The s t a t e o f t h e a r t o f Portland cement concrete pavement evaluation i s reviewed w i t h emphasis on t h e methods applicable t o t h e urban freeway environment. Methods are recommended f o r t e x t u r e eval uation, v o i d d e t e c t i o n and c o n d i t i o n surveys. Data a n a l y s i s methods useful f o r t h e development o f pavement performance models are presented. The o v e r a l l framework f o r l i f e c y c l e c o s t (1CC) analysis i s described w i t h recommendations f o r t h e development o f a LCC method f o r t h e A r i z o n a Department o f Transportation.
