transferring equipment from repair shop are borne on Contractor. All customs duties are paid by Contractor.Option 2. Provides for replacing failed hardware by Contractor restoring the full functionality of the equipment at the Customer site. All transportation costs and customs duties associated with delivery of the equipment are born by Contractor.The Contractor provides for the cost estimates for both options accounting for the logistics and transportation costs. The Addendum to the cost estimating documentation should provide the justification for the cost of materials and equipment quoting the price of provider (a manufacturer or an official dealer), providing for detailed description of the technical specifications and functional parameters of equipment shown as material data sheets for equipment and materials in scope sufficient to verify the cost estimates made. Generating bill of works. The bill of works should be issued as a separate package (volume) having the facility cost estimate and its explanatory note translated into English.Repairing equipment will be covered by a separate work order.The Contractor develops and approves the repair procedure with the Customer. The cost of repair procedures should be taken into account for both options. Following the repair activities the diagnostic and fine-tuning procedures should be provided by Contractor documenting the results obtained in Certificate of accomplished repair jobs.The Contractor should issue a warranty term for the repair jobs indicating the warranty term in the commercial proposal.The format of the commercial proposal on repair jobs is given below.NoName of equipment per the registryPart number/Factory numberCost of repair according to Option 1(with reference to the estimated calculations)Cost of repair according to Option 2(with reference to the estimated calculations)The warranty period for repaired equipmentRepair termCommentsIn case it is not possible to arrange for repair or when restrictions limit the term associated with line item specified in the registry the Contractor is introducing explanations into the Comments field.REQUIREMENTS TO GENERATING DETAILED DOCUMENTATION AND MANAGING CONSTRUCTION JOBS The generation of detailed documentation and making repairs of the cabling infrastructure is made for each line item in punch list compiled by the Customer.Generation of detailed documentation and repair of CPC-K telecommunication cable to in the areas of crossing water bodies, railway and automobile roads using HDD technique method in the trunk pipeline sections should be made by organizations having appropriate licenses or permissions to engage in this type of activity. It is possible to involve pre-qualified subcontracting organizations to work for CPC-K Telecommunications group.The Contractor should conduct a mandatory survey and generate detailed design documentation for each site using punch list generated by CPC-K visiting the site of future works.The results of surveying the work site should be used to execute the Certificate of survey and the certificate clarifying the location of CPC-K communication lines.Preparing the detailed design documentation to proceed with protection of CPC-K telecommunication cable should account for validation of the punch list required to determine the as-built depth of laying the telecommunication cable. The work in the communications security areas are permitted against effective CPC-K work order with obligatory attending the activity site by a representative of Operations Department of the relevant region. Before starting the work the permit to proceed with excavation work should be issued. The invitation of a representative of CPC-K Telecommunications group should be made using a written request no less than 5 working days prior to commencing the work. CPC-K telecommunication cable should be protected meeting the requirements set forth in SNiP 2.05.06-85*, SNiP III-42-80, and SNiP 11-01-95. All drawings compiled to proceed with work should be previously agreed with all relevant functions, land users and owners of communications in the area the work is planned to be conducted. The executors of work bear complete responsibility for completeness of decisions made. In case an additional crossing, change in clearance, change in crossing conditions is required to be set up or when there is a requirement to set up a new crossing with telecommunications cables without prior survey, it is required to conduct additional survey sessions and get permission from experts of the Telecommunications group with issuing relevant certificates. The following detailed design documentation on repair activity should be submitted for approval into CPC-K Telecommunications group in Operations Department of the Eastern region in order to proceed with production of work: WEP (the work execution plan) featuring section describing implementation of protection CPC-K telecommunication cable;The horizontal alignment and road cross section in the area of crossing with CPC-K telecommunication cable (if required);Certificate on as-built location of the route CPC-K telecommunication cable approved by the regional engineer;Copies of detailed project design documentation. All earth works dealing with determining the location of the telecommunication cable inside the right of way of the pipeline (closer than 25 m to TPL center line) should be planned in detailed design documentation using manual method without application of percussive mechanisms; the work should be conducted under supervision of a representative of the Department of technology and CPC-K Telecommunications group. The right of way of CPC-K FOCL cable coincides with the right of way of the trunk pipeline.The work undertaker selected to conduct the project work should have trained and certified personnel and equipment having effective validation on the time of production of the work entered into the state registry. Certification of technical devices used at hazardous production facilities should meet the effective requirements. Before engaging into activities all earth work should be agreed by the work undertaker with land owners and with relevant functions. The Contractor should make all types of work provided in detailed project design documentation, as well as ensure the temporary protection of CPC-K telecommunication cable right of way from potential damaging by moving heavy construction equipment. The traffic of heavy construction equipment is prohibited in the telecommunication cable right of way. Prior to starting work the Contractor should get familiar with location of the underground cable route, with signs designating the work site and got orientation on the sequence of making work using manual techniques inside CPC-K telecommunication cable right-of-way.Excavation of the ground inside the right of way of FOCL cable is allowed only using shovels without making sudden jolts. Use of percussion tools (iron bars, pick axes, pneumatic tools, etc.) IS PROHIBITED.It is required to comply with GOST, SNiP, Industry-Specific Construction Standards (VSN) and regulatory documents effective at the territory of the Republic of Kazakhstan while conducting operations.REQUIREMENTS TO COMPILING WORK EXECUTION PLANThe work execution plan (WEP) is one of the basic documents in construction and upgrading the process telecommunication networks in CPC-K. WEP should be developed by immediate work executor.The work executor should provide detailed instructions on implementing all types of work at the site outlining them in the Work execution plan.WEP should be developed accounting for complexity of the construction site and the project degree of detail; it should also depend on the types, on scope and work specificity to be covered by WEP such as the following:the area of application (with definition of the types of work and specificity of the construction site);the organizational and process work sequence (to be outlined in work execution plans consisting of several different types of works that are unified on the process basis, as well as works conducted at elevated complexity facilities, works comprising large scope of construction and at the high-tech facilities);guidelines on specific production of works (process activities and regulations) set out for each type of work to be made at the site including the work to be done during winter months indicating the critical factors affecting the quality of work;the bill of machines and equipment used;the process packages to conduct works; guidelines on storing materials;activities on fire safety;activities aimed at environmental protection;requirements on safe labor practice for each type of work to be met on site. Addenda include lists of persons familiarized with WEP, with issued Technical specifications, coordination sheets, licenses and certificates of construction and assembly organization, certificates on qualification to engage in work and other documents referred to in Item 4, with materials not developed by the author of the project design, but having direct relevance to WEP at discretion of the Customer or WEP developer.?The text and graphic materials should be made on sheets having standard format according to GOST 2.301-68 Unified system for design documentation (ESKD). The sheets should be formatted (A0, A1, A2, A3, A4) having the frame and stamp per format established for each sheet according to GOST 21.101-97, Addendum E.It is required to follow GOST 2.105-95 General requirements for text documents in generating WEP; in particular it is required as mentioned in Item 4 to be consistent with a unified sequence of numbering chapters, sections, items and sub-items throughout all sections comprising WEP. The same approach should be used in numbering explanatory note, tables, diagrams, pictures, etc. within the WEP scope.Drawings of the graphics part (plans and cross sections) should be made in scale as recommended in GOST 2.302-68 USDD. Scales. As a rule, the telecommunications master plan is generated in a scale of 1:200 and 1:500. The process scheme can be depicted in drawings using arbitrary scales, subject to keeping the basic proportions and specifying the actual size, marks, etc. according to GOST 2.701-84 Schematic diagrams. Kinds and types. General requirements to make drawings.The development and composition of work execution plans using the lifting mechanisms as well as separate sections comprising WEP having the same process logic using lifting mechanisms is regulated by requirements set forth in Guiding documents (RD) 11-06-2007 Methodological recommendations on procedures to develop project designs to execute work using lifting machines and process charts describing loading and unloading operations. A special attention should be given to the problem areas in developing and verifying WEP.It is PROHIBITED to engage in work execution at CPC-K facilities having process networks without compiling WEP and without approving it with CPC-K Telecommunications group.SUPERVISING WORK EXECUTIONDuring repair, construction and assembly work Customer should engage into active monitoring operations. All work should be carried out with high quality standard complying with requirements on keeping workplace tidy, clean and litter-free.During construction all debris and material residue should be removed from the work area. Driveways, passages and working places should be cleaned on a regular basis, they should be free from clutter; in winter months driveways, passages and working places should be sanded or covered with furnace cinder.The Contractor provides containers to collect and segregate waste, debris, oily and used rags other waste materials. Metal (garbage) containers should be used with timely emptying. Waste materials and other debris should be removed from worksites on a frequent and regular basis in accordance with procedures approved. The Contractor is responsible for the storage of hazardous waste materials until they are removed from the site.It is prohibited to discharge, bury, burn or dispose of chemicals in the work area using other techniques. Disposing combustible wastes through transporting them to the solid waste dump site can be made only against Permits issued by local inspectorates.Materials, assembly units, structures and equipment should be stored in areas that do not block traffic; the storage should be conducted in a manner providing easy site cleaning. A thick protective coating should be installed in areas with operating equipment that can potentially be leaking or causing other damage to the floor surface; the flooring should be made from fire-resistant oil-tight materials; these floorboards should be installed between equipment and the floor surface coaching coating to ensure that neither oil nor the grease contacts underpinning concrete surface.All cables, extensions and similar materials should be accommodated in a manner preventing blocking access roads and allowing cleaning the site to keep it tidy.The Construction Contractor should develop a Program to ensure the quality of construction comprising techniques of quality management or plans of engineering supervision and testing that can be used to ensure attaining the high quality standards in construction and installation work. The program to ensure the quality of construction to be developed by Construction Contractor should be based on the Quality Assurance Plan (RE001A-00-00P-014) developed for Expansion Project.The quality assurance programs developed by Contractors on construction should contain the following basic techniques dealing with quality management and regulating the following activities:execution of work in compliance with the project documentation, work execution plans (WEP) and with process regulations;keeping the log book in accordance with requirements set forth in SNiP 12-01-2004, as well as in accordance with the building regulations and rules effective in the Republic of Kazakhstan; conducting operations of acceptance test and operational test relevant to process operations;identification, limitation and settling deviations from norms and rules including conducting corrective actions to prevent repeating the same situations;examination of compliance with design and cost estimating documents in order to ensure application of the latest version;supervision of operations and validation using measuring and testing instrumentation;setting out specific job responsibilities, the areas of competence and organizational structure for entire quality assurance staff. In addition to the methods having general nature named above, the quality assurance program developed by Contractor should contain the methods to manage work quality. These special methods of quality assurance include the procedures of performing such works as:determining PPP sealing and generating Certificates of relevant tests;implementing telecommunication cable inspections, testing and generating Certificates for these tests;gathering documents to account for components including monitoring use of materials and items consumed;making quality tests in welded optical junctions involving qualified staff;conducting activities on surveying the status of cable racks and trench backfilling including inspection of material making the bedplate to underpin pipes;updating the documentation on certification of the workforce;conducting operations control including development programs and techniques to control tension of routed optical cables and maintaining the proper level of personnel training;updating the log book of welding work conducted in optic distribution boxes or optical closures;conducting engineering inspection and testing during manufacturing necessary connecting structures and cables associated with issuing proper documents;conducting engineering testing the coating and thermal insulation properties with issuing proper documents;conducting operations on material and equipment mothballing and updating proper documents;engaging in electrical installation and testing electrical equipment and generating test certificates;validating testing and measuring systems including updating the log book on the system checkup and circuit monitoring;checking the entrances made and updating the log book of the technical condition of buildings and metal structures;issuing the final acceptance-delivery certificates.Involving subcontracting companies in building activity is allowed only after getting a prior agreement from CPC-K Department of Technology provided that Contractor proves the qualification of specialists to be involved to assure the quality of construction and installation works.ELECTRICAL GROUNDING AND PROTECTION REQUIREMENTSAll grounding and connection methods, all decisions taken by Contractor should be consistent with provisions of the document TIA/EIA-607 Requirements to grounding and connections made to the chassis of telecommunication equipment installed in industrial buildings, RD 45.155-2000 Grounding and bonding optic fiber transmission lines developed at sites having wired lines as well as with the industrial GOST and SNiP and NEBS Level 3. Contractor should provide for grounding and bonding connections for all repaired, upgraded and installed equipment, units and materials in accordance with provisions of RD 45.155-2000.Frames of equipment and equipment installed in transmission systems and the metal part of the cross, i.e. all equipment installed should be connected using bonding conductors with existing grounding network developed at each CPC-K site.If necessary, based on results of survey and review of recent certificates confirming measurement results made in existing circuits, the Contractor should provide for installing extra equipment or re-configuring the existing grounding circuit. All solutions on design of the grounding system should be agreed with CPC-K Operations pliance with requirements set forth in RD 45.155-2000 is a necessary condition to bring the electromagnetic background at CPC-K sites to the level recommended by ITU-T (K.34 [1]), as well as by standard ETS 300 386-1 [2], which, in turn, is essential for achieving stability and electromagnetic compatibility of the whole set of FOTL equipment. REQUIREMENTS TO PRODUCTION OF WORKSFire protection measures.To ensure the fire safety the personnel engaged in work in proximity to the operating pipeline should undergo safety orientation and comply with requirements set forth by PPBS-11-98 Fire safety regulations of the Republic of Kazakhstan approved by the Ministry of Industry and Trade and agreed with the Department of the State Fire-Fighting Service of the Committee for Emergency Situations of the Ministry of Internal Affairs of the Republic of Kazakhstan.The materials and techniques applied to localize potential fire should meet the requirements specified in TIA/EIA-569 standard.The safety rules to follow during construction and installation work.The entire personnel engaged in construction and installation work should undergo an additional briefing on the safe work practice and comply with the following requirements to ensure safety in operations dealing with construction and assembly operations:Occupational safety rules during operations carried out on cable communication lines and in wired broadcasting lines (in broadcasting systems) POT RO -45-007-96 Moscow, 1997.Safety in developing linear structures, VSN 604-11-87; Safety in construction industry, SNiP.12-04-2002 (Part 2); Safe labor practice in construction industry, SNiP 21-30-2001 (Part 1). On engaging in work the following internal guidelines documents of CPC (VRD) should be complied with:VRD CPC-R 107* The specification on the structured cabling system (recently approved edition).VRD CPC-R 108* Guidelines on technical operation of FOCL CPC-K (recently approved edition).The responsibilities of the Person supervising the work.The Contractor is liable for any damage inflicted to any communications, structure, equipment and/or other CPC property during work undertaken as well as for interruption of parallel jobs. The Contractor is responsible for managing all risks associated with construction and installation work dealing with CPC-K FOCL cable crossing comprising the following:mechanical damage, cable or protecting pipe rupture during working operations; stretching applied to the cable due to non-compliance with the work standards;other changes in technical specifications of the cable caused by non-compliance with the work standards resulting in FOCL malfunction;all costs and damages on recovery of the operational status of FOTL;the duties to organize and carry out ERW will be undertaken by Contractor, by the Work Undertaker engaged in cable crossing operations.The Contractor is obliged to set up the work to bring all deviated parameters of the communications systems back to normal including work on installing the permanent intermediate cable (if required - a provisional cable section) having length 200 m and longer depending on the damage location in case of non-compliance with requirements to be complied with by Contractor engaged in work on backbone FOCL, in case Contractor violates the Technical specifications on cable crossing resulting in altering the performance of the cable telecommunications systems, resulting in ground subsidence, in rupture and/or damage of the cable and/or PPP pipe, as well as in case of other negative work outcome. The composition of the intermediate cable is as follows:single mode optical cable having capacity of 36 fibers and having length depending on the nature and place of damage; the cable grade and exact length subject to replacing in the damaged area should be rectified with CPC-K Telecommunications group;protective polyethylene pipe PPP (ZPT NG), OD 40 mm having wall thickness of 3.5 mm made from HD polyethylene having silicon coating in the inner surface, produced by company Sitel or CJSC Plastkom, having length 100 m and more depending on the place to develop the cable insertion and the two junction boxуs to the pipe;two pipeline optic chambers KOT-2 per TU 2248-001-47025792-00 manufactured by Company Tverturboplast Ltd.;two optic junction boxes of MTOK-B1/216-3KT3645-K-33-CPC-K typethe assembly work on FOCL cable should involve fiber welding using the latest models of welding machines;no less than two electronic markers of 3M1255 type;making measurements and generating certificates for the whole cable section involving compiling and delivery of as-built documentation set forth in RD 45.190-2001 (the model program acceptance tests per UKE FOTL);financing, enraging in ERW in the shortest time possible, developing the full scope of work activities and getting required permits, licenses, validated measuring equipment, materials, equipment, trained and certified personnel and other required means to proceed with ERW. All mentioned above and listed below including but not limited to: cable inserts having appropriate telecommunication cable, PPP pipe, ultrasonic inspection tool, cable manholes, closures, electronic markers 3M 1255, optical fiber splice organizers, splice protection kits, OTDR, welding machines, optical laboratories and other equipment and materials required and sufficient to conduct ERW will be covered by the Work undertaking Contractor funding. All ERW operations should strictly comply with the process requirements of the Guidelines to operate CPC-K FOCL. In event violations of the work process result in altering parameters of the telecommunication systems and on request of CPC-K telecommunication engineers the Contractor is obliged to make measurements using Brillouin scatterometer; in so doing all costs on making these measurements are born on Contractor undertaking the work.Deliverables.The composition of delivered materials and documents should comprise all documents and index sheets listed in this subsection: Documents and drawings along the pipeline route indicating the telecommunication cable routing, drawings of intersections, layout diagrams, certificates to document access work, certificates indicating installation of the markers of the Baltic system coordinates, and other documents.A copy of as-built documentation should be submitted to the CPC-K Telecommunications group within one month after finishing the construction work dealing with setting up cable crossing. REQUIREMENTS TO OPERATION COST ESTIMATINGContractor should provide the following cost indications in bid proposal: Cost estimates for operations specified in Table 1 (WORK BREAK DOWN). The estimates should be calculation using cost plus method providing the following:an underlying line item breakdown (payroll and tax, materials, machines, mechanisms, etc.);proof of the cost to generate materials and documents;information on professional and skill level of each brigade member, information on machines and mechanisms used, the duration operations indicating labor in man-hours and machines/mechanisms work in machine-hours, as well as on consumption of material resources;references on regulatory documentation, on regulatory production technology, on production and cost estimating norms;estimates of additional costs (mobilization/demobilization, travel costs and etc.) with confirming documents.The prices for delivering a unit of assembly materials specified in the following Table 2.
