C: IEEE 802.18 have some late breaking documents from ITU which will be discussed in the IEEE 802.18 group this week, including those about White Spaces, including a short video from the FCC chair. It appears that the FCC definition of White Spaces is expanding. There will be some similar discussions in the 2nd IEEE 802.11 Regulatory SC this week.

13. IEEE 802.11 liaison to Wi-Fi Alliance (slide #21)

1. Chair: IEEE 802.11 sent a liaison regarding the HEW SG uses cases to the Wi-Fi Alliance. We have received a reply, but unfortunately it has a copyright statement, which means we can’t post it to the IEEE 802.11 document server at the moment. We hope to resolve this by the end of the week.

14. IEEE 802.11 Mid-week Plenary topics (slide #22)

1. Chair: There are various topics for the mid-week plenary.

15. IEEE 802.3 request (slide #23)

1. Chair: This is a request from IEEE 802.3 regarding some of the HEW SG use cases.

2. They worked on a liaison response to the HEW SG.

4. Question (Q): The last system we heard about, what pre-11af. How far has this system been developed since then?

1. VC1: This is about changes to the 5 Criteria (5C) and other rules changes.

5. Q: In the PAR review session, the question of quorum in the LMSC rules was mentioned.

6. VC1: In the working group P&P, it talks about voting when quorum is present. The clause about having quorum in a plenary is now missing.

7. VC1: So, at the moment, I can’t find where this has rule has gone.

8. C: Ok, but I just wanted to make everyone aware that there is still an issue about quorum in interims and plenaries.

1. VC1: We have generated some comments on the 8 PARs from the other working groups and is posted in this document.

1. VC2: This is a summary of a project I started to correct the metadata in many documents on our servers. After some crowd sourcing (using on online spreadsheet), everything has been corrected.

5. Chair: This will be debated in the EC meeting this afternoon.

6. C: As there is a lot of participation from IEEE 802.11, I think this arrangement is good.

7. C: Please note that this is wish list.

8. C: I think if we have reciprocal credits with IEEE 802.11 and OmniRAN, then it should really be between IEEE 802.11 and IEEE 802.1.

9. Chair: However, we can only control attendance credit in IEEE 802.11. We don’t have any control of what happens in IEEE 802.1.

10. OmniRAN Chair: I would like to take some of the IEEE 802.11 proposals within the new IEEE 802.1 TG. If IEEE 802.11 could provide a consolidated concept, I would really appreciate that.

11. Chair: Yes. Additionally we need to re-consider the IEEE 802.11 liaison relationship with the new IEEE 802.1 TG. Let’s re-consider the situation in January 2014.

44. PAR Review (11-13-1381r0)

1. VC1: This is a summary of the comments that IEEE 802.11 made on the IEEE 802 PARs and what responses were received from those IEEE 802 groups working on the PARs.

2. There were 8 PARs this week. Of these, there is one item that we need to discuss, which is the IEEE 802.22 PAR. This is essentially a re-banding PAR to cover other bands other than just the TV Bands.

3. However, IEEE 802.22 PAR re-wrote their PAR last night, as shown in document 22-13-0138r5.

4. C: This document claims that IEEE 802.22 is unique in its scope. This may be true, as IEEE 802.11af does not do beaconing. Regarding the other aspects they are not unique.

5. VC1: IEEE 802.22 have made some changes to their scope based on our comments. However, it will be interesting to see how this is presented, as many EC members have not seen this as it was only posted early this morning and not last night.

6. C: The distinction is that we call some of these bands dynamic frequency selection (DFS). However, this document refers to it as sensing, which is using different terminology.

7. C: The last FCC workshop discussed about opening up some new bands for this type of operation, e.g. sharing bands using a database. Therefore beacons in a band where databases should be used may be difficult.

8. Chair: We need to decide whether we have any technical objection to this PAR?

9. C: At the moment, there is no spectrum available for this technology.

10. C: Procedurally, I’ve not been able to review this today, especially as there have substantial changes from the previous version. Therefore I would recommend that the chair votes no.

47. IEEE 802 Rules Changes

1. Chair: There were a couple of rule changes which have been discussed this week, which will come up in the EC meeting this afternoon.

2. VC1: There have not been too many comments on the documentation. However, regarding the quorum rule, which I mentioned earlier in the week, the EC will vote to reinstate this rule in the documentation.

48. Any Other Business

1. C: Regarding the HEW SG, I would like to state that this group is struggling with the creation of its PAR. I think this is because they do not have a clear concept of what they are trying to do from a technical point of view.

2. Therefore I think an incubation group may be more appropriate for the future.

3. Chair: Indeed we modified our rules to allow a topic interest group (TID) to exist. However, in the case of HEW, IEEE 802.11 decided it should be a study group and not a TID.
