SUPPLEMENTAL INTSTRUCTIONS FOR USE OF FORM 3-1383-C FOR APPLICATIONS FOR COOPERATIVE AGRICULTURAL OPPORTUNITIES ON THE NATIONAL WILDLIFE REFUGE SYSTEM(BAY PASTURES UNIT)PLEASE READ THE FOLLOWING CAREFULLY BEFORE FILLING OUT THE APPLICATION: Form 3-1383-C (Commercial Special Use Permit) is used by the refuge for both applications for cooperative agricultural opportunities on the National Wildlife Refuges, as well as for formalizing the Cooperative Agricultural Agreement (CAA) on the Nestucca Bay National Wildlife Refuge (Refuge). At the time of application, you do not need to complete all sections of the Commercial Special Use Permit.For this application you need to provide sufficient information on your proposed operations for the Service to rank and score your application based on the objective criteria listed in the Service’s Notice of Cooperative Agricultural Opportunity (Notice). In addition to providing the Service detailed information about your proposed agricultural practices on the Refuge, you must also describe how your proposed operations, based on your background, knowledge and experience, meet the objective criteria by which the Service will evaluate your application as outlined in the Notice. In addition, if applicable, please identify how your proposed operation is different from the description of the cooperative agricultural opportunity outlined in the Notice. Due to limited space on the Form 3-1383-C, we have provided a template attachment where you can provide this additional information (See Attachment 1). Attachment 1 should be attached to the Form 3-1383-C as part of your application package. Write N/A in any sections that do not appear to be relevant. Both the Plan of Operations (Section 18) and the Logistics and Transportation Section (Sections 24a through 30) only need to be completed if you are selected as the Cooperator. These sections will then be completed in coordination with the Project Leader prior to any agricultural practices beginning on the Refuge. In an effort to better manage the habitat for wildlife, migratory birds (including the Aleutian and dusky Canada geese), nesting birds, and resident wildlife at Nestucca Bay National Wildlife Refuge; OCNWRC is seeking applicants for our seasonal grazing and haying program for fields NB1-12 (Bay Pastures Unit). The program is managed using a Cooperative Agricultural Agreement (CAA), with the Cooperators providing in-kind services by helping us manage for wildlife habitat. In-kind services that are most commonly utilized are fence repair, ditch cleaning, mowing, and/or spraying of weeds. Interested Cooperators will be evaluated based on proposal forage value amount; ability to provide needed in-kind services; ability to respond in a timely manner to trespass cattle, beaver dams, and need for ditch cleaning and weed control; equipment needed to implement required operations; experience managing lowland wet pastures; and prior knowledge of and past performance in grazing and haying/mowing on wildlife conservation lands. The proposals must be on a per acre basis for haying or for grazing. The envelopes may be submitted either by mail or hand delivery to the refuge office. In either case, proposals will only be accepted between September 15 and October 15, 2018. Sealed envelopes must be received in the refuge office by October 15, 2018 at 5:00 pm. All proposals will be opened on October 19th.
