A CONCURRENT RESOLUTION

TO RECOGNIZE AND COMMEND THE SOUTH CAROLINA TEACHERS CERTIFIED BY THE NATIONAL BOARD FOR PROFESSIONAL TEACHING STANDARDS AS OBTAINING THE HIGHEST PROFESSIONAL CREDENTIAL IN THE FIELD OF TEACHING AND TO THANK THEM FOR THEIR DEDICATION TO THEIR STUDENTS AND THE TEACHING PROFESSION.

Whereas, the National Board for Professional Teaching Standards is an organization of teachers and other education stakeholders working to advance the teaching profession and to improve student learning; and

Whereas, the National Board for Professional Teaching Standards was created in 1987 as a nonpartisan, independent, and nonprofit organization to establish high and rigorous standards for what accomplished teachers should know and be able to do, to develop and operate a national voluntary system to assess and certify teachers who meet those standards, and to advance related education reforms for the purpose of improving student learning in American schools; and

Whereas, national board certification is both an assurance of quality and accountability and a valid credential of exemplary practice; and

Whereas, the National Board for Professional Teaching Standards is funded through grants from private foundations, corporations, and the federal government. The first federal grant was awarded in 1991 under President George Bush and has been renewed annually; and

Whereas, the National Board for Professional Teaching Standards announced that four thousand six hundred ninety-four primary and secondary school teachers from forty-nine states and the District of Columbia have earned the highest professional credential in the field of teaching for the 1999-2000 school year, bringing the total to nine thousand four hundred ninety-eight teachers nationally; and

Whereas, South Carolina ranked fifth in the number of nationally board certified teachers for the 1999-2000 school year with three hundred thirty-one new teachers receiving certification; and

Whereas, South Carolina is now ranked sixth in the nation in the total number of nationally board certified teachers with three hundred seventy-one teachers holding a certificate; and

Whereas, over two thousand South Carolina teachers have applied for national board certification in 2000-2001 placing the State first in the nation in the total number of applicants. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and commend the South Carolina teachers certified by the National Board for Professional Teaching Standards as obtaining the highest professional credential in the field of teaching and to thank them for their dedication to their students and the teaching profession.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Department of Education.
