1. Job Purpose In July 2022, Birmingham will host the XXII Commonwealth Games, the largest multi-sport event to be held in England in 10 years. Approximately 6,500 athletes and team officials from 71 nations and territories across the Commonwealth will come together in a 12-day celebration of sport and culture. Events will take place across Birmingham and the West Midlands, entertaining more than one million ticketed spectators and reaching a global broadcast audience of more than one billion.

Each of the signatories to the Host City Contract (HCC); the Commonwealth Games Federation (CGF), UK Government, Birmingham City Council and Commonwealth Games England (CGE) together with the Organising Committee (OC) have key roles role in the planning and delivery of the 2022 Commonwealth Games, both individually and collectively to ensure that the 2022 Commonwealth Games and the host community legacies derived from hosting the Games are a huge success.

The parties to the HCC have established Birmingham Organising Committee for the 2022 Commonwealth Games Ltd as the Organising Committee (`OC'). The scope of the OC's role is broad and complex and ranges from ensuring the physical readiness of the venues and temporary facilities, to the planning, coordination and delivery of more than 40 operational functions such as transport, security and catering to meet the needs of the Games, including the athletes, technical officials, spectators, press, broadcasters and other Games Family and stakeholders.

The OC and partners are committed to delivering the Games as efficiently and effectively as possible to ensure the event is sustainable and accessible to all in the long term. We are seeking individuals to join us who are innovative, commercially astute and have a genuine passion and interest in delivering the most sustainable, inclusive and accessible Commonwealth Games to date.

The CCQ division of the OC is responsible for the Opening & Closing Ceremonies, the Queen's Baton Relay, Sports Presentation, the Athletes Welcome, the Cultural Programme / Festival, and Live Sites.

Culture sits at the heart of the Commonwealth Games and Birmingham 2022 will be a region wide celebration of the power of art to bring people together and make connections across the UK and Commonwealth.

This role will lead the planning and programming of the Birmingham 2022 cultural and live sites programme. Working with artists and organisations from Birmingham, the region and the Commonwealth. From magic in hidden corners to major new commissions and installations, the cultural programme will showcase the UK on global stage. We have a particular interest in the voices of young people and the diversity of the cultural offer of the city and region.

Intrinsically linked to the cultural programme, we will create a series of live sites as spaces to bring together communities and visitors to share in the experiences Birmingham 2022 has to offer. Live sites will be multi-purpose hubs to watch and try sport or culture, to grab some food and drink or just to sit and catch up with friends or neighbours to discuss the day's events.

The purpose of this role is to drive forwards the delivery of the Cultural Programme and of the Live Sites offer, building a team and working closely to the Chief Creative Officer, Martin Green CBE. The Executive Producer will oversee day-to-day delivery of these high-profile creative projects, including the commissioning and co-commissioning of art organisations / artists and the technical delivery of live sites.

The Executive Producer will work closely with the Head of CCQ to ensure there is integrated planning across all of the OC's functional areas. The post holder will be responsible for ensuring that the cultural programme and live sites are delivered to the delivery model, budget and scope set out in the strategic plan within agreed timeframes and project governance arrangements.

The individual will be a creative thinker with significant experience of multi-arts programming from either a venue-based, festival or other creative background. They will have a solid understanding of different commissioning, with a focus on identifying where projects can be devolved and delivered through existing arts organisations. It is expected that this individual will have a strong pre-existing knowledge of the cultural landscape and creative community of Birmingham and the region.

Communication and stakeholder management will be key to the successful delivery, as is the ability to manage the diverse requirements and pressures that come with a multi-stakeholder environment.

Birmingham's ambitious approach to cultural programming and live sites will raise the bar for these essential components of a Commonwealth Games. Through world-class programming we will draw on the identity of a confident and diverse City and region. To bring this to life, the post holder will curate a creative programme to showcase the emerging talent to a global audience; all within strict time and budget constraints. Additionally, they will lead on the development of innovative live sites for the Games.

2. Key Responsibilities and Accountabilities

This role will work closely with the Chief Creative Officer with the following responsibilities:

Commissioning, Programming and Curation

? Devise a multi-arts cultural programme / festival presented alongside the Commonwealth Games that showcases Birmingham, the region and the Commonwealth nations.

? Commission new work, with a particular focus on emerging artists and young people. ? Work closely with cultural institutions, artists and the creative community to curate and

programme the existing cultural offer in such a way as to showcase local stories on a global stage throughout 2022. ? Develop innovative and integrated approaches to collective programming, nurturing new creative partnerships and a coherent offer for local and visiting audiences. ? Ensure the cultural programme responds to the Creative Case for Diversity. ? Where possible, work with existing organisations to devolve the delivery of events, installations, exhibitions and cultural activity.

Technical, Production & Operations

? Lead and the procurement of any specialist technical, production or operations requirements to enable and support the delivery of the cultural programme.

? Ensure that activities are carried out in full compliance of all Health & Safety requirements ? Work with appointed cultural organisations, artists and partners to draw up rehearsal,

production and live event schedules to fit into overall Games planning. ? Ensure a high standard of operational management and service across all functions

Programme Management

? Lead and the day-to-day management of the delivery and production team, ensuring all areas of work are staffed and resourced to a consistently high standard.

? Monitor progress against milestones and project timelines to deliver to schedule. ? Create creative, operational and delivery plans for the cultural programme and live sites,

helping recruit and guide the producing team to deliver these. ? Working with legal, contract all artists and cultural partners; securing all rights, permissions

and copyright for materials utilised by the OC in the delivery of creative projects. ? Ensure that all projects are delivered to the highest possible standards.

Procurement & Delivery of Live Sites

? Devise a delivery model for live sites that ensures as many communities as possible can access the Commonwealth Games and cultural programme.

? Oversee the appointment, procurement and contracting of suitably experienced production agencies or partner to deliver the Live Sites for the Games, ensuring optimal performance and maximum value for money.

? Work closely with the appointed production companies to plan the delivery of live sites and an associated programme of events, maximising these assets for both the cultural programme and the Games.

Audiences & Digital Engagement

? Working with the Marketing & Communications FA maximise opportunities for audiences to engage in the cultural programme and live sites, supporting cultural partners to deliver joined up promotion and audience development.

? Maximise the opportunities for participation, community engagement and first-access across the cultural programme.

? Ensure digital art is central to our commissioning and programming plans, maximising new audience development and global engagement with the Commonwealth nations.

? Working closely with the Executive Producer (Ceremonies & Sports Presentation) and the host broadcaster, maximise opportunities for audiences to experience the cultural programme through online and television.

Budget & Fundraising

? Lead on the day-to-day management the culture and live sites budget, working closely with Head of CCQ to report and monitor variance to planned expenditure.

? Support the development of funding applications to support the cultural programme, including devising draft production budgets, negotiating co-commissioning opportunities and delivering research and development for new commissions.

Stakeholder Relations

? Work in genuine partnership with the cultural sector and creative community of Birmingham and the region to deliver a successful and creative Commonwealth Games that leaves the arts ecology of the region stronger.

? Manage cross-functional relationships to ensure effective communications and coordination ? Develop creative presentations to be used to communicate with the multiple stakeholders . ? Work to satisfy differing needs of multiple stakeholders; ensuring the best outcome for the
