ORDER

Appointments of Acting Deputy Ministers

1. Bruce Gray is appointed as Acting Deputy Minister of Water Stewardship effective from June 25, 2007 to October 26, 2007. The appointment is within the classification of Deputy Minister 2 and at an annual salary of $117,148 ($4,490.65 bi-weekly).

2. Donald S. Norquay is appointed as Acting Deputy Minister of Water Stewardship effective from October 29, 2007 to March 2, 2008. The appointment is within the classification of Deputy Minister 2 and at an annual salary of $121,668 ($4,663.93 bi-weekly).

3. Elaine Phillips is appointed as Acting Deputy Minister of Advanced Education and Literacy effective from July 2, 2007 to March 2, 2008. The Appointment is within the classification of Deputy Minister 2 and at an annual salary of $104,930 ($4,022.30 biweekly).

Appointments of Deputy Ministers

4. Diane Gray is appointed as Deputy Minister of Finance, Deputy Minister of FederalProvincial and International Relations and Deputy Minister for Trade, effective March 3, 2008. The appointment is within the classification of Deputy Minister 3 (which has an annual salary range from $121,668 to $146,860) at the starting annual salary of $141,451 ($5,422.28 bi-weekly).

5. Donald S. Norquay is appointed as Deputy Minister of Water Stewardship effective March 3, 2008. The appointment is within the classification of Deputy Minister 2 (which has an annual salary range from $104,930 to $126,491) at the starting annual salary of $121,668 ($4,663.93 bi-weekly).

6. Heather Reichert is appointed as Deputy Minister of Advanced Education and Literacy effective March 3, 2008, and is designated as not being within the definition of employee under the Civil Service Superannuation Act. The Clerk of the Executive Council is authorized to enter into a secondment agreement with Heather Reichert and the Winnipeg Regional Health Authority respecting the terms and conditions of her secondment to the Government of Manitoba.

Appointment of Senior Assistant Deputy Minister

7. Bruce Gray is appointed as Senior Assistant Deputy Minster of Finance effective March 3, 2008. The appointment is with an annual salary range from $104,930 to $121,668 at the starting annual salary of $121,668 ($4,663.93 bi-weekly).

The Civil Service Act, C.C.S.M. c. C110, states:

Appointment of deputy ministers, etc., and other technical officers

Unless they are appointed by Act of the Legislature, the Lieutenant Governor in

Council shall appoint

(a) deputy ministers, the Clerk of the Executive Council, the Clerk of the Legislative Assembly, and other technical officers; and

The Civil Service Superannuation Act, C.C.S.M. c. C120, states:

Power to extend meaning

2(1)

The Lieutenant Governor in Council may

(b) classify or designate any officers or employees who are within the definition of employee as not being within that definition for the purposes of this Act.

The interpretation Act, C.C.S.M. c. I80, states:

document appointing the person may state that the appointment is effective on or after

the day on which the person began performing the duties of the position.
