SURTC’s mission is to be a research support and outreach center to assist small urban and rural transit systems and other transit entities by conducting relevant research and offering outreach and training. Rob started his career with SURTC in January of 2014.Prior to becoming the Training Coordinator for SURTC, Rob served as Transportation Manager at North Dakota State University in Fargo, ND. Rob assumed this position in August 2007 and was responsible for the operation of many modes of campus transportation including parking, transit, bicycles and pedestrians. Under his leadership, the University moved to a system of online parking permit and citation management, constructed over $5 million in parking lot projects and increased parking revenues by 50%. During Rob’s management of transit, student ridership eclipsed 1 million annual rides. Rob serves his local community in many ways. He has held numerous local board and committee positions including the Metro Area Transit Coordinating Board, Fargo Parking Commission, Fargo-Cass Board of Health and the FM Metropolitan Council of Governments Policy Board. Rob was elected to the Fargo City Commission in 2000 and served until 2004. During that period he served as the city’s Health Commissioner and Fire Commissioner.Sean OswaldMr. Sean Oswald is an Associate with RLS & Associates, Inc., Dayton, Ohio. Mr. Oswald provides technical assistance, training, and compliance oversight related to the FTA drug and alcohol program for local transit systems and State Departments of Transportation. During his tenure with RLS, Mr. Oswald has developed extensive knowledge and expertise in Federal regulatory drug and alcohol compliance assessments, having conducted over 500 annual and quarterly compliance and policy reviews for many states, Departments of Transportation as part of the preparation for Federal drug and alcohol testing program audits. Mr. Oswald has also directed and/or contributed to several nationally significant projects including an on-line, interactive training module for the Oregon DOT that fulfills the Federal Transit Administration’s requirement for 60 minutes of training on substance abuse and alcohol misuse. In addition to Oregon, this program is currently being used by the states of Indiana, Wisconsin, and West Virginia, and Logan County, Ohio and County of Kauai, Hawaii. Dan RaudebaughAs Executive Director for the Center for Transportation and the Environment (CTE), Dan Raudebaugh has dedicated the last 21 years to fostering environmental and energy sustainability and creating jobs within US emerging technology sectors. He has developed, secured funding for, and managed a varied portfolio of cost-shared research, development, demonstration, and deployment projects exceeding $250 million. Dan leads a staff of experienced engineers and project managers who are committed to improving the efficiency and sustainability of US energy and transportation systems. CTE is a national leader in securing and managing federal and state grant funding to support advanced transportation initiatives. Headquartered in San Francisco, Region IX is comprised of the states of California, Arizona, Nevada and Hawaii, and the territories of Guam, American Somoa, and the Northern Marianas. As Regional Administrator, Mr. Rogers leads a professional and paraprofessional staff, including a satellite office in Los Angeles, which provides the planning, grant making and project management for the delivery of the FTA program in Region IX that annually exceeds $1.4 billion. The transportation program portfolio that he annually manages is in excess of $8 billion. Prior to his appointment as Regional Administrator, he had held the position of Deputy Region IX Administrator from 1993. In 2000, became a member of the Federal Senior Executive Service. His 32 years tenure with the FTA also has included service in legal positions in the Office of the Chief Counsel in Washington, D.C. and in the Denver and New York City Regional Offices. Mr. Rogers is a graduate of Northwestern University in Evanston, Illinois and the Howard University School of Law in Washington, D.C. Ed SalcedoMr. Salcedo has extensive experience in the assessment and development of Disadvantaged Business Enterprises (DBE) and small business programs. He has developed and conducted various training programs for DBE/SBE related issues, including both the live and on-line training workshops for the Supplier Diversity Program requirements. Mr. Salcedo was a key consultant in the development and management of a State’s DBE Supportive Services Program where he was responsible for technical supportive services and training. Mr. Salcedo’s background in contracts, law, procurement, and the highway construction industry allows him to provide effective solutions to W/MBE, DBE and small business challenges. A skilled and dynamic instructor, he has extensive experience in developing DBE/SBE training programs and facilitating Supplier Diversity related conferences and hearings. As president of GCAP Services, his recent focus has been in assisting public sector clients and private companies in providing solutions for DBE, small business and other business enterprises with compliance related programs.He also assisted in a U.S. Transportation Resources Board project to research challenges to DBE firms in alternative delivery methods used on U.S. DOT projects. He is an experienced trainer, facilitator, and project manager, having worked with rural, tribal and urban transit systems across the country. Since coming to RLS three years ago, his areas of concentration has been compliance and service and operations planning with a focus on safety and security and state of good repair. With over 30 years in the transit industry, he started his career as a dispatcher and went on to manage a couple large systems in Washington DC area before working for Community Transportation Association for 18 years. Dawn SweetDawn Sweet joined the Federal Transit Administration in 2009 and serves as the Acting Team Leader for the Office of Civil Rights. She is responsible for providing direction to a team of investigators on process requirements and approaches for resolving complaints filed by members of the public against transit providers. In addition to handling complaints, Dawn provides technical assistance to transit agencies and the riding public on their responsibilities and rights under the ADA. Before joining FTA, Dawn spent five years in the U.S. Department of Transportation’s Office of the Secretary, where she provided technical assistance to FTA and other DOT agencies on ADA complaint processing. Dawn began her federal career at the U.S. Commission on Civil Rights, helping to produce numerous fact-finding reports on ADA, Title VI, and other civil rights program areas.Dave StumpoMr. Stumpo is the founder and CEO of the American Public Transit Exams Institute (APTREX), known for pioneering the field of transit workforce development specifically for Professional Transit Certification of managerial staff from front line supervisors to senior and executive management. He began his transit career in maintenance washing buses. He is a certified diesel/automotive technician and electrical/electronic troubleshooter on Rail Cars. Sometimes these partnerships are developed with a formalized agreement between the public transit agency and the partner agency. In these instances, the agreement and it associated guidelines, policies and procedures provide the primary instruments of guidance for the programs that are being operated. However, in many instances, an agency that is a direct federal recipient will designate the responsibility of operating a program to a third party as a subrecipient. In cases like these, the federal funds and, consequently, the federal rules and regulations, are passed along to this third party. The subrecipient is responsible to follow all of the applicable federal guidelines and regulations, and it is the responsibility of the primary recipient to insure that these guidelines are followed. This includes meeting all ADA and Title VI requirements. Often, primary recipients must juggle these monitoring and oversight responsibilities while making sure that they also meet all of the rules established by the FTA. During this session, representatives from agencies of differing sizes and with varying numbers of subrecipients will share their varied experiences as they related to monitoring subrecipients. These individuals will provide a brief overview of the experiences that they have had to date while monitoring their subrecipient partners. Additionally, a couple of representatives from subrecipient agencies will also discuss their experiences as subrecipients. We will include a discussion of search-engine optimization (SEO). This will involve a hands-on look at Google Analytics, a free tool for tracking visitor activity on a website. This is especially true when operating transit services in rural, semi-rural and small urbanized areas and when considering the needs of more vulnerable portions of the population such as seniors, disabled persons, and individuals of marginal economic status . The service areas for many small urban and rural transit agencies is a patchwork composite of the abovementioned socio-economic and civic community types. This increases the challenge of meeting the area’s transit needs in general and the transportation needs of at risk demographics in particular.Being cognizant of these needs and challenges, many transit providers are establishing partnerships with nonprofit and private transportation providers to provide support for more the transportation needs in their service areas. There has already been a great deal of discussion and analysis regarding partnerships between public transit agencies and nonprofit human service agencies to additional complementary paratransit transportation options. During this session, the moderator and speakers are going to explore, in semi-dialogic format, the use of car share and rideshare models to expand the scope and breadth of transportation services available to the communities being served.
