COMPARATIVE ANALYSIS OF GLOBAL MARIJUANA LAWS

Syllabus

COURSE DESCRIPTION:

Marijuana (cannabis) is one of the most popular drugs in the world and one of the most highly regulated. Marijuana is globally the most commonly used psychoactive substance under international control. International laws concerning both medical and recreational use of marijuana are changing rapidly. Many countries have legalized marijuana for medical use and efforts to legalize its recreational use are gaining ground. Some nations have hired government experts in cannabis (czars). This emerging area of law and policy brings unprecedented legal issues to the forefront and intersects with so many other areas of the law: banking, bankruptcy, insurance, tax, intellectual property, human rights, products liability, employment, professional responsibility, business, etc. This four day (12.5 hour) class will examine the competing approaches to regulating marijuana (medical and non-medical use), the rationales behind these approaches, where legal authority resides for choosing among them, why understanding marijuana law is a civil rights issue both domestically and abroad, and the future of global marijuana laws.
