Dear Fellow Residents of Pawtucket,

Each year, too many families are affected by crashes caused by speeding or running red lights. Sadly, the victims of traffic crashes are often occupants of other vehicles or pedestrians who happen to be in the intersection or near the road.

Improving traffic safety is one of the strategic goals of the Pawtucket Police Department. That is why I am so pleased to report that after much input from the community, we will be installing a traffic enforcement system in Pawtucket. This state-of-the-art system is designed to help us encourage safer driving habits and improve traffic flow. Best of all, it can help us save lives!

How will the new School Safety Zone Program work to protect children and other pedestrians in Pawtucket? The School Safety Zone Program protects children and other pedestrians by reminding motorists to slow down and obey speed laws ? especially in school zones. It uses automated safety cameras to identify and ticket motorists who are breaking the law by exceeding the speed limits. The registered owner of the speeding vehicle will receive a speeding citation in the mail.

Are automated enforcement cameras legal? Yes. Courts have ruled in favor of a municipality's right to use automated enforcement technology in a fair and judicious manner.

What's worse, more than half of the deaths in red light running crashes are not the red light runners, but instead are the pedestrians, bicyclists, and occupants in the "other vehicles" who are hit by the red light runners.

Why aren't police monitoring the roads instead? Our officers are committed to keeping you and your neighbors safe from speeding vehicles, but no community can afford to police every road at all times. These camera resources will provide a wide level of speed enforcement with less required manpower, allowing officers to spend their time investigating crimes and dealing with the community directly.

What about privacy? Will I be photographed? No. Non-speeding or red light compliant vehicles are not photographed. Additionally, the driver is not visible on the citation.

Does someone double-check the evidence? Sworn officers will determine violations. Our vendor will do the initial screenings of information for photo and data quality. Officers will review every violation to verify vehicle information and ensure the vehicle is in violation. These officers will utilize the same standards for photo enforcement as they would with a standard speeding or red light running event. Upon officer approval, a citation will be mailed to the vehicle owner. The owner will then have the right to reassign responsibility to another party if necessary; pay the citation; or exercise a contest process.

Can I challenge my citation? Yes. Each ticket contains a Contest section with a list of Valid Defenses, including vehicle owners who were not driving at the time of infraction, or had reported their vehicle stolen or sold, or were part of a funeral procession. Check the back of the citation for specifics regarding this challenge process.
