1.) Ability of Professional Personnel

Early Morning Software

a) Qualifications and Experience List and describe the qualifications, relevant experience and roles of the proposed key team members, including project managers(s) and professional and technical personnel that will support this project. Include an organizational chart.

Provide the number of years that the Vendor worked on mission critical Diversity Management system projects, with a brief description of their role and nature of worked conducted.

Note: The Vendor must have successfully implemented at Least one (1) such project that involved Software-as-a-Service (SaaS) for a Diversity Management System and must have the ability to interface with Broward County technologies.

Project Manager will be John Chapman. Organizational chart and the proposed team, refer to B2Gnow packet, pages 115 through 117 of the response. Project team's resumes are on pages 141 through 148 of the response.

Project Manager will be Bryan Winston. Organizational chart and project team duties and experience of all key personnel. Please refer to the EMS' packet and see pages 275 through 281 of response.

B2Gnow specializes in diversity management software, systems integration, ERP integration, software training and implementation. B2Gnow has 17 years of experience. Please refer to B2Gnow's packet pages 113 through 114 of the response.

Early Morning Software (EMS) designs, develops and implements the industry leading PRISM, Software as a Service (SaaS) Diversity Management System EMS has over 20 years' experience working with private and public sector organization. Please refer to EMS' packet, page 273.of the response.

b) Past Performance List and describe Vendor's experience on projects of similar nature, scope and duration along with evidence of satisfactory completion, both on time and within budget, for the past five (5) years. Include the following:

B2Gnow has implemented over 170 public agencies in implementing diversity management, including some of the largest counties, states, and cities. EMS listed four (4) projects that are still active within the past five (5) years period. c) References

List and describe Vendor's experience on projects of similar nature, scope and duration along with evidence of satisfactory completion, both on time and within budget, for the past five (5) years. Provide a minimum of three (3) projects with references.

2.) Project Approach

Describe Vendor's approach to the project design, installation, data integration, implementation, deliverables, and subscriptions based on the project Scope of Work. Include how the primary Vendor will use 3rd-party Vendor(s), (if any) throughout the project.

Early Morning Software

B2Gnow's Implementation Methodology process includes the following steps: Kickoff Meeting, Regular Project Calls, Portal Creation, Module Configuration, Notification Templates, Data Migration, Integration, Training, Go-Live, and Project Oversight. B2Gnow will provide weekly status reports. B2Gnow's Project Approach is explained in detail, please refer to the B2Gnow's packet and see pages 123 through 125 of the response.

EMS uses the 4D Implementation Methodology for their Project approach. The four main steps in their approach are as follows: Define, Design, Demonstrate and Deploy. Project Approach is explained in detail, please refer to EMS packet and see pages 291 through 296 of the response.

3.) Demonstration and Technical Report

Vendor must attend the scheduled Demonstration Meeting(s) to showcase the proposed Diversity Management System. A panel of Subject Matter Experts (SME's) will attend the Demonstration Meeting(s) and Submit a Technical Review Report to the Evaluation Committee for their review and analysis.

4.) Features and Functionality

Vendor must submit a complete Features and Functionality Form with their submittal by the closing deadline. Only Features flagged with an "A" or "B" will apply to the Calculations. Note: If a feature or functionality is left blank it will not be counted in the calculations.

The following is the formula that will be used to calculate The total points awarded to each vendor for the Features And Functionalities offered:

Highly Desirable (HD) ? 10 points (Number of A or B (HD) features offered / Total (HD) features] x 10 Points

PLUS (+)

Useful (U) ? 5 points [(Number of A or B (U) features offered / Total (U) features] x 5 Points = Total Awarded Points*

*Rounded to the nearest whole number

5.) Pricing

Pricing will be scored by the Purchasing Division. The Vendor(s) MUST state its price for providing all software, Licenses, subscriptions and services as stated in the solicitation Scope of Work at the time of submittal. The points available for Price will be calculated by comparing the Total of all Fees for the entire 5 year period, including the One-Time Implementation and Training fees.

6.) Workload of the Firm

a) For the Vendor only, list all completed and active Projects managed within the past five (5) years.

b) In addition, list all projected projects that the Vendor will be working on in the near future. Projected projects will be defined as project(s) that Primary that primary Vendor is awarded a contract, but the Notice to Proceed (NTP) has not been issued. Identify any projects that primary Vendor worked on concurrently.

c) Describe Vendor's approach in managing these Projects.

d) Were there or will there be any challenges for Any of the listed projects? If so, describe how Vendor dealt or will deal with the projects' Challenges.

Early Morning Software

According to B2Gnow, all of their 170 clients that they installed within the past five (5) years are still considered active users of the system. To view list of projects that were started within the past five (5) years, please refer to B2Gnow's packet and see pages 138 through 139 of the response.

According to EMS, all of their completed 50 project implementations as demonstrated in the reference and past performances sections.

EMS currently has 12 projects pending implementation or NTP.

B2Gnow has an experienced team capable of managing dozens of concurrent client implementations and hundreds of production clients.

The EMS Project Management Approach is provided in the bid as EMS, proprietary 4D Methodology.

B2Gnow does not anticipate any challenges with their current project load that would negatively affect an implementation with OESBD.

EMS does not anticipate any challenges with these projects.

7.) Location

Vendor with a principal place of business location (also known as the nerve center) within Broward County for the last six months, prior to the solicitation submittal, will receive five points; a Vendor not meeting all of the local business requirements will receive zero points. The following applies to any Vendor responding as a Joint Venture (JV): If a member of the JV has 51% or more of the equity and meets all of the local business requirements, the JV will receive three points; if a member of the JV has 30 to 50 % of the equity and meets all of the local business requirements, the JV will receive two points; and if a member of the JV has 10 to 29% of the equity and meets all of the local business requirements, the JV will receive one point.
