Building Response Team Leader Checklist

This checklist is designed to be used by BRT Leaders as a tool to ensure that training and preparedness for Building Response Team Members, Internal Content Area Specialists, Staff, Students and School Community Members is effectively planned at the start of the school year, and when preparing for emergency drills.

PREPARING FOR THE START OF THE SCHOOL YEAR

Download BRT and GRP training materials that are posted on the Principals' Portal (see link at bottom of page). Schedule training for staff so that critical safety topics are thoroughly reviewed. Complete the BRT planning guide to review roles in an emergency. Update team members names and contact in-

formation. Review all current members of the BRT to identify any vacancies or changes of BRT roles.

Download the Command Post Card and review Command Post operations with all BRT members, administrators, and Internal Content Area Specialists. Focus on internal and external operations when activated.

Ensure that all materials in the BRT Kit are in working order and replace items as necessary.

Schedule GRP training for staff focusing on the procedures for Evacuation, Shelter-In, Lockdowns and Missing Student Protocols. Complete before the end of the first week of school.

Download and review the reunification plan in the event of an off site relocation. Maintain a school busing list in the event of a relocation. Ensure that all relocation sites are visited to assess use during the new school year.

Distribute GRP Assembly Cards to all staff and coordinate the creation of classroom go folders for teachers.

Distribute the grade appropriate GRP curriculum to all teachers. Inform all teachers of the date by which the GRP lessons will be reviewed with students. Lessons must be reviewed with students before the first fire drill. Review the GRP with substitute teachers and the supervisor of the after-school programs when they report to the building for their first day of work.

DRILLS

Schedule the dates for (12) Fire Drills: 8 to be conducted by November 30 and (2) Soft Lockdown Drills (required for all school/campus buildings). The first drill is to be held by October 31, and the second drill is to be held between February 1 and March 14. In addition, all schools are required to conduct Bus Drills (3 per year: 1 during the first week of the fall term).

Download the GRP Parent Letters to print and send home with each student before the first drill is conducted (letters only need to be sent home in September). Parent letters are available in translated languages on the Principals' Portal.

Review the Soft Lockdown checklist with all BRT Members, floor wardens, searchers, and school safety agents. To properly manage time during the drill, deploy sweep teams to a staging area (i.e., stairwell) near their assignment to wait for the commencement of the drill.

Map routes to the primary, secondary and out of area relocation sites as defined in the school safety plan. Only share with staff.



Working with Internal Subject Matter Experts

These individuals are NOT part of the BRT but will work closely with the BRT Incident Assessor in all incidents (facility, health, and criminal). These experts include: School Safety Agents, School Nurse and the Custodial Engineer .

CUSTODIAN

Work with the custodian to survey the building to ensure: Door locks are in proper working order; A regular assessment of door alarms is conducted and repairs made immediately as necessary; The public address system can be heard in every room, office, and common space; AED units and fire extinguishers have been serviced and are operational; Fire drill and GRP posters are hung in each classroom, office, and common space.

SCHOOL SAFETY AGENTS/BOROUGH COMMAND STAFF

Review with school safety agents (and borough command staff where appropriate): The GRP to ensure proper use of protocols and terminology in a drill/emergency; The BRT to ensure that members and agents are familiar with each other and can work together effec-

tively before, during, and after an emergency; Command Post locations and expectations; Critical contact information so that both DOE and NYPD responders have the most relevant information; Shelter- In and Evacuation floor team assignments, Soft Lockdown sweep teams, and Reunification Plans; Pre-determined safe corridors for use if necessary.

NURSE

Review protocols with the Nurse specific to: Locations, protocols, and materials used when reporting to the internal and external command posts; Evacuating the Medical office in order to ensure that required materials are brought to the command

post; Review with the nurse the need for emergency and planned treatments that may occur during activa-

tions; Review the use of GRP Assembly Cards for medical emergencies, and for times when the nurse may evac-

uate with students under his/her supervision.
