Purpose of the Position: The Senior Advisor Emergency Management works closely with the National Manager Emergency Management to develop and build the Ministry’s emergency management capability through: managing and leading the Ministry’s Emergency Management Framework; providing specialist advice and guidance to all areas of the Ministry to ensure robust emergency management arrangements are in place; andreviewing emergency management practice standards and developing new approaches, solutions and recommendations for enhancement.The Senior Advisor Emergency Management helps build and enhance the capacity and capability of the wider welfare sector to respond to and recover from emergency events as required under the Civil Defence Emergency Management Act 2002. monitoring emergency management arrangements.Lead and manage the development of whole of Ministry emergency response plans, procedures, and guides to enable the Ministry’s mandate for emergency welfare coordination to be achieved.Maintain and enhance current emergency management systems, reporting, processes and standards.Manage Ministry activation and response procedures including maintaining early notification and alert systems (such as advisories/ warnings/ contact lists, email groups and rosters).Work with social sector partners on the National Welfare Coordination Group and welfare sub function support partners to facilitate a consistent national approach for the provision of welfare in emergencies.Develop Ministry-wide systems of reporting for emergency events.Develop and maintain systems for managing emergency management equipment and assets (i.e. tools and technologies).Provide subject matter expertise and guidance on best practice relating to the provision of integrated and coordinated welfare in emergencies.Emergency Management Capability Development Champion the adoption of a Ministry wide approach to emergency management to support consistency and standardisation of activation and response activity.Increase emergency management knowledge through the development and delivery of training, education and awareness strategies and programmes.Increase the operational capacity of the Ministry through developing and maintaining an exercise, evaluation and corrective action process, including participating in and/or leading exercises at the regional/local level, and at the national level as required.Develop and execute strategies and plans that build the capacity and capability of the welfare sector to plan for and deliver integrated and coordinated emergency welfare responses.Develop and implement strategies and plans that build Ministry and MVCOT response capability.Advise and support senior Ministry staff with a role in emergencies to effectively contribute to NZ Crisis Management arrangements (e.g.: ODESC/Watch Group).Increase the default capacity and capability of the Auckland Regional Commissioner and Auckland Leadership Team through planning, advice, training and appropriate resources.Monitor and report on the Ministry’s capacity and capability to perform its roles and responsibilities as per the NCDEM 2015 and identify/implement corrective actions.Identify and recommend tools and technologies to enhance emergency management and welfare delivery in emergencies.Relationship Management Initiate, build and maintain effective relationships with key internal and external stakeholders to enhance Ministry emergency management practice ensuring alignment to best practice, policies and standards.Provide advice and guidance on emergency management issues and their applicability to the welfare sector.Act as a Ministry representative for emergency management related issues at interagency meetings and working groups.Collaborate on emergency management projects led by other agencies ensuring the Ministry’s interests in emergency management work programmes are well represented.Respond to potential or actual emergenciesManage and/or support national, regional or local emergency response or recovery activities.Act as national duty officer as part of a shared roster.Represent Ministry and welfare interests at all levels, including the National Crisis Management Centre.Provide specialist emergency management advice and support.Ensure the Ministry’s response to potential or actual emergencies align at strategic, tactical and operational level.Activate and operate emergency management structures such as Emergency Coordination Centre, Incident Management Team, etc. to co-ordinate Ministry responses.Understand coordinated incident management system (CIMS) functions.Liaise with and advise Ministry staff on emergency management approaches and practice.Support regions to provide effective emergency welfare responses’ through the provision of resources, operational advice and clarity on effective EM processes and practice.Provide practical support to regions affected by adverse events.Welfare in emergencies Develop emergency welfare delivery strategies and mechanisms that support across sector case management practice and “no wrong door” principles.Ensure policy and services delivered are appropriate and meet the needs of diverse client groups.Ensure staff have access to information including policy, practice and procedures to enable them to effectively administer a Ministry led programme of support. Excellent understanding of hazard and risk management.
