Ohio High Intensity Drug Trafficking Area (HIDTA)

Deputy Director

JOB SUMMARY:

The HIDTA (High Intensity Drug Trafficking Area) Program is a federally funded program, which provides funding, training, intelligence sharing, and analytical support to law enforcement drug operations in designated areas of the state. The HIDTA Program is designed to significantly disrupt the market for illicit drug activities and dismantle Drug Trafficking Organizations (DTOs) and Money Laundering Organizations (MLOs) through the cooperative efforts of federal, state, and local law enforcement.

The Deputy Director shall be a contract employee of the City of Shaker Heights, Fiduciary/Fiscal Agent of the Ohio HIDTA, pursuant to an employment contract, which contract shall include by reference this Position Description. Ohio HIDTA employees are at-will employees of the City of Shaker Heights, Ohio. Continued employment will be at the discretion of the Ohio HIDTA Executive Board.

The Deputy Director will work under the direct supervision of the Executive Director of the Ohio HIDTA, who reports to the Ohio HIDTA Executive Board.

Position Summary:

Maintain the Columbus Administrative Office of the Ohio HIDTA,

currently located at 500 South Front Street, Columbus, Ohio 43215.

This includes the physical space, equipment and establishing an

administrative system.

Supervise and evaluate Ohio HIDTA personnel assigned to the

Columbus, Ohio office.

Solicit initiatives and corresponding budget requests from all agencies

participating in the Ohio HIDTA.

Submit requests for expenditures and contracts and all documentation

required by the City of Shaker Heights, to the city (through the Ohio

HIDTA Financial Manager) for expenditures and contractual

arrangements necessary for the operation of the Ohio HIDTA.

Maintain a current inventory policy and procedure control system for

initiatives of the Ohio HIDTA.

Monitor, manage and provide administrative oversight and coordination

of the collection and dissemination of drug intelligence information and

required use of the Deconfliction System by participating task forces.

Ensure initiatives are provided with on-site accessibility to investigative

databases.

Participate in working groups and/or planning forums to conduct special

studies, research and formulate policy development.

Assist the Executive Director in reviewing proposed initiatives and

evaluating on-going investigative initiatives. Assist the Executive

Director in the preparation of the Annual Report, Annual Threat

Assessment, and Annual Strategy.

Serve as a point of contact for Ohio HIDTA drug task forces and

determine if strategies and initiatives are in compliance with ONDCP

policies to ensure objectives are clearly identified and realistic.

Assist the Executive Director in the development and maintenance of an

on-site self-review program for initiatives.

Survey, coordinate and distribute training to initiatives to effectively

address the current drug threat.

Participate as an ex-officio member (advisory capacity) in committees as

designated by the HIDTA Executive Board

Participate in the progress towards HIDTA goals regarding Performance

Management Process (PMP), Government Performance and Result Act

(GPRA), developmental standards, and General Counter Drug

Intelligence Plan (GCIP).

May assume the Director's responsibilities in the absence of the HIDTA

Director.

May represent the Director on national, regional or local committees and

forums.

Frequent travel to attend conferences, meetings, or training at the

Investigative Support Center, Brooklyn Heights, Ohio, and outside of

Ohio, as well as travel throughout Ohio to meet with Ohio HIDTA Drug

Task Forces.

Other duties as assigned by the Ohio HIDTA Executive Director.

Law Enforcement Duties: None.

Qualifications:

Minimum of an Associate's Degree from an accredited institution. Must have at least 20 years of experience in a law enforcement agency(s), will consider

20 years of experience in a prosecutorial position. A minimum of five years of experience in a managerial/administrative position. Proven ability to communicate effectively to gain consensus among people with differing

viewpoints. Proven ability to interact with state, local or federal agencies as well as Executive Board

members consisting of agency heads. High degree of creativity and initiative requiring minimal supervision and guidance. Experience in budget formulation and execution, contracting and procurement,

facility/space management, and financial management. Proven ability to plan and prepare extensive reports and documents.

Knowledge of law enforcement databases. Working knowledge of Microsoft Office Suite, especially Word, Excel and PowerPoint. Exceptional analytical skills and sound judgment. Ability to work independently with little or no supervision. This person must be well

organized and flexible. Ability to interact with staff (at all levels) in a fast paced environment, sometimes under

pressure, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality. Expert level written and verbal communication skills, strong decision making ability and attention to detail are equally important.

Must be a citizen of the United States of America. Must possess a valid driver's license. Must be able to obtain and retain a national security clearance appropriate for the

Deputy Director's duties, including criminal records, credit checks, and possible polygraph and drug screening. Must be able to provide two professional and one personal reference and their contact information within the resume.

Compensation:

Base annual salary commencing at a 2015 GS14-Step 1 (($101,225 - $102,538), plus fringe benefits, vehicle allowance, and communication device.

Relocation Expenses:

Relocation benefits will not be provided.
