HISTORY-1800'S

1826-General School Law allowed the Mayor of Baltimore & City Council to create Board of Commissioners of Public Schoolsto establish and regulate a system of free public education. 1828-Commission is established. 1829-Three schools with 269 students. 1839-Public school system begins to cater to the community, creating night school, for boys who worked during the day and established the first secondary school in the City. 1839-9 schools, 1,226 students

1866-Board of Commissioners of Public Education become elected annually by the City Council.

1866-Shift in municipal financing lead to a significant shift in the role of Treasurer of the Board-position abolished, therefore the position of Superintendent was established.

1866-John N. M'Jilton first Baltimore City Public School Superintendent.

1866-State of Maryland establishes first Normal School for teacher training.

1866-88 schools, 18,307 students

1870- The total population of Baltimore City = 267,534

HISTORY-1900'S

1900- The total population of Baltimore City = 508,957

1904-Fire destroys the majority of the City. NO schools were damaged. The destruction of the downtown area lead to huge revitalization and modernization of Downtown Baltimore.

1912- Laws move the age of Compulsory Education to 14 years of age.

1925-Move of control of the public school system from the Commission to the Superintendent. Due in large part to the vision & leadership of James Sickle & Henry West.

1925-96,630 students with an $8 million budget. 800,055 total population.

1954-Brown vs. The Board of Education

1955- Superintendent Lemmel earns Hollander Award for role in encouraging and implementing desergration laws. Are among the first public school to integrate below the Mason-Dixon line.

1960-The Baltimore Public School system is 87,634 African American and 82,588 White.

1961- The Federal Civil Rights Commission states that Baltimore City Public Schools rose to the "Brown challenge" of school integration.

1963-Supreme Court ruling on Prayer in School (Murray vs. Curlett) (1959, Madalyn MurrayO'Hair's son walks out of the required Bible reading in a Baltimore City Public School, a four year court case lead to the Supreme Court ruling)

1971-1st African American Superintendent was elected and represented a transition in the School Board.

1974-Month-long teacher strike.

70's & 80's-Plagued by underfunding. The City saw a significant loss in it's middle class citizenry. Strife between the MD State legislator and the City Mayor/government continued to impact school funding. Continue to see teacher and student strikes and sit ins.

1997-NOW

1997-BCPS was essentially taken over by the State. The position of Superintendent was changed to Chief Exceutive Officer (CEO) with the position being apointed by the Mayor and the Governor. All 9 members of the Board of School Commissioners was to also be appointed by the Mayor and Governor. This was done in order to increase State funding.

1997-It was also found that the BCPS was facing $8-12 million deficit for the fiscal year.

2007-Dr. Alonzo, CEO. From New York City Department of Education, Deputy Chancellor.

2007-2008-82,661 students. A Proposed budget of $1,171,822,180

2007-2008-Will see a 2.5% decrease in student population (noted as a "historical trend").
