(Annotated Code of Maryland, Article 41, Sections 4-901 and 4-905.)Building Security Officer – A non-commissioned employee of the DORS Police Department who assists DORS Police Officers and the civilian staff in protecting occupants of the Workforce & Technology Center (WTC) and State property.3404 Policy StatementThe mission of DORS Police Department is to assure the safety of all DORS clients, staff, volunteers, visitors and other persons at WTC/DORS Administrative Office. DORS Police also respond to DORS field offices and Disability Determination Services when called upon; liaison with local Maryland Law Enforcement as necessary; maintain order conducive to the provision of comprehensive rehabilitation services; protect State property; and enforce State and local laws. 3405 ProceduresPolice Officers: Respond to requests for emergency assistance for consumers, staff and others. Assess situations, provide assistance, first aid, and contact emergency personnel and/or WTC staff as appropriate. Take necessary action to control violent, combative or self-destructive behavior.Building Security Officers: Man posts and operate the Center telephone services. Respond to calls for service.Assist requesting staff members as appropriate.During a fire emergency or activation of the WTC Continuity of Operations Plan:Assist with the orderly evacuation of the building.Coordinate with Baltimore City police, Maryland law enforcement, fire and other emergency personnel.Direct emergency vehicles.Maintain traffic and crowd control.Notify appropriate authorities.Monitor DORS Security Systems to control access to the building and assure safety of persons and property.Greet and register visitors, issue visitor badges, assist visitors and escort to destination, as necessary. Note: Employees of the State of Maryland will be asked to display State I.D. cards, but not to register.Inspect packages and equipment which are brought into or removed from the premises. Items of significant value and State inventoried equipment must be accompanied by an authorized Building Property Pass (MSDE A & F 02230-08-20/90/A) prepared by DORS Police staff (see Section 3700).Patrol buildings. Secure interior and exterior doors and set security alarm systems at appropriate times. After 5:00 p.m. on weekdays, assure equipment is turned off, as appropriate, and windows are closed.Investigate reports of missing property. Assist with searches, file appropriate reports and notify Baltimore City Police Department and Maryland law enforcement as necessary.Investigate reports of violations of criminal laws and contact Baltimore City Police Department and Maryland law enforcement as appropriate. Commissioned Police Officers can make arrests when circumstances require such action within restrictions established by the Maryland Police and Correctional Training Commissions.Investigate reports of criminal violations by DORS/WTC staff. Report findings to the Facility Operations & Services Branch Chief and Administration & Financial Services (AFS) Director.Investigate accidents on the premises. Obtain a detailed, factual description of the accident, including witness statements, injury information, photographs and diagram. Prepare reports as appropriate.Patrol parking lots and enforce law related to parking for disabled individuals.Patrol grounds and building exteriors. Investigate and report any damage, malfunctioning equipment, safety hazards or suspicious activity. Make rounds of the building on all shifts. Night shift rounds should be conducted in concert with the Residential Advisors and Night Supervisors. Inspect operation of equipment in the Engine Room and Penthouses twice on each shift. Report malfunctioning equipment, leaks, etc. immediately to the Maintenance Chief or Supervisor by phone.Maintain working knowledge of Fire Detection and Alarm Systems, the Access Card System, and the Video Monitoring System.Identify and report potential security problems to the DORS Police Chief.Police Officers are to maintain a working knowledge of State and local laws and regulations as well as maintain Maryland Police and Correctional Training Commissions certification and Maryland Special Police Certification.Building Security Officers will complete an electronic guard tour for each shift. DORS Police staff on the evening shifts will escort staff to vehicles as requested only when staff are available to provide adequate coverage of security duties and when such escort does not interfere with the performance of other required duties.A member of DORS Police staff must always remain at the Lobby Security desk to answer the telephones and to limit access to the building to those persons having legitimate business with DORS. DORS Police staff shall familiarize themselves with any scheduled meetings, events or unusual conditions in the building at the beginning of each shift.DORS Police staff will assist telephone callers by giving directions, answering questions, taking messages, transferring calls, providing information about WTC, and properly referring callers for services.DORS Police staff will coordinate activities and communicate with staff of other departments, as appropriate. Evening staff will coordinate activities with the Evening Supervisor. DORS Police staff will contact the Shift Leader periodically via hand held radio during the day and evening shifts to report locations and activity.DORS Police staff will prepare incident reports and distribute to DORS/WTC Administrative staff, as appropriate.3406 Search Procedures – Consumer Dormitory Room & Consumer LockersWith the prior approval of or at the direction of the WTC Director or designee, DORS Police staff may conduct a search of a consumer's room or locker when there is reasonable information that a search will prevent imminent danger to the safety or welfare of a consumer, an employer or other person on WTC property, or that the search is likely to produce evidence that the consumer has violated a law or the rules of WTC.DORS Police Staff may conduct a search of a consumer's room or locker without advance authorization if imminent danger to the health, welfare or safety to the consumer or others exists. The WTC Director or designee will be immediately notified of any search that was conducted without advance authorization.Searches shall be made with the consumer present, if reasonably possible.Searches shall be made in the presence of a third party. Any DORS staff member may serve as the third party.The DORS Police Officer or Security Officer will complete the DORS Police Incident Form. The completed form will be distributed to the DORS Police Chief, Facilities and Operations Branch Chief, Administration & Financial Services Director, WTC Program Director and WTC Risk Manager. The Director of Business Support Services is responsible for forwarding a copy of the report to the Assistant State Superintendent Rehabilitation Services.See RSM 6, Section 206.07 for additional information about searches.3407 ResponsibilityThe Facility Operations & Services Branch Chief is responsible for establishing the mission, objectives, procedures and budget with the DORS Police Chief and for assuring the required performance of assigned responsibilities.The DORS Police Chief is responsible for the management and supervision of the DORS Police Department. ................
