Foreword

Data and information continue to be critical in the development of the education sector. As the country yearns for a knowledge based economy, everyone has set their focus on the contribution of the education sector as it is responsible for development of human capital to support the achievement of the long term development goals and even sustain the status once achieved. The policy and planning in the sector has to therefore be based on evidence so that the interventions we put in place for the sector's development remain grounded on facts. The Ministry thus takes the production of data and information very seriously and has taken considerable strides in ensuring credible, reliable and accurate data is produced for the purpose of effective policy and planning. The data produced by the sector also helps in tracking the achievements the sector has made against the commitments it has made to the public.

The 2016 statistical booklet puts emphasis on a range of indicators core to the sector. The booklet covers indicators transcending early childhood development and education, primary and secondary levels of education. It covers the distribution of learning institutions as our education supply points; enrollment and enrolment rates; number of teachers in their categories of employment (Government and School Board employed teachers), their levels of qualification and the pupil teacher ratio; status of school infrastructure with special emphasis on classrooms and sanitation facilities. These indicators are produced for private and public schools at all the three levels of education with rural and urban dimensions where possible. These indicators provide an opportunity to establish the progress made towards achieving the objectives of the education sector and to look into the future in terms of policies that need to be put in place towards ensuring equity in accessing education while also addressing quality issues.

The results presented in this booklet are the outputs of the Education Management Information System whose evolution the Ministry continues to invest in. The Ministry is committed to the continuous improvement of the credibility, reliability and accuracy of these results. Though the Ministry has made significant progress in the recent past, a number of challenges remain outstanding. These are expected to be resolved in the new regime of EMIS which targets precision in reporting. I wish to reiterate the Ministry's commitment in producing quality education statistics to inform management of education programs not only in basic education but across the sector.

Finally, I wish to point out that the booklet is very informative for the purposes of planning, resource allocation, research and programming in the country. It also creates an avenue for engaging other stakeholders in the private sector and interested development partners. I encourage all stakeholders to use the results extensively in the improvement of the sector.

This being the third consecutive statistical booklet produced by the Ministry since the Annual Schools Census was revived in 2014, it shows the sector is committed to the production of data in support of efficient policy formulation and planning and overall management of the education sector. I would like sincerely thank the UNICEF Kenya Country Office - Education under the leadership of Dr. Daniel Baheta for the consistent support that it has extended to the Ministry in the past two rounds of data collection and processing and even for supporting this round of data processing. I would like to thank the UNESCO Institute of Statistics under the UNESCO Regional Office for the quality assurance backstopping provided to the technical team in the data processing. I would also like to appreciate the tremendous effort put into this round of data collection and processing by the Central Planning and Project Monitoring Unit under the leadership of the Chief Economist. The immense energy put into this process by the unit cannot be overemphasized. The unit facilitated the distribution of data collection tools; verification of completeness of data submitted from schools; supported data entry, data cleaning, validation and the drafting of this booklet.

The dedicated contribution from the County Directors of Education; County Quality Assurance and Standards Officers; Sub County Directors of Education; Sub County Quality Assurance and Standards officer, Sub County EMIS Clerks and school heads deserve a lot of plaudits. Without the support and dedication from the field team, the 2016 results would not be here to be seen. The devotion from the field team ensured the sector achieves the objective of delivering the 2016 school census in time.

Finally I would like to thank the Kenya National Bureau of Statistics for their support in ensuring the results delivered meet the desired standards of quality set by the National Statistical System. Executive Summary

The Ministry of Education has released the 2016 statistical booklet which continues to affirm its commitment to deliver reliable and accurate data information. The purpose for data collection is to help in planning and implementation of Education projects. The booklet covers Early Childhood Development and Education, Primary and Secondary based on the 2016 school census conducted in basic education institutions.

The number of Early Childhood Development and Education centres increased from 40,775 in 2015 to 41,248 representing a 1.2% growth in 2016 while the average size of a centre maintained an average of 78 (85 in public centres and 66 in private)

Primary schools increased from 31,333 in 2015 to 33,232 in 2016 representing 6.1% increase compared to 6.4% in 2015; the average school size dropped from 322 to 309. Growth in Private schools remained stagnant at 15% while Public schools decreased from 3.2% to 2.4% representing 0.8% decrease. In Secondary education, the number of schools increased from 9,440 in 2015 to 9,966 in 2016. Secondary schools also reported an increase of 5.6% between 2015 and 2016 compared to 8.1% between 2014 and 2015. Public schools increased by 3.8% compared to 18.7% in private schools. The average size of secondary schools increased from 271 in 2015 to 273 in 2016.

ECDE enrolment increased by 1% between 2015 and 2016 slowing down from growth of 4.9% between 2014 and 2015. Gender parity based on absolute enrolment dropped marginally from 0.97 to 0.96. Primary education, enrolment increased by about 190,000 students representing 1.9% between 2015 and 2016. Gender parity based on absolute enrolment has been stable for the last five years at 0.97. In secondary schools, enrolment increased by about 165,000 students representing 6.4% growth between 2015 and 2016. Girl's enrolment continued an impressive growth of 9.6% between 2015 and 2016 pushing up the gender parity 0.05 units from 0.9 to 0.95.

The number of special needs enrolled in primary schools stood at 222,700 pupils with 11,400 students enrolled in secondary schools. The number of girls with special needs in both primary and secondary is similar at 45%. In primary 44% of pupils with special needs have intellectual impairments while 34% have hearing and visual impairments (17% hearing and 17% visual). 14% have physical impairments while 8% have multiple special needs cases.

Gross Intake Rate (GIR) has stabilized at 100%while the Primary Completion Rate (PCR) had gained 1% to settle at 84% between 2015 and 2016. Transition from primary to secondary lost a percentage in 2016 having recorded 86% in 2015.
