Substitute Application Process London Independent School District is in compliance with provisions of the Title IX of Public 92-318, Educational Amendments of 1972, and is an equal opportunity employer. Substitutes must complete an application with the campus secretary on the campus they are applying to substitute. The principal of each campus and Human Resources give approval of qualified substitute applicants.

Requirements for Substitutes Substitutes in London ISD are preferably SBEC certified, have a college degree, or have completed some level of college coursework.

Substitutes must: have the ability to instruct students and positively manage their behavior have strong organizational, communication, and interpersonal skills demonstrate punctuality and dependability demonstrate flexibility in the job assignment

All substitutes, as required by House Bill 9 are required to be fingerprinted with the FACT Clearinghouse/ TEA/ TXDPS/ FBI database.

All substitutes, as required by Texas Education Code (TEC) Chapter 22, Subchapter C, must submit a Criminal History Form for the review their criminal history.

Personnel Records The following documents must be on file in your personnel file before you are able to substitute:

Substitute Teacher Pay Substitutes shall be paid according to the substitute rate schedule approved by the Board of Trustees:

Non-Certified Substitutes Daily Rate: $70.00 Certified Substitutes Daily Rate: $100.00 Long-Term Non-Certified Substitutes Daily Rate: $120.00 Long-Term Certified Long-Term Substitutes Daily Rate: $150.00

Long term assignments are substitute assignments that are longer than 10 consecutive days.

Substitute employees are paid for 8 hours per day and are classified as non-exempt employees for the purposes of overtime compensation. Substitute teachers who are required to be on duty for more than 4 hours will be paid for the full day. Substitute teachers who are required to be on duty 4 hours or less per day will be paid for one-half day.

Texas certified teachers who substitute in a teaching assignment for 90 days or more during a single school year may be able to count that year toward salary purposes if the substitute obtains a regular teaching assignment within the state of Texas.

Paychecks Substitute teachers are paid following the London ISD schedule of pay. Payday is on the 20th of each month, or the Friday before, if the 20th falls on a weekend. Paychecks are deposited directly into an account if requested, or are mailed. Paychecks will not be released to any person other than the district employee named on the check without the employee's written authorization. Please contact Annabel Davis in the Business Office with any questions regarding paychecks.

FICA Alternative Retirement Plan All London ISD substitutes, except those currently retired under TRS, are enrolled in a FICA Alternative Retirement Plan as an alternative plan to Social Security.

Retired Teachers Retired teachers who are receiving Teacher Retirement System benefits must be aware of their retirement arrangements with TRS and any subsequent actions that may occur with their pay.

Other Employment Information Substitutes are employed by London ISD based on the qualifications established by the District and are subject to assignment based on the needs of the district. Nothing contained herein construes an employment contract. Continued employment as a substitute is on an at-will basis. Employers may terminate at-will employees at any time for any reason or for no reason, except for legally impermissible reasons. As an at-will employee substitutes are free to resign at any time for any reason or for no reason. By virtue of this notice, please understand that substitutes will not be eligible for unemployment compensation benefits drawn on school district wages during any scheduled school break including, but not limited to, the summer, winter, and spring breaks. Calendar. This calendar established for the school year, and each school year hereafter, identifies the scheduled school breaks. Continuation of employment is contingent on school operations and will not apply in the event of any disruption that is beyond the control of the district, (i.e., lack of school funding, natural disaster, court orders, public insurrections, war, etc.)

Change in Address, Certification, Status, Etc. Your personnel folder should be kept up to date. Report any changes in certification or qualifications as well as changes in address, telephone numbers, or income tax withholding status to Human Resources. If it becomes necessary for you to withdraw from substitute teaching, please notify the campus secretary or Human Resources as soon as possible.

Acquiring Substitute Jobs London ISD uses the Frontline Absence Management system to notify substitutes of available jobs. Substitutes will receive further information about the system and receive log-in information during the substitute orientation process.

Hours of Duty The substitute teacher shall be expected to be on duty the entire school day and perform duties of the regular teacher. School day schedules for teachers vary on the different campuses. Individual campus circumstances may require the assignment of a substitute for only a portion of the school day. Substitutes will be able to view this information in the Frontline system. The substitute teacher is subject to reassignment during the day due to extenuating circumstances.

Substitute Sign-In At the beginning of each teaching day, the substitute should report to the school office. The substitute will be asked to sign the Substitute Sign-In Form. Failure to sign this form may complicate the process and delay the substitute's paycheck.

A substitute shall consult with the office before leaving school for the day. There may be occasions when a substitute receives an assignment which may for more than one day.

End of Day Procedures Return materials and equipment to the proper place and complete any "end of day" instructions left by the teacher. Substitutes should check in with the campus secretary at the end of the day for possible continued assignment and to report any problems that occurred during the day.

Frequency of Calls and Evaluations of Substitute Teachers It is difficult to give substitutes any estimate of how often they will substitute. It will depend a great deal on such factors as the district's daily need, time of year, and success of each substitute when assigned. Dependability and reliability are prized attributes of substitute teachers.

The district must constantly be aware of the quality of substitutes employed. Substitutes are informally evaluated at the conclusion of each assignment in the following areas:

1. Promptness 2. Following lesson plans in a satisfactory manner 3. Leaving the leave the room in an orderly condition 4. Providing sufficient information for the teacher regarding the day's lessons/ events/activities 5. Positive interaction with students and staff members

The district may remove a substitute from the district substitute list if the substitute receives poor evaluations from campuses.

Release from an Assignment Substitutes can be excluded from any school site for any reason deemed necessary by the campus principal. If a substitute is excluded from a campus, the substitute may call the campus principal to inquire about the exclusion. A substitute has the right to send a rebuttal letter to the campus principal.

Reactivation If a substitute teacher does not fulfill a sufficient number of jobs during a school year, the substitute teacher will be no longer be considered active and will have to reapply to become an active substitute.

Dress All employees shall observe neatness in clothing, personal appearance and hygiene. Substitutes are considered professionals and should dress accordingly.

Inclement Weather Days If the weather requires schools to close or to open late, announcement will be made on the major radio and television stations by 6:15 am. Information will also be posted on the District's website. It is the substitute's responsibilities to listen for school closings or delays. If school is delayed, the substitute should report at the specified time.

Reporting of Work-Related Injuries Any work-related injuries that occur while you are substituting should be reported immediately to the campus principal or office staff and will need to be documented on an Injury Report Form. The district, in accordance with state law, provides workers' compensation benefits to employees who suffer a workrelated illness or are injured on the job. The district has workers' compensation coverage from the Texas Association of School Boards, effective September 1, 2011. (Policy CRE)

Safety and Security/ Emergency Information Safety and security of all student and staff members is the top priority in day-to-day school operations. Each campus has an emergency and safety plan. You will be provided this information from the

classroom teacher. Fire and emergency exits are posted near the doorway of each classroom as well as emergency signals used. It is very important that you familiarize yourself with these procedures before classes begin.

Release of Students Never release students from the classroom without official notice and approval from the campus office. You may direct to the front office any non-school employee who comes to the classroom requesting information about a student, or asking that a child be released. Always notify the front office, if you are unsure about a situation. Substitute must also familiarize themselves with the end of the day procedures for releasing students.

Student Medication Only authorized district employees may administer any kind of medication to students.

Reporting Injuries of Students When a student is injured at school, the front office or nurse should be notified immediately. Although some injuries may not appear to be serious, it is best have the student evaluated by the school nurse.

Confidential Information Substitute teachers are expected to keep information confidential concerning students, staff or school related business, any of which, might be obtained while substituting.

Cafeteria Information If you are planning on going through the lunch line in the Cafeteria, you may drop your money in the box. The standard lunch price is $3.25. A la carte items are separate as well as the salad bar. See cafeteria menu for pricing. If you have accepted a long-term substitute assignment, you may see the cafeteria staff to inquire about setting up a lunch account.

Prohibition of Weapons The Texas Penal Code, Sec. 46.03, prohibits firearms, illegal knives, clubs or any prohibited weapons on the physical premises of a school, any grounds or building on which an activity sponsored by a school is being conducted, or school transportation vehicle.

Substitute Responsibilities

Substitutes should report directly to the school office to check in and sign the substitute daily sign in sheet. Substitutes will also need to sig-out each day when they are finished with their assignment.

It is required that all London ISD staff members wear an ID badge. The campus secretary will provide you with this when you check in each day.
