Memorandum of Agreement Between the _________________________ School District andRhode Island Multi-Tiered System of Support (RI MTSS)An Integrated Model of Positive Behavioral Interventions and Supports and Response to InterventionThe purpose of this Memorandum of Understanding (MOU) is to clearly identify the roles and responsibilities of each party involved. By entering into this agreement, the school district commits to fully participate and implement the systems, strategies and techniques introduced to the district by the RI MTSS project to support improved behavior and academic success for the purpose of building the capacity of schools and districts to implement and sustain MTSS. The development of coaches within local school districts is essential to the long term sustainability of a Multi-tiered System of Support. To prepare district coaches for the responsibilities associated with this role, additional training will be provided for these individuals and is outlined in this agreement. In order to ensure successful implementation of RI MTSS our district agrees to the following:District Level Commitment to:Initial as agreement:________________1. Create an active and representative “District Leadership Team” which is a working team designed to implement RI MTSS practices with fidelity. The team must consist of (a) district administrators from general education and special education, (b) district or building representative from ELL, (c) District Level Coach (es), and (d) at least one representative from building administration (e) a building representative who is not an administrator.2. Participate as a District Leadership Team in 3 training days per year and 6 hours of onsite technical assistance activities over the course of a year for the length of the project. 3. Work in conjunction with RI MTSS staff to select an agreed upon District Level Coach (es).4. Provide a sufficient time allotment, a minimum of .30 FTE, for the District Level Coach (es) for training activities and professional development and training for district staff. In addition, District Level Coach(es) will be available for group training with other coaches in this project (2-3 half days each year), as well as for regularly scheduled on-line meetings throughout the year.5. Provide support by the district administration for the ancillary cost (e.g., substitutes, travel, etc.) that will permit the Building Leadership Team, school faculty, and others to participate in trainings, technical assistance, and other related activities. 6. Provide necessary supports to the schools, which may include modifying school schedules, when recommended by the Building Leadership Team, to implement RI MTSS with fidelity. School Level Commitment to:Initial as agreement:_________________1. Create an active and representative “Building Leadership Team” for each school which must include (a) the building administrator, (b) general and special education teacher representatives, (c) a designated “Internal Building Facilitator” to assist in the implementation of RI MTSS in the building, (d) other school personnel representatives, and (e) parent representatives.2. Participate as an entire Building Leadership Team for each school in 5 training days per year and a minimum of 10 hours of onsite Technical Assistance (TA) activities over the course of each year for the length of the project.3. Conduct a minimum of monthly Building Leadership Team meetings for the length of this project in addition to regularly scheduled training and TA activities (see number 2 above).4. Provide Building Administrator support for the ancillary cost (e.g., substitutes, travel, etc.) and permissions that will allow the Building Leadership Team, school faculty, and others to participate in trainings, technical assistance, and other related activities. 5. Provide supports necessary to implement RI MTSS with fidelity which include modifying school schedules as needed. 6. Allow District Coach(es) who are scheduled within their buildings to attend training opportunities provided by this project for the purpose of increasing competencies in the role of District Coach(es) as mentioned above in District Commitment. 7. Collect related data including but not limited to:School Wide Information System (SWIS) or SWIS likeSelf Assessment Survey (SAS) – annuallySchool Safety Survey – annuallySchool Evaluation Tool (SET) – annuallyAcademic Screening Measures based upon district specific needs assessment dataMTSS Needs AssessmentEarly Warning System DataRI CommitmentBy entering into this memorandum of agreement, the RI MTSS project commits the following to ensure implementation of RI MTSS:Commits at the District Level to:1. Provide the District Leadership Team with 3 training days and 6 hours of technical assistance activities each year for the length of the project.2. Provide a District Liaison to support RI MTSS implementation.3. Work in conjunction with District Leadership Team staff to select an agreed upon District Level Coach(es).Develop with the district an RI MTSS plan that includes district data and goals. Provide Internal Coaches with training and support to build skills for facilitation and coaching, along with advanced level content for MTSS implementation.3. Provide ongoing feedback and data to schools related to RI MTSS implementation.4. Support data collection efforts including but not limited to:School Wide Information System (SWIS)/ or SWIS like Self Assessment Survey (SAS) – annuallySchool Safety Survey – annuallySchool Evaluation Tool (SET) – annually (after the first year of implementation)Academic Screening Measures based upon district specific needs assessment dataMTSS Needs AssessmentEarly Warning System DataCommits at the District Coach(es) Level to:It is recognized by both the school district and the MTSS project that staff member development as a District level Coach is necessary for implementation and long-term sustainability of RI MTSS both during and after participation has ended in this project. RI MTSS will:? Provide additional training for District Coach(es) and materials provided at no-fee2-3 group training days with other MTSS coachesRegularly scheduled on-line support meetings? Develop in-house expertise and consultation competencies ? Assist with monitoring of implementation fidelity ? Develop District Coach(es) competencies within the district to expand and sustain efforts to support RI MTSS.Modification and Termination ? Any and all amendments must be made in writing and must be agreed to and executed by the parties before becoming effective. ? This agreement may be cancelled or terminated without cause by either party by giving (30) calendar days advance written notice to the other party.
