Director Information TechnologyReports toChief ExecutiveDirect reportsHead of Supply Chain Information; Head of Business Intelligence; Head of ICT OperationsBandVictorian Public Sector Commission - Public Entity, Senior Executive (Service 1)Position SummaryThe Director Information Technology is part of the Executive Leadership Team (ELT), reporting to and advising the Chief Executive and is expected to be part of broader strategic development of HSV.The Director Information Technology as part of the ELT will support the Chief Executive in growing the capacity, capability, culture and maturity of HSV and delivering the annual business plan. The Director Information Technology is responsible for the leadership and management of the Information Technology Directorate to provide, operate and maintain Information and Communication Technology (ICT) facilities, equipment, and services to support the HSV strategy and deliver sustainable solutions. The role is responsible for all aspects of technology and information management and control, including strategy, supervision of the Information Technology Services employees, preparation and management of budget, recommendations for technology acquisitions and development of guidelines, standards and procedures.The Director Information Technology Services oversees the provision of ICT support for all ICT and Information Management systems. The role has a significant focus on internal and external stakeholder relationships, Supply Chain related ICT strategy, Victorian state-wide ICT solutions, Business Intelligence, Data Management. The Director Information Technology plays a key role in combining business and technical skills with a deep understanding of organisation and its context. The Director Information Technology will carry accountability for development, operations and project delivery relevant to the role, with responsibility for approved budget including a substantial portion allocated to capital expenditure.Specific Duties and Accountabilities ICT Strategy Develop, implement and periodically review an over-arching ICT Strategy (Roadmap) aligned to the Whole of Victorian Government (WoVG) ICT Strategy, broader business strategy in consultation with internal and external stakeholders and taking into account the Strategic Plan, Risk Profile and core activities of HSV.Work with other members of the ELT to identify how ICT can help HSV achieve its business and financial goals.Support the program of key HSV ICT projects.Anticipate trends in the market place with regard to technology and assess applicability to HSV and its customer base.Conduct research and provide business cases to ensure HSV is considering and utilising appropriate new technologies and best practices.Undertake specific projects to meet organisational and stakeholder needs in consultation with the Chief Executive and the ELT.Value Delivery ICT SupportSupport other HSV divisions to identify short, medium and long term data and system priorities and develop an agreed plan to implement improvements across the Victorian public health service network – centralised, regionally or local.Implement initiatives and actions and, where applicable, report progress to the Chief Information Officer of the Department of Health and Human Services.Lead, contribute to and manage holistic solutions and advice for cataloguing, data management and reporting challenges and to reform the way in which HSV shares data with Victorian public hospitals and suppliers.Ensure internal HSV information management processes align with appropriate national standards (e.g. Australian Digital Health Agency (ADHA) and GS1).Commence the development of a plan for HSV to maximise the benefits for the state from analytics on purchasing information from health services.Support stakeholder consultation, planning, ongoing opportunity appraisal, prioritisation, resource mapping and business case(s) development associated with Supply Chain initiatives.Support relevant solution development, sourcing, implementation, and ongoing management of all ICT initiatives related to the state-wide health supply chain reform agenda.Work with industry leaders to identify, develop and implement best practice solutions and tools to support Victoria’s Health’s procurement and supply strategies. Provide market intelligence and benchmarking data for spend categories.Support where appropriate scoping, sourcing, implementation and embedding of new functionalities (procure to pay, warehouse and logistics management solutions) as a part of the state wide supply chain reform agenda. Ensure that the benefits of a new fully automated solution are clearly articulated, deliverable and measurable - including benefits relating to an improved control framework, lower levels of administrative effort and much better access to spend information.Drive continuous improvement of processes and methodologies in collaboration with procurement and supply teams. Maintain overall ownership of procurement and supply systems and processes to ensure that customer needs are met (working closely with regional teams).National and State-wide InitiativesWork with HSV’s customers and partners to identify and realise opportunities for qualitative improvements supported and enabled through better use of ICT and Information Management.Promote the use of best practice Information Management standards within HSV and across Victorian Public Health.Work with industry partners to achieve agreed strategic goals. (eg National Product Catalogue and the use of GS1 standards).Participate in and contribute to National and Victorian strategic groups and committees.Data Management/Business Intelligence Capability Development and Implementation Develop, implement and periodically review a Data Management Strategy.Implement and maintain the Data Governance Framework throughout HSV.Has overall responsibility for Information and ICT Security within HSV and will undertake regular security monitoring of HSV’s ICT infrastructure to determine the threats and potential vulnerabilities facing HSV. This will also be reported to the ELT and the Board on a regular basis including any remedial action required.Work with operational and functional areas to identify, scope and develop ‘Business Intelligence’ solutions to enhance analysis, reporting capability and efficiency.Lead and manage the Information Services team to provide strategic and holistic solutions and advice to cataloguing, data management and reporting challenges and to reform the way in which HSV shares data with Victorian public hospitals and suppliers.Ensure internal HSV information management processes and security align with appropriate national standards (e.g. Australian Digital Health Agency ADHA), GS1 and Victorian Protective Data Security Standard) Accountable and responsible for the associated data sets per the Data Management StandardCapacity and Capability Develop and improve HSV’s ICT services and support.Develop Information Services staff to meet their potential and HSV needs.Work together with other HSV Divisions to improve processes and ensure HSV maximise ICT and Information Management opportunities.Drive or be a key contributor to crucial ICT-related projects which are essential to the strategic and operational objectives of the organisation.Continue to maximise ICT assets (e.g. the VPCS, HSV website, Strategic Sourcing Suite) and promote their value and uptake.Develop and improve HSV’s ICT systems and services to mitigate risk. E.g. Disaster Recovery/Business Continuity capabilities and ensuring ICT systems and information are secure.Develop and improve HSV’s ICT systems and services to maximise the values of emerging technologies. E.g. Cloud computing, digital applications.Business Continuity PlanningAct as the Recovery Manager in a Business Continuity Planning activation situationDetermine incident?scope and impact;Initiate an appropriate response, including convening the Recovery Team membership appropriate to the disaster event;Provide Updates on progress to Continuity Manager (Director Finance, Risk and Governance) and Chief Executive;Provide direction to the Recovery Team;Obtain updates and advise Recovery Team of CEMT (Crisis and Emergency Management Team) decisions and priorities;Attend BCP status meetings;During the Continuity Phase oversee implementation of contingencies and processes / manual workarounds to maintain the required level of critical business functions.Conduct the BCP debriefing session.Participate as a member of the Crisis and Emergency Management Team, undertaking activities including:Ensuring staff and public safety following a disruptive event.Supporting initial activity recovery processes.Maintain oversight over control and recovery processes.Participate as a member of the Recovery Team, undertaking activities including:Coordinate activity to restore access to business functions during a business continuity event;Resolve the cause and/or limit damage where safe and practical;Inform the CEMT via the RM on progress.Protective Data Security Plan ResponsibilitiesAssign an appropriate classification to HSV Data.Assign day-to-day administrative and operational responsibilities for HSV Data to one or more Data Steward (Responsible).Approve standards and procedures related to day-to-day administrative and operational management of HSV Data.Determine the appropriate criteria for obtaining access to HSV Data.Ensure that Data Stewards (responsible) implement reasonable and appropriate security controls to protect the confidentiality, integrity and availability of HSV Data.Understand and approve how HSV Data is stored, processed and transmitted by HSV and by third-party Agents of HSV.Defining risk tolerance and accepting or rejecting risk related to security threats that impact the confidentiality, integrity and availability of HSV Data.Understanding how HSV Data is governed by HSV policies, DHHS, state and commonwealth regulations, contracts and other legal binding agreements.ManagementContribute to the Executive Leadership management support to employees on matters relating to their employment including but not limited to training, leave and complaints.Contribute to the authoring and implementation of the HSV business plan.Report to the HSV Board and other appropriate committees as required.Prepare and manage the Information Technology Services budget.Undertake other tasks or responsibilities as agreed with the
