STATEMENT OF WORKFORCONSTRUCT TENT CITY LATRINE TRAILERSTENT CITY AIR BASE, Country X15 July 99************************************************************************SECTION I – GENERAL REQUIREMENTSPART 1 – GENERAL1.1 STATEMENT OF WORK: The work consists of all labor, equipment, and materials required to build and install three (3) latrine and shower trailers:1.1.1Construct three latrine/shower trailers as per specifications and drawings. The trailers shall have 10 sinks, 7 stalls, and 8 showers per specifications.1.1.2Construct and install one set of stairs for each new latrine/shower trailer and two sets for the latrine trailer as per specifications1.1.3Excavate and construct 10 footings for each trailer as per specifications.1.1.4Deliver and place trailers at specified locations per site drawing.1.1.5Connect latrine/shower trailers to existing water supply lines. ( 20m run) Install a water pump sufficient to supply water to latrines.1.1.6Connect latrine/shower trailers to existing sewage main with minimum 8” Schedule 80 PVC piping. ( 20m run) New sewage line shall run parallel to existing 4” line.1.1.7Connect trailers to existing electrical power boards. ( 50m MSB run)1.1.8Clean-up work site and dispose of all excess material.1.2 LOCATION: The trailers shall be installed at the location specified in the drawing.1.3 EMPLOYEE RESTRICTION: The contractor is responsible for ensuring proper documentation is received for personnel and vehicle passes in time to avoid any delay in project start or performance.1.4 SCHEDULE:1.4.1 Timeliness is a priority for this project. Upon receipt of Notice to Proceed, the contractor will notify the Project Engineer (TAC 840 or cell phone 555-5555) within three working days so the government can move non-relevant existing equipment so that it won’t interfere with the contractor’s work.1.4.2 The contractor shall commence and complete all specified work in 45 calendar days from the Notice to Proceed.1.4.3 The contractor shall provide the Project Engineer with a schedule of work within 3 working days of the Notice to Proceed. The schedule is subject to the approval of the government.1.4.4 Normal daytime working hours will be adhered to. Normal daytime work hours are 0700 to 1600 Saturday through Thursday. If the contractor wishes to work at nighttime or during other unscheduled times, he must first get permission from the Contracting Officer.1.5 U.S. GOVERNMENT FURNISHED MATERIALS AND SERVICES: The contractor shall be responsible for the receipt, unloading, security, and handling of all equipment and materials. The contractor shall coordinate proposed storage areas with the USAF Project Engineer.1.6 CONTRACTOR FURNISHED ITEMS AND SERVICES:1.6.1 The contractor shall furnish all necessary supplies, fuels, lubricants, solvents, parts, materials, equipment, products, tools, and any other items and services to perform all operations required by this statement of work.1.6.2 The contractor shall provide a fully qualified on-site manager who shall be responsible for the performance of the work. The name of the person and all alternates shall be designated in writing to the Contracting Officer. The project manager shall have full authority to act for the contractor. The project manger shall be on-site during normal work hours and for contingencies requiring work beyond normal work hours.1.6.3 The contractor shall certify in writing that all employees operating equipment are trained and qualified.1.6.4 At all times when any performance of the work at any site is being conducted by any employee of the contractor or his subcontractor, the contractor shall have a representative present at the site who has the capability of receiving instructions in the English language, fluently speaks the English language, and who can explain the work operations to his workers in a language that they are capable of understanding. The USAF Contracting Officer shall have the right to determine whether the proposed representative has sufficient technical and lingual capabilities and the contractor shall immediately replace any individual not acceptable to the USAF Contracting Officer.1.7 SECURITY:1.7.1 The contractor shall follow existing security procedures and instructions applicable to Tent City Air Base, Country X.1.7.2 The contractor shall be responsible for the physical security of all materials, supplies and equipment, including property that he is utilizing.1.7.3 Pass Requirements:1.7.3.1 The contractor is responsible for providing in the USAF Contracting Officer with a list of company personnel that will be used to execute the contract. The list must contain the following information on each person:- Name- Nationality- Identification Number- Copy of civil ID or passport - Copy of driver’s license for all vehicle operators- The length of time or time period during which the individual will require a pass.1.7.3.2 The contractor is responsible for providing the USAF Contracting Officer with the descriptions of any vehicles to be used during the execution of the contract. The information on each vehicle must include:- Make- Model- License Plate Model- Year- Color1.7.3.3 The contractor will receive a pass request letter from USAF Contracting Officer upon award of the contract. The contractor will hand-carry this letter to the Country X Liaison Office upon notice that the pass request letter is ready.1.7.3.4 The contractor shall follow all applicable security escort instructions to include the following rules of engagement:CONTRACTOR “RULES OF ENGAGEMENT”-- The following is a briefing that will be given by a security escort to all contractors prior to their entrance on the installation:-- I am your escort official. I am responsible for your safe and secure conduct until you leave the area. While you are in this area, you must be under escort at all times. If for any reason you are separated from your escort, you must report back to this entry control point. -- You will not be allowed into any areas, especially living quarter areas, unescorted. Visitors are not allowed to bring any hand-carried items (with the exception of personal items and tools) into the area without written permission. Is there anyone who has any hand-carried items? (Verify the authorization -- search items with the assistance of security forces). -- The following are prohibited items: wear of any type US military uniform; cellular telephones, mobile radios, beepers, pagers, or any other type of communication device; still cameras or video recording devices; contraband (weapons, drugs, etc.). If you have any of these items, I will secure them now. -- You are not allowed to bring vehicles into the area unless the vehicle is absolutely mission essential. If any vehicle(s) are coming into the area, I must verify authorization and search all vehicles with the assistance of a security force military working dog (MWD) team. No visitors will be allowed to drive into the area except in unique circumstances.-- If you are in a convoy, follow your escort, and do not leave the convoy. Drive with your headlights and flashers on at all times while on the installation. Do not leave your job site without an escort.-- Do not record any information; any information written or recorded will be confiscated. Do not ask or request official/personal information from any US personnel. Do not go through any papers and/or trash. If issued a badge, ensure it is displayed on upper torso.-- If you are in a designated work area with no escorts present, do not leave the area until a security escort arrives. If you find yourself separated from your escort, contact the first US military member you see and have them contact Security Forces.-- Do not attempt to take anything off the installation you did not bring on.1.8 UTILITIES: All reasonable quantities of utilities will be made available to the contractor without charge with the exception of bottled drinking water. The contractor must provide for the drinking needs of their employees.1.9 DISPOSAL OF WASTE/EXCESS MATERIAL: Any waste or excess material resulting from any contract requirement shall be removed from the base daily.1.10 ACCIDENT PREVENTION: The contractor shall comply with the following safety requirements while performing work under this contract:1.10.1 Traffic Control Devices: The contractor will be responsible for signaling, lighting, and barricading the immediate work area.1.10.2 All vehicles operated by the contractor will obey all traffic signs and laws while operating on the compound.1.10.3 Welding: Welding permits (received from US Fire Protection Officials) are required for all welding, brazing, soldering, and cutting work. The contractor shall notify the US Fire Department, at least 24 hours prior to commencing work. The contractor shall notify the fire department at least one hour prior to commencing work, and when the work is complete. A fire extinguisher must be readily available during all welding type operations.1.10.4 Fire Prevention: The prevention of fire is imperative during construction projects. The contractor is responsible for enforcing fire safety in his work area.1.10.4.1 The contractor shall have serviceable fire extinguishers readily available at all times. Extinguishers shall be supplied by the contractor.1.10.4.2 Smoking is prohibited inside buildings and within 15 meters (50 feet) of flammable and combustible liquids.1.10.4.3 Burning of trash and rubbish at the construction site is strictly prohibited.1.10.4.4 All tar pots/kettles must be approved by the fire department prior to use.1.10.4.5 The contractor must not use gasoline or diesel fuel for cleansing parts or surfaces. Flammable liquids shall be stored at least 15 meters (50 feet) from flame and heat sources.1.10.4.6 Electrical extension cords may be used on a temporary basis to provide tools and equipment. Do not overload extension cords. Frayed or spliced extension cords are prohibited.1.10.4.7 The contractor must report all fires to the fire department. Upon discovery of a fire, yell, “Fire! Fire! Fire!” and evacuate the area. Attempt to extinguish the fire only if it is safe to do so. Go to the nearest phone and notify the fire department.1.10.4.8 Construction site inspections may be conducted by the fire department on a recurring basis to monitor the contractor’s fire safety program.1.11 CONTRACTOR SUBMITTAL: Contractor shall submit to the Contracting Officer all required submittals on a standardized Air Force Form 3000 (available from a USAF Contracting Officer). All submittals shall be filed with, and approved by, the USAF Contracting Office prior to commencement of any work in the area requiring said submittal.PART 2 – ENVIRONMENTAL PROTECTION2.0 PROTECTION OF LAND RESOURCES: It is intended that land resources within the project boundaries of work performed under this contract be preserved in their present condition or be restored to a condition after completion of construction that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the contractor shall confine his activities to areas defined by the plans and specifications. Any landscape features scarred or damaged by the contractor’s equipment or operations shall be restored as nearly as possible to its condition at the contractor’s expense. The USAF Contracting Officer will decide what method of restoration shall be used.PART 3 – SPECIAL CONDITIONS3.0 BASE REGULATIONS: The contractor shall conform to all base regulations, directives, and other requirements pertaining to security, safety, traffic, fire and personnel clearances.3.0.1 If the contractor wishes to work outside normally established hours, he shall submit his request to the USAF Contracting Officer for approval. Furthermore, the contractor shall allow any satisfactory arrangements to be made by the USAF Contracting Officer.3.0.2 The contractor shall stock and place materials and equipment only in areas specifically approved by the USAF Contracting Officer and Security Forces.3.0.3 When notified by the USAF that a severe weather alert has been issued, the contractor shall immediately take necessary action to tie down and secure all materials on the job site that could become missiles as a result of strong surface winds, thunderstorms, etc. This requirement also includes all non-regular working periods.3.0.4 The contractor shall be responsible for the covering of open bodied vehicles transporting any material likely to create air pollution or become debris while on base.3.0.5 All materials and debris generated by this project shall be removed from the job site at the end of each work day and shall be removed from the base and disposed of by the contractor at the end of the job. Cleanup of the entire job site shall be accomplished in less than one week after project completion. It shall be the responsibility of the contractor to assure proper loading of all vehicles used for transport of material and wrapping, cardboard, etc. shall be placed in tightly closed metal containers for daily disposal. All cleanup activities shall be accomplished by the contractor at no additional cost to the USAF.3.1 INSPECTIONS/QUALITY CONTROL3.1.1 The contractor shall coordinate with the USAF Contracting Office five days prior to schedule contract completion date to allow scheduling of dates for preliminary and final inspections. Contractor attendance at both the preliminary and final inspections is mandatory.3.1.2 Preliminary Inspection: This inspection shall be performed prior to beginning any work on any definable phase of construction. It shall include a review of contract requirements; a check to assure that all materials and/or equipment have been tested, submitted, and approved; a check to assure that provisions have been made to provide required control testing; examination of work area to ascertain that all preliminary work has been completed; and a physical examination of materials and equipment to assure that they conform to approved shop drawings of submittal data and that all materials and/or equipment are on hand. The USAF Contracting Officer shall be notified at least twenty-four hours in advance of the preparatory inspections and such inspection shall be made in a matter of record sent to the USAF Contracting Officer.3.1.3 Quality Control System: The contractor shall establish a Quality Control System to perform sufficient inspection and test of all items of work, including that of his subcontractors, to assure conformance to applicable specifications with respect to the materials, workmanship, construction, finish, functional performance, and identification. This control shall be established for all contraction work performed pursuant to the contract except where the Technical Provisions of the contract provide for specific Government control by inspections, test, or other means. The Contractor’s Quality Control System shall specifically include the surveillance and test required in the Technical Provisions of the contract specifications.SECTION II – TECHNICAL PROVISIONS************************************************************************ PART 1 – GENERAL1.1 DESCRIPTION OF WORK: Contractor shall furnish all labor, equipment, and materials required to construct and install three self-contained latrine/shower trailers, per drawings, on Tent City Airbase. Trailer dimensions and configuration can be seen on attached drawings. Trailer should be very similar in style and configuration to the existing latrine trailers in the Allied Forces Compound. Trailers shall meet or exceed Red Sea Trailer specifications.1.2 GOVERNMENT FURNISHED PROPERTY: None.1.3 CONTRACTOR FURNISHED PROPERTY: Contractor shall provide all labor, materials, tools, and equipment required to fulfill the requirements of the contract.1.4 SUBMITTALS: The contractor shall submit detailed information for the following items. Construction shall not be permitted until all submittals have been approved. All operations & maintenance manuals shall be in English. The contractor shall supply warranty letters for all appliances and fixtures, including the company name, point of contact and phone numbers. The footings shall be constructed of a 2’ x 2’ x 4’ pad with four 8” x 16” x 8” masonry blocks. A dowel shall be placed in the middle of the footing, through the concrete to tie into the frame of the building.2.2 BASE FRAME: The base frame shall be constructed using 150mm steel “U” channel, 7mm thickness, place on edge. The frame will consist of two longitudinal members, running the length of the trailer, with end members at either end and intermediate cross members. All of the steel members will be welded at the joints to become one integral frame. The welds will meet or exceed welding codes for structural welding of this type. All of the steel will be cleaned, primed and painted to prevent corrosion.2.3 FLOORS: The floors will be constructed using 2” x 6” (50mm x 152mm) timber placed on edge on the steel base frame at 16” intervals. Two rows of bridging and a perimeter of 2” x 6” timber will be installed making the wood frame one integral section. The wood frame will be joined at each joint with 3” nails. Each floor joist will be fastened to the steel frame with 5/16” x 3” lag bolts. The base of the walls shall be protected to prevent any intrusion or damage. Marine grade plywood, 18mm thick will be installed on the floor joists to create the floor. The floor will be covered with heavy duty, industrial rolled vinyl. Floors must be constructed with a material suitable to be washed down. Three 4” drains with removable metal grates shall be installed in the floor of the trailer as shown on the attached diagrams. These drains shall be separate from the run-off for the toilets and will be used for washing down the floors. The floor at the entrance to the showers shall be constructed so as to prevent water from running from the shower area to the latrine and sink area.2.3 EXTERIOR WALLS: Exterior walls will be constructed of 2” x 4” (50mm x 100mm) timber studs spaced on 24” (609mm) centers. Two rows of bridging will be installed between the studs. These studs will be fastened to the upper and lower plates with 3” nails and wood glue.The wall framing will be constructed as a component and then placed on the completed floor. The walls will be fastened to the floor with 5/16” x 4” lab bolts and 4” nails. The walls will be bolted with lab bolts and nailed at all intersections of walls. Sheet metal strapping will be installed at all wall intersections.Exterior walls will be insulated with 100mm spun fiberglass insulation with vapor battier. The insulation will be installed with the vapor battier facing the interior paneling. The exterior of the stud framing will be clad with 12mm thick CC/CD grade plywood covered with pre-finished metal sheeting, baked-on white tapping washer head screws. Screws shall match the color of the finish. Rubber washers shall be used on each exterior fastener. The metal siding shall have a top and bottom metal border installed around the entire trailer.2.4 INTERIOR WALLS: Interior wall covering shall be 4mm vinyl paneling with matching rim moldings. The paneling must be Class B, with a flame spread rating of 75 of less and have a smoke development rating of 100 or less as defined by ASTM E84. Interior structural load-bearing walls shall be framed to maintain frame integrity.2.4.1 Openings: Spaces for doors, fresh air vents, AC units and windows shall be framed with the same type of studs used for wall framing to maintain frame integrity.2.4.2 Skirting shall be required around base of all trailers. Skirting shall be cut and places so that there are no visible gaps between the bottom edge of skirting and finish grade. An access door shall be provided in the rear of the trailers to allow access under the trailer.2.5 CUT OUTS: There will be two air conditioning units and two exhaust fan cut outs on each trailer. The AC cut outs and exhaust fans cuts out are located indicated in drawings. All cut outs shall exactly mach the shape of the unit so no gaps are present and no on-site additional cutting is necessary.2.6 DOORS: The trailers shall have exterior doors as specified on attached drawings. Doors shall be solid core with regular hardware and open inward. Exterior doors shall be clad on the outside with pre-finished steel sheet to match exterior walls, and also shall be clad on the inside with pre-finished steel sheet to match interior. Exterior doors shall contain waterproof molding around the edges to prevent water and sand from entering the trailer. The exterior doors shall be equipped with standard door knobs with cylinder locks at a 5cm backrest. A minimum of three keys shall be furnished that open the locks. The outside doors shall be keyed alike for each trailer. Doors shall have continuous overlaps at the threshold, with a railed interior threshold. Doors shall have automatic door closers.2.7 ROOF AND CEILING: The roof will be built as a complete component with timber framing and fastened to the upper plate of the walls with lag bolts and nails. 12mm textured gypsum board will be used for ceiling panels, with all joints concealed with matching strip molding. Ceiling height shall be a minimum of 2280mm from floor level. The roof will be insulated with 100mm spun fiberglass insulation with a vapor barrier in the inside of the insulation. Perimeter roof overhang of 12” will be installed and ridge cap will be provided. The provided materials shall be weatherproofed. Rubber washers shall be installed on each exterior fastener.2.8 ELECTRICAL:2.8.1 Standard: All electrical wiring in the trailer will be in accordance with the US National Electric Code. Wiring shall be #12 solid wire. All electrical devices and appliances must be capable of connecting to existing electrical power supply lines. Contractor shall provide a detailed shop drawing of the electrical system for government approval prior to construction.2.8.2 The contractor shall provide single-phase 245V air conditioning units. The hot water heaters shall be three phase. All other electrical appliances (i.e. lights, exhaust fans) shall also be capable of running on Country X power.2.8.3 Electrical outlets shall be furnished and installed for all trailers. A 110V outlet shall be installed over each sink in the three shower/latrine trailers. All electrical outlets shall be flush-mount type. Outlets shall be Ground Fault Current Interrupter (GFCI) duplex receptacles.2.8.4 Interior lights shall be installed in each trailer. Lights will be rapid starting, reflective back 2 feet by 4 feet (61 cm x 122 cm) with two fluorescent 40W luminaries. All fixtures shall have clear plastic safety covers. Lights shall be controlled with wall switches conveniently locate near doors to each room.2.8.5 Exterior lights shall be 60W incandescent exterior bulbs and fixtures centered above each entrance door. Fixtures shall be weatherproof exterior type. Light switches shall be inside the building next to the door.2.8.6 One 240 V circuit breaker panelboard for Country X power shall be installed for each trailer. Minimum requirements; 100AMP, 208/416 VAC, three-phase panel, complete with 100AMP main circuit breaker. , minimum of 24 breakers. One 120/208V circuit breaker panelboard for 110 GFCI outlets shall be installed in each trailer. Panel for 120/208V shall be capable of tying into local electrical power. Contractor shall provide a detailed submittal of all electrical components.2.9 HVAC: Two 24,000 BTU capacity, hot/cold window air-conditioning units will be provided for each trailer along with the necessary wall openings. All air conditioners must be capable of connecting to existing single-phase, 245V. Window air conditioners shall have a 1/4 inch slope away from building to assure proper condensate drainage.2.10 PLUMBING: All plumbing fixtures shall be in accordance with the Plumbing Codes for Mobile Home Construction. Plumbing shall be within the unit and concealed within the walls or floors of the unit and routed to a single connection under the building. Sewer lines shall be vented in accordance with the Uniform Plumbing Code. Contractor shall provide a detailed shop drawing of the plumbing system for government approval prior to construction.2.10.1 Wash basins shall be made of good quality material, at least as good as existing shower/latrine trailer material. Mirrors and wall mounted soap holders shall be installed at every sink. Paper towel dispensers shall be installed in the proximity of wash basins. All faucet and shower fixtures shall be produced by Delta or be of equal or higher quality. A towel hook shall be installed beside each shower stall and on the inside door of all bathroom stalls. All plumbing fixtures are subject to the approval of the government.2.10.2 Two 120 gallon (454.2 liter) electric water heaters shall be installed in each shower trailer to accommodate hot water needs. Water heaters shall be of good quality construction and shall have isolation valves with union between valve and heater. Hot water heaters shall be installed on the interior of each trailer. One water heater shall supply all sinks and 2 showers. The other water heater shall supply all other showers.2.10.3 Each trailer shall have three 4” floor drains. Drains shall have metal grated covers. A “P-trap” shall be installed on each drain and no drum traps will be allowed. Toilet sprayers shall be installed next to each toilet.2.10.3 Trailers shall be connected to existing sewer and water supply lines. Piping shall be constructed of good quality material and be to withstand wind, heat , and light. Piping is subject to the approval of the Contracting Officers technical representative. Shut-off valves shall be included on each line from the water tanks.2.10.4 Each trailer shall have sewage lines running to and connected to existing sewage lines. Piping going to the sewage line shall be sloped 1/8 inch per foot of run.2.10.5 All piping shall be adequately sized to allow for proper flow and pressure of both water supply lines and sewage lines – at least 4” drain line.2.11 SHOWER BENCH: A shower bench shall be installed in each trailer in the shower area. Bench shall be constructed of finished wood and steel and be a minimum of 10 feet long. Bench should match the same style of wood and constructing as the existing shower trailers on the Allied Forces Compound. 2.11.1 Shower Mats. Shower mats shall be installed in trailers on the entrance area of all showers. Mat sample should be submitted for the Contracting Officer’s technical representative approval.2.12 INTERIOR DOOR.2.13 SAFETY FEATURES: Interior walls and ceilings will be finished with gypsum board panels. The steel roofing panels will also carry a class “A” fire rating. Each trailer shall be equipped with two smoke detectors located at each end of the trailer and 5kg “ABC” fire extinguishers located near each exit. Fire extinguishers shall be wall mounted. The trailers shall have aluminum “skirting” surrounding the base of the trailer and shall be fastened so as to prevent access to the underside of the trailer.2.12 STAIRS: The contractor shall construct metal stairs able to hold 600 pounds total for each trailer. Stairs shall have a non-skid surface and be resistant to corrosion. Stairs shall be of an acceptable incline as not to be unsafe. The top stair shall be large enough to be able to open doors without stepping down. The contractor shall construct the stairs immediately after installation to the trailer as to provide a proper stair height. Stairs shall be connected to the trailer in a manner to avoid movement.PART 3 – EXECUTION3.1 WORKMANSHIP: All work will meet the specified standards and be performed by craftsmen skilled in the applicable trade. No careless, sloppy work will be permitted. Any problems in the workmanship in any phase of the project will be indicated by the government; it is then the contractor’s responsibility to correct all material and workmanship defects, at no cost to the United State Government.3.2 SITE PREPARATION: The contractor is responsible for preparing the site prior to the start of installation. Any damage inflicted to a utility will be repaired by the contractor with no cost to the United States Government.3.3 GOVERNMENT INSTALLED ITMES: None.3.4 SCHEDULE: The contractor shall furnish a moving schedule for approval 3 calendar days in advance of the actual trailer movement to contracting officer and project manager. Contractor shall notify the contracting officer of changes to the schedule 2 days in advance of the scheduled day concerned.3.5 SITING: The trailers shall be placed in the configuration and location as indicated by the Project Engineer. Placement of trailers shall be on solid foundations in such a manner as to prevent sagging or bouncing. The floor shall be level throughout the entire configuration, and frame integrity shall be maintained throughout the entire structure.3.5.1 Structural Conditions: Special care shall be taken by the contractor to ensure that no structural damage occurs to the trailers during this contract. Any structural problems that prevent the smooth and continuous appearance of the trailer shall be fixed by the contractor. 3.5.2 Internal Conditions: Special care shall be taken by the contractor to ensure that no damage occurs to the inside of the trailers. Any damage that occurs under this contract to the interior or flooring shall be fixed or replaced at the contractor’s expense. Damage to any fixtures that occurs under this contract shall be fixed or replaced at the contractor’s expense.3.5.3 Roof and Ceiling: The roof and ceiling shall be inspected for leaks and general damage. Any discrepancies found shall be repaired to original condition. This particular work must be approved by the Contracting Officer before it is accomplished. 3.5.4 Skirts: The metal skirting around the base of the trailer shall be placed as necessary so there are no visible gaps between the bottom edges of the trailer and the grade in the new location. Skirting shall be finished to match the side walls of the trailer.4.0 ACCEPTANCE: The contractor shall perform tests on all systems to ensure each is installed properly. Tests on the sanitary water system, sewage system, electricity, air conditioners, hot water heaters, doors, ventilation fans are required to be verified by the Contracting Officers technical representative prior to acceptance of the trailers. ................
