2017 Tennessee Department of Education Annual Report Card

Summary

Annual Reports are more extensive than the TN Teacher Preparation Report Card. Each domain has accountability metrics. Those metrics have benchmark criteria to be met set by the state. Aggregates performance within and across domains to determine whether an E.P.P. meets domain-specific and overall expectations. E.P.P.'s that have 2 consecutive performance reports that do not meet expectations will be engaged in an interim review process. UTM met expectations for all 5 domains. Data contains 2013-16 completers.

Domain 1

Benchmark 1: 95% of UG candidates admitted by passing score on ACT or all 3 CORE. This means only 5% of completers can be admitted on appeal to meet benchmark (roughly 6 per year by the numbers). UTM had 80.7% with above 21+ ACT or Pass all 3 CORE tests, 14.3% away from the benchmark. Percent with ACT 21+ UTM 73.2%, State 81.9%. We have trended up over the 3 year period, as has the state. CORE Math (34.5%) and Writing (57.1%) have been noticeably bad at 1st time pass rate. CORE Reading (83.6% has had good 1st time rates).

Benchmark 2: 95% of UG candidates admitted with 2.75+ GPA. Average UG GPA at completion must be 3.0+. Percentage of candidates with 2.75+ UG GPA at admission 99.7%. 5.5% better than state.

Benchmark 3: Underrepresented race at 22% or increase over a 3-yr period. Job-embedded produces more diverse completers at 10.1% (state 29.5%) compared to initial licensure at 5.8% (state 9.6%). The state average doesn't even meet their established benchmark, which is an unfair benchmark to achieve. UTM produces 92.5% white completers, and 7% African American completers.

Benchmark 4: 22%+ male completers or increase over a 3-yr period. 30.2% of UTM completers are male, 1.2% higher than the state average. 48.8% (n=80) of jobembedded completers are male (state job-embedded 33.3%). 24.4% (n=295) of initial licensure completers are male. Benchmark exceeded by both routes. 201516 completers did show a 4.8% drop (31.7% to 26.9%) in male completers from 2014-15. The TN average dropped similarly from 32.2% to 27.4%. UTM should see a bump back up in the 2018 TDOE Annual Report . 2016-17 job-embedded had 36.4% male completers, and initial licensure had 26.9% male completers .The 2016-17 program completers combined yielded a 29.9% male completer rate.

Benchmark 5: High needs endorsement area completers (STEM, SPED, Languages) percentage is either in the upper quartile of the state or show an increase over a 3-yr period. NOTICE: State averages don't add up overall to the yearly. UTM meets benchmark with 3-year increase from 12.9% to 16.2%. The positive growth trend should continue, as out of the 174 completers UTM had in 2016-17, 19% of completers came from high need areas . Job-embedded has a higher completer percentage of high need areas at 30% (n=80) (state 44.7%) of job-embedded completers are endorsed in high need areas, compared to initial licensure's 9.2% (n=295) (TN average 20%). Both routes have shown to meet benchmark with increase over 3-yr period. 2016-17 completer data shows 45.5% of job-embedded completers come from high need areas, continuing the growth they've shown (2014-15 was 27%, 2015-16 was 32.6%). Only 6.7% of initial licensure completers derive from high need areas, showing a decrease from the previous 2 years growth (2014-15 was 8.2%, 2015-16 was 10.6%).
