MANUAL OF INSTRUCTION

THE GUIDELINES STATED IN THIS GUIDEBOOK ARE IN ADDITION TO THE RULES AND POLICIES SET FORTH BY THE PRINCETON CITY SCHOOL BOARD AND PRINCETON HIGH SCHOOL, AS THEY ARE THE NECESSARY PRACTICES THAT ALL CADETS ARE EXPECTED TO GOVERN THEMSELVES BY. THIS HANDBOOK CONTAINS VITAL INFORMATION THAT CADETS WILL FIND HELPFUL DURING THEIR UPCOMING YEARS IN NAVY JUNIOR RESERVE OFFICER TRAINING CORPS (NJROTC).

Standards for Cadets Acknowledgement Form 17

1. PERSONAL DISCIPLINE

All cadets and parents/guardians will sign the Standards for Cadets Acknowledgement Form, and return the form to their Naval Science Instructor (NSI) by 03 September 2019. Cadets will agree to abide by a strict moral code that reflects what is taught in NJROTC. Personal discipline is very important as your behavior reflects on the unit, the school, NJROTC, and the U.S. Navy. These rules if followed will not only reflect well on you, but will also bring honor to both our unit and school.

2. UNIFORM WEAR AND MAINTENANCE

All uniforms are Government Issue and will be kept in good repair and well maintained. Uniforms will be worn correctly, all day on designated days, or as ordered by the Naval Science Instructors. Failure to wear the uniform will result in a zero grade on inspection. The cadet will pay for any damages that the uniform sustains over the course of the year, and must return uniform items dry-cleaned with the dry cleaning receipts attached.

3. ACADEMIC STUDIES

Academics are important and a fundamental part of NJROTC. Cadets will be required to partake in classroom work with interest, and must come prepared with textbook, paper, pencil or pen, PHS agenda, 3 ring notebook or loose leaf folder, and 25 pages of loose leaf paper. All cadets will remain awake and alert during classroom lessons. Cadets must maintain grades suitable to the Naval Science Instructors in JROTC and in all other academic classes as required by the Commander Naval Service Training Command Instruction (NSTC M-5761.1B) in order to participate in extracurricular activities.

4. PARTICIPATION IN UNIT ACTIVITIES

Cadets are encouraged to participate in various extracurricular unit activities on a regular basis. Cadets that fail to wear their uniforms or maintain their grades as prescribed in paragraphs 2 & 3 will not be allowed to participate in the following:

a. Military Ball

b. NJROTC Special Teams

c. Field Trips

d. Other NJROTC group activities

5. MANDATORY UNIT ACTIVITIES

All cadets are required to attend the following events or their participation grade will be lowered for the quarter:

a. Monthly Tuesday company staff meetings (Staff Officers Only)

b. Annual end of the year awards presentation Banquet (April)

c. Annual Parent/Cadet Information Meeting (September)

d. Annual Area Manager’s Inspection (14 November 2019)

e. Annual Princeton NJROTC Field Meet (07 September 2019)

f. *** Any special events as determined by the SNSI/NSI***

6. DRILLS AND DRILLING PROCEDURES

Close Order Drill is another vital aspect of NJROTC, and all cadets will participate in armed and unarmed drill every Thursday. Non-participation will result in a zero for the day, unless proper documentation is provided. Cadets will stay up to date and in good practice on drill maneuvers. Cadets should wear comfortable shoes and not pumps/high heels/sandals on drill days.

7. PHYSICAL TRAINING (PT)

All cadets are required to maintain their physical well-being. Cadets are required to provide a NJROTC Standard Release Form, Health Risk Screening Form, and the OHSAA Physical Form signed by their parents or guardians and a physician if required. Cadets will participate in PT every Friday and two physical readiness tests (PRT) each semester. Cadets are required to be prepared for PT every Friday, and will receive a grade for their PT. Non-participation in PT or not dressing out in Navy PT gear will result in a zero for the day, unless proper documentation is provided. Quality performance in the semi-annual PRT will be rewarded with the PT ribbon.

8. ADVANCEMENT

All cadets will be given the opportunity to advance through the ranks. Cadet advancement is not mandatory, but is recommended. Advancement is accomplished by the successful completion of written exams and all eligibility requirements (see pages 7-11). Advancement policies are enclosed in this guidebook.

9. CHAIN OF COMMAND

All cadets must follow the unit’s chain of command. Cadets will show courtesy and respect towards all other cadets, and they must adhere to the orders of senior cadets and those cadets that are placed in positions of leadership. This respect will be extended outside the Naval Science Classroom to all other academic classes. Cadets will address all adults as “Sir/Ma’am” as appropriate and other cadets as “Cadet (last name)”.

10. DISCIPLINARY MEASURES

Cadets that fail to show the level of participation and effort that is expected will be placed on probation and will be notified verbally by the SNSI/NSI. Cadets are required to wear their uniforms throughout the school day during uniform inspection Wednesdays and are expected to adhere to Navy grooming standards. Failure to wear the NJROTC uniform on uniform inspection days will result in the cadet receiving an “F” for the inspection. Cadets that continually fail to show the level of participation and effort required and or continue to be a discipline problem may be dropped from the NJROTC program.

11. PROMOTIONS AND APPOINTMENTS

All officer and chief ranks are appointed by the SNSI/NSI. The Company Staff positions are all appointed and the ranks that go with the position are also appointed. If a cadet for whatever reason is removed from a staff position then the cadet loses the staff position but may retain that officer rank. Additional misconduct or poor performance may lead to reduction in rank through the determination of the Senior Naval Science Instructor (SNSI) and Naval Science Instructor (NSI). Cadet ranks may change anytime, based on performance, size of unit, and SNSI/NSI determinations.

12. BASIC CADET RESPONSES

There are five (5) basic responses that all cadets will use when addressing adults/superiors. Cadets shall use the word “Sir” for males and “Ma’am” for females as appropriate. The five responses are the following:

13. REQUIRED FORMS

There are seven (8) required forms that cadets must complete and return to their appropriate NJROTC instructor. The cadet can not participate within the unit without timely completion of these forms. The SNSI/NSI will promulgate at the beginning of each school year the deadline dates for all seven forms. The required forms are with their appropriate due date in parenthesis.

1. Purpose: To establish requirements for initial rank assignments for members of the Princeton NJROTC Unit.

2. Background: Assignment and advancement in rank in the Princeton NJROTC unit is based on demonstrated performance without regard to race, gender, or religious preference.

3. Eligibility: This document specifies the initial assignment of rank criteria and will be followed at a later date by a comprehensive advancement and promotion policy.

a. Seaman Recruit Eligibility

Time in unit: One week minimum

Uniform: (1) Received initial outfitting of uniform

(2) Passed uniform inspection

Designation: No rank insignia is given for seaman recruit

b. Seaman apprentice eligibility

Time in unit: Three months minimum

Time in rate: Three months

Uniform: Passed 3 uniform inspections with a (80) or higher.

Academic: Currently maintaining at least a “C” (70) in NJROTC

Leadership: Average of personnel inspections, drill and participation of “C” (70).

Written Tests: Military time, NJROTC awards, Unit Chain of Command, General Orders

Designation: Seaman Apprentice Device

c. Seaman eligibility

Time in unit: Five months minimum

Time in rate: Three months

Uniform Personnel Inspection average of “B” (80)

Academic: Currently maintaining at least a “C” (70) in NJROTC

Leadership: Average of personnel inspections, drill and participation of “C” (70).

Written test: Military rate/ranks, Uniform wear, Customs, Courtesies, Ceremonies, COC

Practical Demonstrate ability to respond to all standard facing commands, salutes, and

basic marching commands.

Designation Seaman Device

d. Cadets transferring from other JROTC units may receive rank up to but not above rank previously held, not to exceed the rank of Chief Petty Officer, upon presentation of their verified record at the previous units. The SNSI and/or NSI may determine the level of rank depending on demonstrated ability and after fulfilling the minimum requirements set forth in paragraphs a and b.

Practical Exam: Demonstrate ability to lead a platoon in all standard-facing commands, salutes,

And basic marching commands.

Designation: Petty Officer Second Class Device

b. Cadets transferring from other JROTC units may receive rank up to but not above rank previously held, not to exceed the rank of Chief Petty Officer, upon presentation of their verified record at the previous units. The SNSI and/or NSI may determine the level of rank depending on demonstrated ability and after fulfilling the minimum requirements set forth in paragraphs a and b.

c. Cadets transferring from other JROTC units may receive rank up to but not above rank previously held, not to exceed the rank of Chief Petty Officer, upon presentation of their verified record at the previous units. Staff Positions and Descriptions

Subj: Unit Organization Chart

1. Purpose: To promulgate the Princeton High School NJROTC organization and delineate billet responsibilities.

2. Background: The Princeton High School NJROTC organization conforms to the guidelines of CNSTC M-5761.1B and as modified by this handbook. The unit is organized as a company, with a command structure as indicated on the previous page. All ranks are suggested and not required for the billet assigned.

3. Procedure: Duties and responsibilities of the principal officer billets are as follows:

COMPANY STAFF

Company Commanding Officer (C/LCDR):

1. To schedule and conduct weekly meetings of key staff members.

2. Maintain a schedule of events for the unit, and assign specific responsibilities for preparation for each event.

3. Monitor the performance of assigned officers.

4. Coordinate through the SNSI/NSI to ensure support required is obtained.

5. Represent the Princeton Navy Junior ROTC at school or community ceremonies and other functions.

Company Executive Officer (C/LT):

1. Conduct follow ups at the Department Head Level to ensure the actions and policies directed by the Company Commander are carried out.

2. Serve as the unit's primary communicator to ensure that all hands remained fully informed on policies, procedures, and schedules.

3. Chairs all staff meetings with all Department heads and assigned officers.

4. Represent the Princeton Navy Junior ROTC at school and community functions as directed by the Commanding Officer or SNSI/NSI.

5. Act as Company Commanding Officer in his or her absence.

Company Senior Chief Petty Officer(C/SCPO):

1. Works directly for the Company Commanding Officer and Executive Officer.

2. Supervises musters for the unit formations and are the senior enlisted cadet point of contact.

3. Represents Princeton NJROTC at school and community functions as directed by the Commanding Officer or SNSI/NSI.

4. Coordinate through the Company Commanding Officer and SNSI/NSI all honors and ceremonies.

5. Perform such other tasks as prescribed by the SNSI/NSI.

OPERATIONS DEPARTMENT

Company Operations Officer (C/LTJG):

1. Coordinate activities and requirements of the team commanders.

2. Coordinate the sign up and assignment of cadets to assist in school or community functions.

3. Perform such additional duties as may be assigned by the Company Commanding Officer or Executive Officer.

Company Assistant Operations Officer (maintains present rank):

1. Works directly for the Operations Officer

2. Assists the Operations Officer with minutes for staff meetings and coordinate activities and requirements of the team commanders.

3. Assist in the supervision of the performance of other Operations Department assistants.

4. Perform such additional duties as may be assigned by the Company Operations Officer.

Company Unarmed Drill Commander (C/ENS):

1. Oversee and organize the unarmed drill of the entire company.

2. Accept the command of all unarmed drill teams.

3. Work with the Company Operations Officer on collecting information for field trips and drill meets.

Company Unarmed Exhibition Drill Commander (C/ENS):

1. Oversee and organize the unarmed exhibition drill of the entire company.

2. Accept the command of all unarmed exhibition drill teams.

3. Work with the Company Operations Officer on collecting information for field trips and drill meets

Company Orienteering Team Commander (C/ENS):

1. Oversee and organize the Orienteering team for the entire company.

2. Once per month execute orienteering training and or meets/events.

3. Accept the command of all orienteering team events and training.

4. Work with the Company Operations Officer on collecting information for field trips and orienteering meets/events.

WEAPONS DEPARTMENT

Company Weapons Officer (C/LTJG):

1. Assume overall responsibility for the maintenance, preservation, and cleanliness of NJROTC armory, spaces, and equipment.

2. Supervise the performance in the maintenance of the overall appearance of the NJROTC armory, spaces, and equipment.

3. Maintain all assigned drill rifles and swords; performing such cleaning and repairs as may be necessary.

Company Assistant Weapons Officer (maintains present rank):

1. Works directly for the Weapons Officer

2. Assists the Weapons Officer with minutes for staff meetings and coordinate activities and requirements of the team commanders.

3. Assist in the supervision of the performance of other Weapons Department assistants.

4. Perform such additional duties as may be assigned by the Company Weapons Officer.

Company Color Guard Commander (C/ENS):

1. Responsible for the Company Color Guard and Company Colors.

2. Responsible for Color Guards for all extra curricular events.

3. Maintains schedule of cadets to perform color guards events

Company Air Rifle Team Commander (C/ENS):

1. Oversee and organize the Air Rifle team for the entire company.

2. Accept the command of the air rifle team.

3. Work with the Company Weapons Officer on collecting information for air rifle meets

Company Armed Drill Commander (C/ENS):

1. Oversee and organize the armed drill of the entire company.

2. Accept the command of all armed drill teams.

3. Work with the Company Weapons Officer on collecting information for field trips and drill meets.

Company Armed Exhibition Drill Commander (C/ENS):

1. Oversee and organize the armed exhibition drill of the entire company.

2. Accept the command of all armed exhibition drill teams.

3. Work with the Company Weapons Officer on collecting information for field trips and drill meets.

ADMINISTRATIVE DEPARTMENT

Company Administrative Officer (C/LTJG):

1. Maintain records of all staff meetings in a single permanent record.

2. Supervise the performance of the Assistant Administrative Officer, Personnel Officer, and other administrative assistants.

3. Coordinate communications between other departments and company and platoon commanders as necessary to ensure cadet and unit records are up to date and accurate.

Company Assistant Administrative Officer (maintains present rank):

1. Assist the Admin Officer with minutes for staff meetings.

2. Supervise the performance of other administrative assistants.

3. Coordinate communications between other departments and company and platoon commanders as necessary to ensure cadet and unit records are up to date and accurate.

4. Maintain an orderly file in JUMS of personnel records on all cadets on board, plus an inactive file of former cadets for three years after their departure.

5. Act as Company Administrative Officer in his or her absence.

6. Perform such other duties as the Company Administrative Officer may direct.

Company Public Affairs Officer (C/ENS):

1. Prepare news releases for Princeton publications and local media on unit events to include all competitions, trips, and newsworthy events, for submission to instructors

2. Ensure that all releases are screened and approved by the Company Commanding Officer and the Company Executive Officer before issuance.

3. Maintain the unit scrapbook for the year.

4. Maintain a Current Events display on the unit display board reflecting cadet activities.

5. Coordinate cadet picture submission for the yearbook with the yearbook staff.

6. Coordinate the posting of the NJROTC website the multimedia class.

7. Perform such other duties as the Company Administrative Officer may direct.

Company Academic Team Commander (C/ENS):

1. Oversee and organize the Academic team for the entire company.

2. Once per month execute practice exams and training preparing the team for future postals and National academic exams.

3. Work with the Company Administrative Officer on collecting information for academic postals and the annual NJROTC national academic exam.

Company Physical Training Team Commander (C/ENS):

1. Oversee and organize the Physical Training team for the entire company.

2. Once per month execute Physical training preparing the team for future ROTC field meets and Semi-annual Physical Readiness Test (PTR).

3. Work with the Company Administrative Officer on collecting information for upcoming ROTC field meets and relaying this information to the Company Operations Officer.

4. Organize and run the semi- annual NJROTC PRT.

Company Assistant Physical Training Team Commander (maintains present rank):

1. Works directly for the Physical Training (PT) Team Commander

2. Assists the PT Officer in overseeing and organizing the PT team for the entire company.

3. Assist in the execution of physical training preparing the team for future ROTC field meets and Semi-annual Physical Readiness Test (PRT).

SUPPLY DEPARTMENT

Company Supply Officer (C/LTJG):

1. Coordinate the issue, exchange, and turn-in of uniform items under the supervision of the SNSI/NSI.

2. Maintain accurate records to reflect uniform items received on hand, and issued.

3. Direct and supervise assigned company assistants to ensure every cadet has a complete and well-fitted uniform.

Company Supply Officer Assistant (maintains present rank):

1. Assists in supply duties under the supervision of the Company Supply Officer, Company Assistant Male and Female Supply Officers.

2. Works on supply issuance and returns under the supervision of the Company Assistant Male and Female Supply Officers, Company Supply Officer, and the SNSI/NSI.

3. Helps maintain and keep records on the unit storeroom.

4. Assists in keeping the storeroom clean and orderly.

Company CDMIS/Personnel Officer (C/ENS):

1. Collect information, publish, and distribute a weekly Plan of the Week.

2. Maintain a complete and current hardcopy file of cadets that includes Standard Release Forms, Cadet Info Sheets, signed copy of Cadet Standards, and any other administrative paperwork or reports.

3. Assume responsibility for obtaining the necessary information for these records.

4. Assume responsibility for the data entry and maintenance of the Junior Reserve Officer Training Corps Units Maintenance System (JUMS).

5. Perform such other duties as the Company Administrative Officer may direct.

Company Community Service Officer (C/ENS):

1. Coordinate the community service events for the unit under the supervision of the SNSI/NSI.

2. Maintain accurate records to reflect how many man-hours were expended and what cadets participated in the community service event.

3. Relay community service project information to Operations Officer, Unit Public Affairs Officer and PHS school paper, ODINS’S WORD.

4. Work directly for the Supply Department Head.

Company Fund Raising Officer (C/ENS):

1. Coordinate fund raising event for the unit under the supervision of the SNSI/NSI.

2. Maintain accurate records to reflect how much money was raised for the unit, what cadets participated and how many man-hours were expended.

3. Relay fund raising project information to Operations Officer, Unit Public Affairs Officer and PHS school paper, ODINS’S WORD.

4. Work directly for the Supply Department Head.

STANDARDS FOR CADETS

NJROTC Cadets are subject to the same standards as any student at Princeton, guidelines to which are published in the Agenda Student Code of Conduct. As a member of the NJROTC, however, additional Standards will be maintained. Participating in this course and wearing a uniform that represents, in part, the U. S. Navy and the heritage of our nation, demands a standard of pride and excellence above the norm.

UNIFORM WEAR AND MAINTENANCE

Cadets will receive uniforms at no cost. They will be required to wear them for the entire day and to other activities as directed by the Naval Science instructors. Cadets will meet uniform standards whether they are standing an NJROTC inspection, or are attending other school classes in uniform. The clean, tailored uniforms that are issued must be maintained in excellent condition and must be returned dry-cleaned upon completion of the course. The uniforms remain the property of the U.S. Navy NJROTC at all times. A cleaning fee of $50.00 will be assessed for uniforms returned unclean.

UNIFORMS: Monday: Appropriate civilian clothing

Tuesday: Appropriate civilian clothing

Wednesday: Military Uniform (as prescribed by SNSI/NSI)

Thursday: Appropriate civilian clothing with tennis shoes (for drill practice)

Friday: Navy Physical Training (PT) Gear (only during Naval Science class)

PERSONAL APPEARANCE: Appearance while in uniform will be evaluated and must conform to a high standard. The following are required:

- (Males) Keep hair neat and trimmed off the ears and collar, sideburns and mustaches trimmed to current Navy standards, no beards (or other facial hair allowed), and no earrings, nose rings, or eyebrow rings allowed while in uniform. No faddish hairstyles allowed.

- (Females) keep hair trimmed or pinned up above the collar while still fitting properly beneath a hat while in uniform. No nose rings or eyebrow rings while in uniform. No faddish hairstyles allowed.

CONDUCT

Personal conduct will reflect on the unit as well as the individual and cadets will be required to conduct themselves as ladies and gentlemen in NJROTC and in all other classes in school. Cadets will demonstrate as a minimum, the following:

- Respect for others without: rudeness, use of profanity, harassment, disrespect for race and creed.

- Respect for the seniority of others, using the terms "sir" or "ma'am" regularly, and saluting seniors while in uniform

- Respect for the community without unruly behavior, lying, cheating, or stealing from others.

- Respect for the country through learning the correct forms of handling and honoring the nation's flag and conducting ceremonies reflecting naval tradition and heritage.

ACADEMIC ACHIEVEMENT AND PARTICIPATION IN UNIT ACTIVITIES

Cadets will be encouraged to maintain solid academic achievement in all courses. Cadets are encouraged to participate fully in all the extracurricular activities and opportunities that this program offers. Cadets that fail to uphold these standards, will not be allowed to participate in extracurricular activities such as Military Ball, Annual Picnic, Field Trips, or any other NJROTC group activities, and may loose the privilege of wearing the uniform. Acceptance into Princeton’s Naval JROTC is a minimum ONE-YEAR commitment. I agree to make it my goal to meet or exceed all of the "STANDARDS FOR CADETS" for Princeton NJROTC:
