Welcome to the KY-931 Group, Air Force Junior Reserve Officer Training Corps (AFJROTC). By choosing this elective course you have become an integral part of a great program that offers special opportunities in leadership, aerospace education, social activities and community service. This year your goal should be to become an effective, productive and proud member of the Bell County High School Cadet Corps. As a cadet, you will maintain certain behavior and grooming standards and wear the Air Force uniform one day each week. These standards are in support of the leadership and personal development objectives of AFJROTC, and if taken in the proper spirit, will provide the foundation for a pleasant and challenging educational experience. 2. As a member of the KY-931st Group, you can travel to military bases in the region. Also, if you become a member of Color Guard and/or Drill team, you will participate in parades and competitions throughout the state. In addition, you can participate in community and school service projects, social activities such as the Cadet Ball, Leadership encampments, awards ceremonies and field days. As you progress in experience and ability, you will become a leader in planning and executing these activities.3. The purpose of the AFJROTC Program is to educate and train secondary school students in citizenship; promote community service; instill responsibility, character, and self-discipline; and provide instruction in air and space fundamentals. OBJECTIVES: To accomplish the mission, AFJROTC cadets should develop:a. An appreciation of the basic elements of national security.b. Respect for and an understanding of the need for constituted authority.c. Patriotism and an understanding of their personal obligation to contribute toward national security.d. Leadership and followership skills.e. Self-discipline, self-reliance, self-confidence, and concern for a well-groomed appearance.f. Basic military skills.g. A knowledge of and appreciation for the traditions of the Air Force.h. Understand and follow the three Air Force Core Values of Integrity First, Service Before Self, and Excellence in All We Do.CHAPTER TWOAdmission/Transfer/Withdrawal/Reserve Cadet StatusADMISSION: To be eligible for membership and continuance in the AFJROTC Program, each cadet must be:a. Enrolled and attending a regular course of instruction in the 9th, 10th, 11th or 12th grade at Bell County High School.b. A citizen of the United States. Non-US citizens may take the AFJROTC course, but will be classified as special students.c. At least 13 years of age.d. Of good moral character.e. Physically fit to participate in AFJROTC training. (A cadet is deemed physically fit if he or she is qualified for high school physical education.)f. Accepted by the Aerospace Science Instructors with the approval of the Principal.TRANSFER: Transfer of cadets from Army, Navy, and other AFJROTC units may be admitted with full credit for training already received and documented. (Including rank and decorations.) A copy of your cadet training record will be necessary for full credit.WITHDRAWAL: Enrollment in AFJROTC is voluntary however cadets cannot withdraw from the AFJROTC Program without the approval of the Senior Aerospace Science Instructor (SASI). DISENROLLMENT REASONS: A cadet may be disenrolled for any of the following reasons:a. Failure to maintain acceptable standards (i.e., proper attitude, haircut, grooming, proper and required wear of the uniform, discipline, etc.)b. Failure to remain enrolled in school.c. Dishonesty (lying, cheating, stealing).d. Request for course change, consistent with current Bell County High School drop/add policy.e. Inaptitude/indifference to training, disciplinary reasons or undesirable character traits.f. Inability or failure to regularly attend scheduled classes. AFJROTC, by its nature requires interaction with other cadets, through in class work, staff work, community service involvement and team building activities. A cadet unable to attend school for extended periods of time can be disenrolled from the program at the discretion of SASI, as they cannot be truly involved in the program. - 1 -DISENROLLMENT PROCESS: a. A cadet will be notified by the SASI that they have failed to comply in one of the above listed areas and with the exception of very serious issues (crimes like theft and drug use), will be given the opportunity to correct their conduct issues. If in the SASI’s judgment a cadet is not making satisfactory improvement, then normal class reassignment will be coordinated through the principal and scheduling guidance counselor. b. Parental involvement is recommended, but not required in this processRESERVE CADET STATUS: A Reserve Cadet is a cadet who cannot enroll in AFJROTC courses within the school and is in the AFJROTC program for the sole purpose of participating in co-curricular (after school) activities. To qualify as a Reserve Cadet, a student will meet one of the following criteria, with SASI concurrence:1.The student has completed the entire AFJROTC Academic Program at the school and cannot continue without duplicating curriculum courses.2. The student is in a Traditional scheduled school, but cannot participate in the AFJROTC academic program for that particular year due to only duplicated courses beingoffered.3. A student must have been a cadet for at least one academic year (academic term for 4x4) prior to being considered a Reserve Cadet. 4. Reserve Cadets may participate in all AFJROTC activities (community service, drill team, honor guard, etc.). Time in reserve status does not count towards the Certificate of Completion, nor do Reserve Cadets count toward minimum unit enrollment or unit funding. Reserve Cadets may retain their uniform for the entire academic year. CADET’S RESPONSIBILITY: Each cadet must comply with the rules and regulations for the Aerospace Science Department and must accept responsibility for care and maintenance of their Air Force uniform, textbooks, and other U.S. Government and Bell County property entrusted to their care.CHAPTER THREEGeneral InformationCONDUCT: Cadets are expected to observe correct military conduct at all times. Such conduct reflects credit upon themselves, their families, KY-931st Cadet Corps, Bell County High School, and the United States Air Force. Cadet conduct is reflected in the Citizenship portion of the cadets’ grade each 6 weeks.CLASSROOM PROCEDURES:a. When the warning bell rings, Cadets in the classroom, proceed directly to their seats, and stand at rest - talking will cease. The Flight Commander and Flight Sergeant will take a position at the front of the classroom.b. When the tardy bell rings, all cadets will assume the position of attention at their desk, facing forward. The flight commander will command "In your seats, attention." The flight will then be seated, with the exception of the element leaders (the last cadet in every row). The element leaders will remain at "attention." The flight commander will ask the flight sergeant to report: "Flight Sergeant report." The flight sergeant reports to the flight commander. The flight commander then states: "Flight Sergeant, take the report." The flight sergeant will ask for the attendance report by element beginning with the first element (row), by commanding: "First Element, Report." The first element leader will salute, hold the salute, and state: "All present and accounted for sir/ma'am, with the exception of Cadet ____" and state the absent cadet's last name. The flight sergeant will return the salute and continue with the respective elements. The element leaders will take their seats after reporting. The flight commander will record the absences and tardiness. A cadet is considered tardy if they are not by their seats when the tardy bell rings. After all administrative/attendance matters have been completed, the flight commander will request permission from the instructor to lead the flight in the Pledge of Allegiance by stating, "Sir, request permission to lead the pledge." When permission is granted, the flight commander will face the flight, call them to attention and lead the pledge. After the completion of the pledge, the flight commander will face the instructor and salute, stating, "Sir, __ flight is ready for instruction." The flight will remain at the position of attention after the pledge until given further instructions by the flight commander or instructor. - 2 -c. Comply with the instructions given to you by the cadet in charge when the instructor is not present.d. Bring to class the materials to be used for that class. You must always have a pen/pencil and writing paper available.e. Turn in all homework assignments on time.f. Cadets will not speak out-of-turn during instruction. To receive permission to speak, cadets will raise their hands and wait.g. Sleeping or lying on the desk while seated is not considered proper military bearing and will not be permitted. If you are unable to stay awake, stand up and move to the side or rear of the classroom. h. Let the instructor know if you are ill.i. Do not vandalize school or Air Force property. This includes writing on desks, assigned notebooks or in textbooks. j. Do not eat, chew gum, or bring anything to drink into the classroom. This includes water bottles, sodas, or food purchased in the cafeteria between classes. k. All cabinets and areas of storage in the classroom area are OFF LIMITS to cadets without permission. l. The classroom computers are for your use with permission. Cadets are not permitted Internet access without being on the Bell County High School Internet Access List. There will be no Internet access without the presence of an instructor. Misconduct regarding use of computers will result in withdrawal of privileges.MILITARY COURTESY:a. Cadets will use the term "sir/ma'am" when speaking with instructors, cadet officers, or cadet senior NCOs who outrank them. This may seem difficult at first, but this long-established military courtesy will soon become habit. (This courtesy should also be extended to all faculty members.)b. Position of Honor: When walking with a military officer of cadet of higher rank, cadets will always place themselves to the left of the senior person. He/she is to stop and give precedence to ranking individuals unless he/she is invited to proceed ahead.c. Public displays of affection (PDA) such as holding hands, embracing, kissing, or walking arm-in-arm is inappropriate for cadets in uniform. Not only is it not appropriate in uniform, but any time there is an implied affiliation with AFJROTC. This includes while wearing the AFJROTC T-shirt, or while in the classroom, lounge, or on field trips. Such conduct could bring discredit to AFJROTC since indiscriminate displays of affection in public detract from the professional image the Air Force intends to project. Violation of this paragraph could result in loss of rank and/or position. The appearance of PDA can also be considered a violation of this paragraph.d. Cadets will not chew gum in the classroom, in formation, or while in uniform.GRADING PROCEDURES: a. AFJROTC cadets are evaluated in four areas: Leadership, citizenship, physical training and academics. Leadership includes weekly uniform inspection, activity participation, leadership/followership skills. Each weekly Uniform inspection is equivalent to an academic test grade (100 points.) Citizenship includes classroom conduct, respect and military bearing, as well as conduct in the school and community (failure to maintain proper self discipline in other classes or during school functions can reflect on a cadet’s citizenship grade). A cadet’s Citizenship grade can also be affected by tardiness, cuts, and disruptive behavior (a citizenship grade worth 100 points of each cadet’s grade during a six weeks grading period.) The Physical Training grade is based solely on participation in weekly AFJROTC physical training activities. Failure to participate in proscribed activities is reflected adversely. b. Academics include tests, homework, writing assignments, portfolio pieces, speeches and classroom participation. Most graded items are worth 100 points. Portfolio pieces and speeches may be worth 200 points or more (instructor will brief cadets on value of these activities.) The academic and leadership grades are combined to provide a single overall grade for the report card. c. PLEASE READ CAREFULLY: Continued failure to wear the uniform (or not wear it properly) will result in failure of the course, regardless of other academic, citizenship or leadership grades.- 3 -MAKE-UP OF TEST AND HOMEWORK ASSIGNMENTS: When a test, uniform wear or homework assignment is missed due to absence (for whatever reason) the cadet will normally be expected to complete the work on the first day he/she is back in school. An extension of up to 3 days may be granted by the instructor grading the item on a case-by-case basis. (Test missed will be taken on the first day back to school.) The 3 days begin on the first day the cadet returns to school. Failure to do so will result in a grade of zero (0) for that item. Make-up will not be allowed if the test, uniform wear or assignment was missed because of an unexcused absence or suspension. Cadets are solely responsible for scheduling make-up work. LATE ASSIGNMENTS: All assignments are due on the date assigned and must be turned in during that school day. Except for excused absences (see above paragraph) assignments will not normally be accepted after the due date, and a zero (0) will be entered for the grade. In exceptional circumstances, the instructor may elect to accept work late. The instructor retains full authority to decide when late work will be accepted. In all cases, a points penalty will be assessed for late work. Missed uniform wear (other than due to absence) usually cannot be made up and will be entered as a zero (0). In exceptional cases, the instructor may agree to accept a late uniform wear, but the maximum grade will then be a 79.SNOW DAYS (or other unplanned school closures): The first day back to school will be considered the same as the first day missed due to school closure for all assignments/tests/uniform wear. NOTE: If the first day returning to school following an unplanned school closure of 2 or more days is a Friday, then the uniform will not be worn.EXTRA CREDIT PROJECTS: Extra credit may be acquired in any 6 weeks period of the year (except for the final 6 weeks). Extra credit is accomplished purely at the discretion of the cadetand must be approved by the SASI at least 2 weeks prior to the end of the grading period, and will not be accepted after the last day of the grading period. The project will be equivalent to a test score and added to your grade sheet as an additional grade. Points awarded will be in direct proportion to the effort expended and the quality of the project. Some suggested projects are listed below:a. Conducting a demonstration or experiment in class related to the theories and principles of flight.b. Building a model airplane or series of models and donating them to the AFJROTC program for classroom display and decoration.c. Writing a paper about a person whom is associated with aerospace (minimum of 500 words) - this is to be original work, not just copied and pasted off the internet. Sources will be properly documented.d. Writing a report (must be original work) on a particular aircraft or rocket (minimum of 500 words) - this is to be original work, not just copied and pasted off the internet. Sources will be properly documented.e. Researching and briefing the class on a job associated with aerospace (minimum of 500 words) - this is to be original work, not just copied and pasted off the internet. Sources will be properly documented..f. Any other project related to aerospace approved by the SASI.Extra points may not be substituted for failure to wear the uniformCADET LOUNGE: The Cadet Lounge is for your benefit and is for AFJROTC Cadets “in good standing” only (see Atch #6). A cadet bringing a guest into the lounge is responsible for the conduct of their guest. The lounge is intended for the use of cadets, though guests are permitted if they comply with AFJROTC rules of conduct and seating space is available. The lounge is not a courting area for AFJROTC couples! School rules for PDA will be enforced in the lounge. Cadets must keep the lounge clean and you must respect the rights of others. Clean up after yourself and try not to disturb those who want to accomplish some work or study. Flight commanders will be detailed responsibility to insure the lounge is kept clean. If you abuse this privilege, you will lose it!INSTRUCTOR’S OFFICE: This area is not part of the lounge! Entry into and use of any item or equipment in the instructor’s office will be done by permission only. A cadet wishing to enter the instructors’ office must first knock once on the door and wait for permission to enter.- 4 -CHAPTER FOURUniform Wear and Dress and AppearanceOVERVIEW:a. Each cadet must wear his/her uniform at least one day each week. The uniform worn by cadets is the same as that worn by United States Air Force personnel. Each cadet must wear the uniform properly. The importance of this requirement cannot be over emphasized. The reputation of the United States Air Force as a professional military organization is known worldwide and has no equal. The uniform you wear is a symbol of that reputation. WEAR IT PROUDLY!b. Uniform Day. Wednesday (unless otherwise specified by an instructor) of each week will be uniform day. Each cadet will be expected to wear the uniform on that day and will receive an inspection grade for that day. On uniform day, you will be required to wear your uniform properly for the entire school day. Only the SASI or ASI can grant exceptions to this rule.c. Because you wear the official United States Air Force Uniform, any objectionable behavior or appearance in public can create an unfavorable public reaction toward the AFJROTC Program and the Air Force. On the other hand, proper conduct, grooming, actions, and attitude will create and sustain a favorable public reaction which will enhance the image of the Cadet Corps. Therefore, as an Air Force Junior ROTC Cadet, you must constantly strive to present a neat, clean, and well-groomed appearance and always conduct yourselves as ladies and gentlemen.GENERAL RULES: a. Only issued uniform items will be worn. Civilian clothing will never be worn with the uniform. (Wearing civilian clothes with the uniform will result in a grade of "0" for the day).b. Place and wear insignia properly and wear only authorized insignia. The official Air Force name tag and all authorized ribbons must be worn at all times.c. Hands should be kept out of pockets and all pockets will be buttoned.d. The button front edge of the shirt; the outside edge of the belt buckle; and the edge of the pant's fly will align. This alignment creates a "Gig Line." The gig line is to be straight and neat at all times.e. All loose threads should be trimmed off.f. Keep the shirttail neatly tucked in. (This includes the sides and rear of the shirt.)g. Avoid carrying bulky items in the pockets that distort pocket flaps of the uniform. If small items are carried, they will not be visible from the outside.h. Shoes should have a gloss shine (check the heels and sides of the soles). Socks must be black; no other colors are authorized.i. Replace missing buttons properly. Buttons on the blue coat are oxidized silver as are most of the insignia. Do not attempt to shine these items.j. Never place any articles (particularly the flight cap) under the shoulder strap of the shirt.k. A wristwatch, one bracelet, and a total of three rings are the only jewelry items worn in uniform. No colored (show of support) bracelets in uniform. If necklaces are worn, they must not be visible. Female cadets may wear one pair of small, spherical, conservative, diamond, gold, silver, or white pearl earrings with the uniform. Earrings must fit tightly without extending below the earlobe. Only one earring per earlobe. No earrings may be worn on the upper part of the ear. Males are not permitted to wear earrings.l. All insignia are fastened with metal clutches.Hitchhiking, performing hard labor, engaging in sports activities, etc., while in uniform, is not permitted.n. The flight cap is worn slightly to the right with vertical crease of the cap at the center of the forehead in a straight line with the nose and at a point approximately one inch above the eyebrows. The crown is not crushed.o. The belt is threaded through the loops to the left around the body males and to the right for females. When buckled, only the metal tab on the tip of the belt will show.p. Males must wear a plain, white, "V" neck T-shirt or an undershirt. Undergarment must not be visible at any time. This is optional for females. q. Females may wear black socks with slacks but not with skirts.Females may wear nylon sheer hose that are dark blue or natural skin color that complement the uniform and skin tone. Patterned hose will not be worn.- 5 -r. The bottom of the blue trousers will touch the top of the shoes in such a manner as to cause a slight break in the crease. The bottom of the blue trousers in the rear should terminate where the shoe meets the sole at the heel. The rear pocket of the trousers will be buttoned at all times. The zipper tab will be pressed down to permit the fly to be neatly closed.MALE CADETS:a. The face must be clean shaven. Mustaches will be neatly trimmed and will not extend downward beyond the lip line of the upper lip, not sideways beyond a vertical line drawn upward from the corners of the mouth. Beards or goatees are not permitted.b. Hair will be neat, clean, and trimmed and will present a groomed appearance. Blocked cuts are authorized as long as a tapered appearance is maintained. Hair will not touch the ears or the collar of the shirt. The hair will not fall below the eyebrows and will not protrude below the band of properly worn headgear. Braided, unnaturally colored or fad hair styles are not authorized. In no case shall the bulk or length of hair interfere with the proper wear of the headgear. If worn, sideburns will not extend below the bottom of the ear opening and will end in a clean horizontal shaven line.c. Male cadets are not allowed to wear earrings while in uniform. FEMALE CADETS:Hair must be styled to permit proper wear of headgear and be clean and neatly arranged. Length of the hair in back will not extend below the bottom of the uniform collar. Ribbons, bows, and hair nets are not authorized. Pins, combs, bands, and barrettes are authorized if similar to individual's hair color.There will be no visible face or body piercing, other than one pair of earrings for female cadets (see Chap 5, para o.) while in uniform. This policy is in accordance with Air Force regulations.INSPECTION: 1. Each cadet will be graded on proper wear of the uniform and personal grooming. There is a maximum of 100 points available for each uniform inspection. Extra-credit may be awarded for highly shined shoes or for well pressed shirts. The inspection grade counts as a regular test grade. 2. CADET IS PRESENT, BUT NOT IN UNIFORM. Failure to wear the uniform will normally result in a grade of zero (0). Exceptions will be made by the SASI/ASI on a case-by-case basis. Cadets allowed to make-up will schedule a make-up day with an instructor. On make-up day the uniform will be worn all day (except for PE/Vocational School (if required)). Failure to make up the inspection will result in a grade of zero (0) for each inspection missed. Remember that it is your responsibility to ensure your uniform is available on inspection day. Make-ups will only be allowed for exceptional circumstances.3. CADET IS ABSENT: If a cadet is absent on uniform day, the uniform will be worn on the first school day the cadet returns. For example, if a cadet is absent on Wednesday and Thursday, returns to school on Friday, then Friday becomes uniform day. The cadet will be inspected during the scheduled AFJROTC period. 4. Failure to wear the uniform properly all day (unless previously approved by an instructor) will result is a grade of zero (0). Anytime a cadet is in uniform, the uniform must be worn properly – this includes transportation on school buses to and from school and while waiting for the bus in the morning.5. Failure to wear the uniform three times during any semester could result in course failure,regardless of other grades. CLEANING, LAUNDRY, AND CARE OF THE UNIFORMS:a. The service coat, pants, and jacket (with liner) must be dry cleaned. Any other method of cleaning or pressing will cause damage to the uniform item and will subject you to the replacement cost. DO NOT IRON.- 6 -b. The shirts and blouses may be washed or laundered at home. Ring around the collar is not permitted.c. Be sure your complete uniform is clean, pressed, and sharp.d. When not being worn, keep all applicable uniform items on a hanger.ALTERATIONS:a. Alteration of any uniform item is not authorized without the approval of the SASI or ASI. b. Bell County High School AFJROTC is currently under contract with SEW PERFECT to do uniform alterations and sewing of patches. It will be the cadet's responsibility to have the alterations done as quickly as possible. As long as the cadet has alterations done and patches sewed by Sew Perfect, there will be no cost to the individual.PROTECTION OF UNIFORM:a. Protecting government property is each cadet's responsibility. All uniforms (with the exception of the shoes and socks) and equipment items are loaned to you by the United States Air Force. These items remain property of the Air Force. Other equipment items belong to or are the responsibility of Bell County High School. All uniform items and equipment must be accounted for at all times.b. At the time uniform and equipment items are issued, you will be required to sign a Custody Receipt Form. Each item then becomes your personal responsibility. If you lose it or willfully or negligently destroy it, you will be required to pay for it. At the time of issue, you will be advised of the cost of each item issued to you. The cost of replacement, however, will be the cost that is in effect when the account is cleared. GRADES WILL NOT BE RELEASED AND THE AFJROTC CERTIFICATE OF TRAINING OR CERTIFICATE OF COMPLETION WILL NOT BE AWARDED UNTIL ALL UNIFORMS AND EQUIPMENT ITEMS HAVE BEEN TURNED IN.Clothing items that become worn or otherwise unserviceable should be turned-in to the Military Property Custodian (ASI) as soon as possible. If the unserviceable condition is due to fair wear and tear and normal use, the items will be replaced at no cost. Items of clothing that do not fit properly should be exchanged.USE OF TOBACCO IN UNIFORM:Use or possession of any tobacco product on Bell County school property, enroute to and from school, or on a school-sponsored activity is prohibited. Use or possession in uniform could result in loss of rank, position, and/or dismissal from the AFJROTC program.ATTACHMENTS/EXAMPLES:The following pages 8-27 are extracts of HQ AFJROTC Operational Supplement Chapter 7, dtd Aug 2019. The most important factor in cadet promotions is participation in the AFJROTC Program. Promotion provides constant challenge and motivation to members of the active Air Force as well as members of AFJROTC. This attention and interest are proper since the insignia of promotion reflects visible evidence of progression and standing among fellow cadets. Also, promotion is evidence of growing maturity, the ability and willingness to accept additional responsibility, and a demonstrated growth of leadership.2. Promotions in AFJROTC are based on academic, citizenship and leadership grades and on demonstrated personal qualities (must be a cadet in good standing). Each cadet should understand how selections for various command and staff positions are made to permit an equal opportunity for qualification and selection for promotion to these positions of leadership and responsibility. The positions and grades authorized for high school AFJROTC are covered in a later chapter.PROMOTION SYSTEM: The promotion system will be similar to that of the active Air Force and conforms to guidance provided by Headquarters AFJROTC. The following provisions apply:1. There are two types of grades a cadet may hold and, in some cases; both may be held at the same time.PERMANENT GRADE: This grade is awarded based on satisfactory service in the AFJROTC Program. The permanent grades authorized are:AS-ICadet Airman (Amn)AS-IICadet Airman First Class (A1C)AS-IIICadet Senior Airman (SrA)AS-IVCadet Staff Sergeant (SSgt)If a higher temporary grade has not been assigned, the insignia of the permanent grade will be worn. Since the grade is temporary, it may not be carried over from year to year. Temporary grades are assigned only when they are higher than the permanent grade. Cadet officer positions will normally be filled by senior students. Top NCO positions are usually filled by junior students. Consideration is normally given to previous military experience such as Civil Air Patrol, prior Junior ROTC training, Summer Leadership School, etc.3. SERVICE: To what degree does the cadet serve the school, community, and unit?f. ORGANIZATIONAL SUPPORT: Does the cadet perform above and beyond normal duties? To what degree does the cadet participate in Corps activities?3. Cadet officers will be appointed originally to their rank by merit and only by the SASI and ASI. Further promotions will be based on the quality of the cadet's performance of all assigned duties, plus the contents outlined herein (Atch 5). A cadet holding officer rank is expected to maintain the highest standards of personal conduct and self discipline. These cadets are expected to be role models for junior cadets. Failure to maintain these standards can result in immediate forfeiture of rank and return to cadet permanent grade.4. Promotions will be made at the end of the quarter. It is very important that each cadet desiring to be promoted complete the necessary requirements per quarter and attain the proper letter grade in AFJROTC in order to be promoted (Atch 4). If a cadet does not complete the requirements or does not get the proper letter grade, he/she will not be promoted. Additionally, if any cadet (officer or enlisted) is suspended from school (in-school suspensions included) gets a zero on uniform inspection, has any unexcused absences, or fails to turn-in their report card, they will not be eligible for promotion until the next quarter.- 29 -CHAPTER SIXOrganization/Chain of CommandORGANIZATION:1. The Cadet Bulletin Board contains the Cadet Corps Organizational Chart and the Unit Manning Document. The Organization Chart breaks the functions of the Corps down into specialized tasks. The responsibilities associated with each task are found in the corresponding job descriptions in the next chapter. The Unit Manning Document shows each authorized position and its corresponding rank. 2. The Cadet Corps Organizational Chart reflects a Chain of Command by a solid line connecting the functions or positions. Information, guidance, and decisions flow down the chain in the form of oral and written instructions. Information and recommendations also flow up the chain which is used by cadet leaders in decision making. Information flow and coordination between lateral functions are necessary for efficient staff functioning. Unless there is a free communication flow throughout the organization, the Corps will quickly become ineffective. Each cadet should know their chain of command.3. Authorized leadership positions are shown in the Unit Manning Document posted on the Cadet Bulletin Board. Cadets must learn the duties and responsibilities of assigned positions. Promotion up the chain of command will be based on job performance, overall academic achievement, and potential for more responsible jobs.4. Instructing the flight, inspecting cadet uniforms, judging competitive activities, and recommending grades when requested by the ASI/SASI.d. Advising the Squadron Commander and ASI/SASI on flight matters.FLIGHT SERGEANT is responsible for:a. Be an outstanding role model for his/her respective flight and the Corps.b. Assisting the Flight Commander in training cadets to properly execute all drill movements.f. Assisting the Flight Commander in maintaining good order and discipline within the flight.g. Reporting ‘enlisted cadet’ concerns to the Senior Enlisted Advisor.STAFF NCO is responsible for:a. Assisting their respective Staff Officer in the conduct of their duties.b. Assuming the duties of the Staff Officer in their absence.ELEMENT LEADER is responsible for:a. Assuming the duties of Flight Sergeant when requested/required.b. Reporting daily absences to the Flight Commander or Flight Sergeant.c. Leading the cadet element in the classroom and during leadership training.d. Leading the element in all drill movements.INDIVIDUAL CADET is responsible for:Abiding by the rules and regulations contained in this Cadet Handbook and Air Force Regulations and Instructions concerning the AFJROTC Program.Maintain their issued uniform in accordance with Air Force regulations and this handbook.Wear their prescribed uniform on all days and to all events required by the SASI/ASI. Ensure their personal grooming standards are always in accordance with Air Force regulations and this handbook when wearing this uniform.a. Be a model of good citizenship at all times.b. Following the direction and orders of the cadet officers and NCOs appointed over them.c. Other duties as directed by cadet leaders and the ASI/SASI.NOTE: Remember, if you want to be a leader, you must first prove that you can be a follower.- 35 -CHAPTER EIGHTLeadership Development Requirements (LDR)In addition to normal classroom activities, AFJROTC cadets may be involved in many LDR activities. Participation in most LDRs requires a cadet to be in “good standing” (Atch 6). These activities are indicated with the initials “CIGS”. The SASI/ASI will be present at all meetings/practices and they will not be canceled without prior approval of the SASI/ASI. No one may be removed from any activity without the approval of the SASI/ASI.1. FIELD TRIPS: Periodically, cadets will go on field trips to Air Force bases (for tours and possible flights aboard Air Force aircraft), drill competitions, NASA facilities, air shows, parades, science museums, etc. Field trips are considered an important part of the Aerospace Science Course and are real "highlights" of the school year. The uniform is normally worn on all field trips and field trips usually take place on school days. (CIGS)2. COLOR GUARD: This elite unit has the honor of presenting and posting the national/state/school colors at important school and community programs. Distinctive uniform items are worn (helmets, pistol belts, replica arms, shoulder cords, etc.). Cadets chosen for membership must excel in conduct, attitude, performance, and academics. Failure to attend practice/scheduled events will lead to removal from the unit. (CIGS)3. MARKSMANSHIP TEAM: Rifle marksmanship is a co-ed, co-curricular opportunity within AFJROTC. Cadets must receive marksmanship instruction before they do any qualification firing. They must also have a signed Marksmanship Permission Slip, sign a AFJROTC Cadet Individual Safety Pledge and successfully score 100% on a 25-question AFJROTC Air Rifle Marksmanship Cadet Safety Exam before firing. 4. DRILL TEAM: A great deal of commitment, dedication and effort is required for this activity. It is a chance to polish the basic skills learned in the leadership laboratory. After school practice, extreme concentration, complete compliance with the drill team commander's commands, extra care of the uniform, a willingness to publicly exhibit your skills, and a dedication for excellence are but a few challenges this unit affords. (CIGS) 5. KITTY HAWK AIR SOCIETY: The Kitty Hawk Air Society is a national honor society for AFJROTC cadets who excel academically. To be considered for membership, cadets must maintain a minimum academic grade of 90 in AFJROTC and an overall GPA of 3.2, with an “A” in AFJROTC. The SASI will approve all new members prior to induction. 6. PARADES: KY-931 cadets normally participate in parades during the school year as requested by local civic organizations to the Middlesboro Christmas Parade and the Mount Laurel Fest Parade. Although these are festive and fun occasions, it is our opportunity to show the community how much pride and professionalism we have in the AFJROTC program. 7. CADET BALL: One of the grandest events of the year is the Annual Cadet Ball. All cadets look forward to this event. Dress is semi-formal: Male Cadets - full service dress uniform with plain white shirt and service tie, Male non-cadets - formal wear or suit with tie. Females - semi-formal dress. Although this is a festive, fun occasion, proper wear of the uniform and proper behavior in uniform will be observed during the entire event. NOTE: During the Cadet Ball process, the cadets select a female cadet of the AS –III/IV class to be Queen of the Ball and a cadet of the AS-I/II classes to represent the Corps a Princess of the Ball. This unique distinction means these young ladies represent the epitome of “cadethood”, there by definition they must be a cadet in good standing. 8. FIELD DAY: Each year the Corps participates in two “Field Day” events. The Fall event is at Bell High and the Spring event is rotated between Bell High, South Laurel and North Laurel JROTC units. These are days emphasizing physical fitness, team work and camaraderie. - 36 -9. AWARDS NIGHT: The Annual Awards Night will be held towards the end of the school year. It is an opportunity for cadets to be recognized for their achievements during the year in front of their family and friends.10. ?FUND RAISING ACTIVITIES:? As with most High School extracurricular activities, we depend on student fund raising to support much of our non-classroom activities.? The US Air Force does provide a limited amount of funding each year to support cadet trips to Air Force bases or similar activities.? This funding does not meet all of our needs.? Consequently, cadets will be asked to participate in a variety of fundraising eventseach year.? Though participation in the fund raising events is voluntarily, it is highly encouraged.?Funds raised from these activities are used only for AFJROTC functions and activities.The Corps maintains a record of the monies (profit) raised by each individual cadet.? In essence, each cadet will have an “account” with the Corps.? As a cadet raises money through fund raising activities, the account will grow.?The cadet can use the account to help pay for his/her meals or lodging on planned JROTC trips or other corps functions.? If the cadet does not have enough funds in his/her account to pay for a particular activity, then the cadet will be ask to pay for his/her portion from their own money if they wish to participate.? Examples:? The Corp is planning a trip to McGee Tyson Air Force Base.? Cadets “In Good Standing criteria” are told that the trip will cost $25 each for meals.?One cadet has raised $70 thus far during the year and elects to use $25 from his cadet account to pay for the trip.? Another cadet has only raised $15 thus far and decides to use all of that money, plus pay $10 of his money to go on the trip.? A third cadet has $40 in her account, but wants to save the entire amount for a future activity (like her ticket to the Cadet Ball) and elects to pay the $25 in her own money.NOTES:? 1.?Cadet accounts are only good for one year and are dissolved at the end of the year.? At the end of the school year, any funds left in the accounts will go into the general KY-931 fund to be used for purchase of equipment for ROTC or other purposes to the benefit of the Corps.Cadets may not take cash out of accounts.? Though it is earmarked for them, it is KY-931 money.? Cadets may not have a “negative balance” in their account. A negative balance removes the cadet from “Good Standing” status and is indebtedness with the school.CHAPTER NINECadet Review Boards1. Cadet Review Boards may be formed to make recommendations pertaining to violations which are observable and apparent to the cadet corps and fall within the parameters of Integrity First, the Cadet Honor Code, the Cadet Handbook, and Air Force Core Values. These items include, but are not limited to, habitual missed uniform wears, lying, cheating, etc. Cadet review boards can make recommendations pertaining to cadet promotions/demotions in position/rank, awards, ropes, etc.Cadet review boards will not have jurisdiction over matters regarding violations of school rules/policy that would inherently result in an invasion of personal privacy. These violations will be handled directly by the SASI/ASI. 2. The Cadet Review Board will be formed as follows:PresidentCadet Deputy Group CommanderRecorderCadet Personnel OfficerMembersFlight CommandersNo substitutions of the above members may be made without prior approval of the SASI/ASI.3. The board will be convened by the publication of a special order establishing the time and place of the meeting and will announce board membership, purpose, and cadets to appear before the board.4. When a cadet appears before the board, he/she will report to the President in a military manner at the time and place announced in the special order.5. Findings/recommendations will be submitted in writing to the Cadet Group Commander. After reviewing the report, the Cadet Group Commander will add comments and will personally deliver the report to the SASI.- 37 -6. The SASI/ASI must be present for all Cadet Review Board meetings and will act as an advisor on procedural matters. The SASI/ASI will not enter into deliberations of the board.7. Findings and recommendations of the board, after review and approval of the SASI, will be published by special orders and become part of the personnel records.CHAPTER TENAwards and Decorations1. A number of distinctive awards are authorized for AFJROTC cadets to recognize outstanding academic and leadership performance or for a specific display of valor. Medals, ribbons, and certificates are awarded in the National and AFJROTC categories. Those cadets who fall below the 90% attendance level jeopardize their eligibility for awards, as well as their potential to earn promotions. Presentations are normally made at the Annual Awards Ceremony; however, at the discretion of the SASI, presentations may be made at other times during the school year.2. The following awards are authorized for wear on the AFJROTC uniform in the precedence listed (highest to lowest).a.AFJROTC Valor Award (Gold): Recognizes the most outstanding voluntary acts of self-sacrifice and personal bravery by a cadet involving conspicuous risk of life above and beyond the call of duty.b.AFJROTC Valor Award (Silver): Recognizes the most outstanding voluntary acts of self-sacrifice and personal bravery by a cadet beyond the call of duty.c.Cadet Humanitarian Award: Recognize cadets who provide aid in response to a singular extraordinary event such as a natural disaster or other catastrophed.d. Silver Star Community Service with Excellence Award: Honor that emphasizes the value of community service, and establishes a greater sense of pride within the corps. There may be a month when no one was eligible for the award.The ASI and SASI will determine recipients based on criteria above.CHAPTER ELEVENCertificates of Training and CompletionThere are two types of certificates that may be awarded to AFJROTC cadets: CERTIFICATES OF COMPLETION AND THE CERTIFICATE OF TRAINING. Information concerning each certificate is provided below to enable cadets who will qualify for minimum enrollment to assess the value of each certificate.CERTIFICATE OF COMPLETION: Presented to cadets of good standing who complete at least 3 years of the AFJROTC program. Cadets must have this certificate in their possession upon signing for the senior (college) AFROTC program or upon enlistment in the military to gain benefits offered by successful completion of the AFJROTC program.a. With a CERTIFICATE OF COMPLETION, the cadet can be accredited one year of the General Military Course (GMC) of the senior AFROTC program. This privilege must be approved by the Detachment Commander at the time of enrollment in a college or university.b. If the graduating cadet elects to enlist in the military, the CERTIFICATE OF COMPLETION will provide for promotion to pay grade E-3 when accepted by the service (the USMC is only allowing promotion to E-2). Pay grade E-3 is the third pay grade in all military services and is equal to the grade of Airman First Class in the United States Air Force. This promotion at the time of enlistment provides for an immediate monetary benefit. It also places the cadet ahead of all other personnel enlisting at the same time and, therefore, theoretically, makes the cadet eligible for promotion before other enlistees who enter at the same time.CERTIFICATE OF TRAINING: Presented to cadets of good standing who complete 2 years of the AFJROTC program and who graduate from high school or transfer to another school.a. With a CERTIFICATE OF TRAINING, the cadet will be excused from one academic term (semester or quarter) of the GMC of the senior AFROTC program. This privilege must be arranged with the PAS at the time of enrollment in a college or university.b. These certificates are not awarded automatically based solely on academic grades. Consideration is given to total performance and achievement as a member of the Corps. It is possible to complete the course for academic credit and not be considered to have met the total requirements. Final determination for awarding either certificate is made by the SASI and the Principal.- 40-CHAPTER TWELVEThe Cadet Honor Code"I WILL NOT LIE, CHEAT, OR STEAL, NOR TOLERATE THOSE WHO DO!"1. Each cadet is morally obligated to uphold the standards set by the Honor Code. As a cadet you must set an example for others to follow. Your character must, not only be above reproach, but also must be strong enough to sustain you in stressful situations. Your words and actions must be above question, because others will not follow someone they cannot trust.2. Doing what is right is not always easy. Sometimes you have to pay a high price for having the courage to stand by your convictions. Each cadet must believe in themselves and stand for what is right. Being a leader involves having to make tough decisions and being able to carry them out regardless of the circumstances of the cadet code.3. If you tolerate a violation, you are as guilty as the one that commits the offense. Toleration in this society will come easily and throughout life you will face temptations and urges that will encourage you to abandon your ideals. Some people have no problem with matters of conscience because they choose not to be ethical. In winning at all costs, however, the advantages are short-lived and the costs high.4. The cadet honor code is the cornerstone for ethical training. It is a minimum standard from which a cadet can evaluate and build his moral character throughout the years. It has proven to be the key factor in a cadet's overall professional development.5. Make the honor code and personal integrity part of your life. Because you are a cadet, you will be given responsibility and you will be expected to perform. Only you can decide the path you will take. Required Physical Activity: Participation in Air Force Junior ROTC class does require some physical activity on the part of all cadets. Enrollment of a cadet in the AFJROTC class is acceptance by the cadet and their guardians of the requirements and an endorsement by the cadet and their guardians that they can and will participate in the following activities: Military Drill activities, to include: standing at the position of attention, saluting, marching, and associated facing maneuvers.NOTE 1: Students do not need to know drill maneuvers prior to enrolling in the AFJROTC class, as they will be taught the maneuvers in class. They must simply be physically capable of performing the maneuvers. NOTE 2: If a student is unable to perform the above listed military drill activities due to a physical or mental impairment, but is interested in joining AFJROTC, the SASI must approve their enrollment in AFJROTC in writing with an attached waiver detailing the limitations of the students drill abilities.2. Physical Fitness Activities: AFJROTC promotes physical fitness and healthy life styles. Consequently, a number of activities will be conducted throughout the year, with the intent to motivate better physical fitness. As an example, Headquarters AFJROTC has established a Health and Wellness program. Cadet physical fitness is measured through this program via the President’s Physical Fitness Test. For cadets to do well in the program they will need to maintain a healthy life style, including proper diet and regular physical exercise. Participation in the Friday physical fitness activities (i.e. volleyball, PT, etc) is a graded item, but is purely a participation grade. We will ask only that cadets participate and attempt the activities, not that they perform at - 41 -any specific level. If a cadet has a physical ailment that prevents participation, a doctor’s excuse is required for exemption without affecting the grade. There are also extracurricular activities available to cadets which will require cadets to be in reasonably good physical condition. These activities are un-graded, but highly encouraged. Examples include: Drill Team training, rappelling, marching in color guards or parades, Summer Leadership School and physical activities associated with community service projects. The one exception: when the schedule and weather allow, AFJROTC cadets will participate in some team sport activities (typically volleyball on Fridays). Participation in these activities is important because the activities are intended to: 1) improve physical fitness, 2) teach teamwork, 3) develop leadership skills, and 4) built cadet esprit de corps. - Friday’s will be the day that we conduct physical fitness activities. Cadets should dress appropriately to participate in the activities.3. In the back of the cadet handbook is a Physical Fitness form that guardians are required to fill out and return to the ASI before cadets may participate in AFJROTC. 4. Headquarters AFJROTC require a physical fitness program, intended to help keep our cadets fit and healthy as a part of the curriculum. Participation in the program is expected and personal fitness training in preparation for the program tests is highly encouraged. There are 5 exercises the cadets are evaluated on during the Health & Wellness program:the Shuttle Run, V-stretch, Push-ups, Sit-ups, and the One Mile Run. (A detailed explanation of the exercise and fitness targets is contained in the Physical Fitness binder in the ROTCoffice and is available for cadet review.) The first test series will establish a “fitness baseline” for each cadet. By the end of the year, it is expected that cadets will improve their overall fitness.a.
