Online Certification and Recertification Test Administrators Guide

The Online School Bus Safety Inspector Certification Test Program, which began in January 2006, has been revised to include questions related to the latest safety specifications.

Please follow the steps contained in this guide when administering online Florida School Bus Safety Inspector Certification or Recertification tests. There have been many important changes and revisions in the test which are explained in this guide. Please carefully review this entire document as some of these changes and revisions may negatively impact your test candidates' test results if they are not taken into consideration.

Even though exhaustive testing of these programs have been undertaken, it is important to keep in mind that some problems may occur. As a test administrator you are encouraged to report any problem that you may find in order that it can be resolved promptly.

Please remember that the online versions of the School Bus Safety Inspector Certification Recertification Tests, and all testing materials, are property of the Florida Department of Education (DOE) and are confidential. Candidates are not allowed to mechanically or electronically print, copy, store, or transfer any test materials.

NOTE: Test Administrators must ensure candidates take the correct test. Test procedures for the two tests are not the same. You must follow the correct procedure for the test you are asked to administer (either a certification or a recertification test). Please see the Table of Contents (below) for the page number of the test you need to administer.

Certification Test Information

PLEASE REVIEW THE FOLLOWING INFORMATION PRIOR TO ADMINISTERING ANY TEST: The certification test is a computer generated test. The testing program randomly selects 100 questions from a database containing a huge pool of questions and constructs a nearly unique test for each candidate. For this reason it is unlikely that any two tests will be alike.

The test is 90 minutes long in duration. The revised test does not have a function that automatically stops the test and saves the responses. Test administrators will need to verbally instruct test-takers when to start and stop the testing process. Scores for test-takers who exceed the 90-minute threshold will be forfeited, so it is imperative to instruct test-takers when it is time to stop testing.

The certification test is on one (long) web page. Candidates must use the scroll bar, located on the right side of their screen, to navigate forward and backward (up and down) within the test. If candidates wish to look at a question that is no longer visible on-screen they can view it by moving the scroll bar in the appropriate direction (up or down). If candidates wish to change an answer during their test session they may do so by clicking on the answer they want. The small dot corresponding to their previous answer will move to their new choice. Candidates will only be able to test one time per day. It is suggested that candidates who fail this test on their first attempt wait at least one week before retaking it in order that they will have enough time to study and/or seek additional training services. If candidates encounter problems taking this test due to malfunctioning computer equipment or problems with the online test program itself, a new test session may be arranged if you contact Bud Fletcher or Terri Egler at 850-245-9795.

Certification Test Administration Procedures (100 Question Test)

Before You Begin: It is strongly encouraged that your district acquire at least one timer, such as a kitchen timer, with a clearly audible ring, and a duration of at least 90 minutes. Additionally, it is strongly encouraged that the machine(s) used for testing purposes be connected to a Universal Power Source (UPS) in case of unexpected power outage. Step 1: Using a computer that is connection to the Internet via a high speed (broadband) connection, please open your Microsoft Internet Explorer browser. Please note that you may use any version of Internet Explorer or Firefox. Other browsers such as Netscape Internet Explorer, Opera, etc., may not be fully compatible with the program. Your browser must be configured to allow Java programming code to be executed. Please ask your IT department to make sure your browser's security settings will allow Java to work on the machine(s) you will use for testing purposes. Step 2: Next, click or enter this Web address: Step 3: Click on the "GO" button to the right of the Address box or press the "Enter" key on your keyboard. Step 4: You will be taken to the School Bus Inspector Testing Login page. Please ensure the "For Certification Test" option is selected. Then enter your "Username" and "Password" (case sensitive) in the boxes provided, and then click on the "Login" button. (Contact Terri Egler or Bud Fletcher at DOE if you do not have or have lost your login credentials. See page two for contact information.) Step 5: On the next page, please enter the last six digits of the candidate's Driver's License Number (please omit all dashes and spaces) and click on the button marked "Enter." If the DL number is found, the information on the next screen will be pre-filled in.

Step 6: The next page is the "User Information" page. If the candidate has not provided this information during a previous test or test attempt, this page must be completed. If the candidate has taken a certification test in the past, this page will be pre-filled out. If any information is incorrect or has changed, please make the appropriate changes. All fields marked with a small red star MUST be filled in. When the form is complete, click the "Submit" button.

Step 7: Candidates will be offered the opportunity to take a practice test. If a practice test is desired, please click the link that reads "Take Practice Test."

These are the questions on the practice test. These are to familiarize the candidate with format of the computerized multiple choice and true/false questions.
