Incentives set for new factory on former Timken site in Columbus

Columbus has offered three companies about $7.3 million in tax incentives to create 166 new jobs, including a deal coveted by Mayor Michael B. Coleman to redevelop the former Timken site.

The Columbus City Council is expected to approve offers for Rogue Fitness, BriskHeat Corp. and Arlington Contact Lens Service at its meeting on Monday at City Hall. All three are based in Columbus.

NEW ROGUE FITNESS HEADQUARTERS

Those companies, in turn, plan to add new jobs and more than $40 million in construction and machinery to their operations in Columbus.

The pact solidifies a deal with Rogue to build and outfit a $36.5 million, 600,000-square-foot manufacturing and warehouse operation in the Milo-Grogan neighborhood, which has not shaken the effects of the loss of Timken more than a decade ago.

Columbus is offering a 75 percent property-tax abatement for 10 years and an income-tax rebate for six years for 90 new jobs at Rogue. The tax breaks are worth about $7.1 million total to Rogue.

The city will reimburse Columbus City Schools for the abated taxes and the district will receive an additional $1.6 million over the next ten years because of the new development, according to city documents.

For Coleman, securing Rogue's investment is one of the biggest moments of his final term in office. Coleman was so excited about the deal he made it one of the key points of his brief and last State of the City speech in February before the pact was finalized.

"We have worked for several years to find a new tenant for the former Timken site," he said in a news release. "Rogue Fitness will be a great addition to the Milo-Grogan neighborhood, providing new jobs for our residents and helping encourage further development in the area."

William Henniger, who started Rogue in his garage in 2007, said he's excited about the new venture and the idea of being close to Downtown. Rogue makes equipment for CrossFit training and has 337 employees with an annual payroll of $15.6 million. The annual payroll for the 90 new positions will be about $4 million. "I hope to be up and running in a year or year and a half," Henniger said.

Timken, based in Canton, closed its Columbus bearings plant in 2001, leaving behind a shell on a 31-acre parcel that can be seen from I-71. Coleman and his development department have tried relentlessly to find a suitor, most recently wooing California-based Stone Brewing, which wanted to add a brewery east of the Mississippi River.

Stone Brewing instead chose a spot in Richmond, Va., for its expansion. "The Timken site was once an economic engine for the city that employed thousands of people," said Councilwoman Michelle M. Mills, who leads the city council's development committee. "Rogue Fitness is going to revitalize this brownfield and contribute to a new chapter of growth for the Milo- Grogan neighborhood." Here are the details of the other two tax incentives:

-*- BriskHeat, 1055 Gibbord Ave., builds heaters and heating insulators that are sold internationally. The company is expanding with $1.5 million in new equipment, $750,000 in new construction and has promised to create 26 new full-time positions with an annual total payroll of $941,000. The new construction will be at 4800 Hilton Corporate Dr., according to city documents.

In exchange, Columbus is offering a 25 percent city income-tax rebate for five years on the new positions, worth about $88,000 total. BriskHeat also plans to create 77 full-time positions to work on its assembly line. Columbus officials said they will offer an income-tax incentive once those positions reach a minimum wage of $12 an hour. Those positions will each pay about $19,300 per year.

BriskHeat has 265 full-time employees with an annual payroll of $9.1 million.

-*- AC Lens, 4265 Diplomacy Dr., is a contact-lens retailer planning to spend $2 million in equipment to expand its operations. The company also plans to add 50 new employees with an annual payroll of $2.5 million, adding to its workforce of 110 employees with an annual payroll of $5.3 million. Columbus is offering a 25 percent income-tax rebate for five years, worth about $80,000.
